STAFF REPORT
The Central City Parking district was formed in 1997 to provide for the
acquisition and ~rovement of the three downtown City Parking Lots #1, #2 and #3
and to provide for the ongoing maintenance, operation and security of the three
lots. The Redevelopment Agency sold bonds in the amount of $1,950,000 to provide
funds for the acquisition and ~rovement of the three lots, with a twenty-five
year payback. The District leases the lots from RDA for the amount of the annual
debt service on the bonds. Upon payoff of the bonds, title for the three lots
will transfer to the City. The final bond payment is scheduled to be made in FY
2001/02.
In 1979, it was determined that additional parking facilities were needed. The
funds for the expansion were loaned to the District from the City's General Fund
in the amount of $812,763.45 with a 28 year payback.
The lease payment (bond debt service) along with the maintenance, operation and
security costs and administrative costs comprise Assessment Roll No. 1. Credits
are given for 75% of the area tax generated along with payments from EDA of the
last assessment of those parcels acquired by EDA within the district. These
credits are applied to the assessment amount as a whole. Property owners are also
given individual credits for 75% of the area tax generated by their property
along with a $60 credit for each parking space provided on their respective
parcels. The total assessment amount also includes an annual amount of $8,100.
This amount was paid to the Masonic Lodge for lease of their property to provide
additional parking in the district. Once the lease terminated, it was determined
that this amount would be continued to be assessed as payment towards the City's
loan.
Assessment Roll No.2 is a fixed total assessment to provide for payback of the
City loan. Additional revenues generated to pay back the loan are comprised of
the $8,100 stated above, and from leases of the parking spaces within any of the
City lots for private use.
The attached summary shows the total assessment amounts for Roll 1
Improvements and Maintenance, Operation and Security) and Roll 2
Facilities) .

Assessments are apportioned based upon a rate which is determined by the assessed
value of each parcel within the district( land only). Credits are then applied to
each parcel (ROll No.1 Only) to determine the assessment amounts. No credits are
applied to Roll No.2.
OUt of the 110 assessments within the district, 96 of these are increasing from
last year's assessment. This is partially due to the fact that the Parking Place
Commission made a determination last year to hold the 1994/95 assessments to the
1993/94 amounts. As the summary shows, the total assessment amount is an increase
from 1993/94, but is actually less than what was proposed to be assessed last
year. On June 7, 1995, the Parking Place Commission approved the proposed
assessments.
As required by law, a public meeting and public hearing must be held before any
new or increased assessments can be levied. All property owners with increased
assessments were given mailed notice of the Public Meeting and Public Hearing.
We recommend that the Public Meeting be closed and that protests, if any, be
carried to the Public Hearing to be held on August 7, 1995.
