STAFF REPORT
An item was placed on the Supplemental Agenda, for the
Council Meeting of 2-6-95, by Council Member F. J. Curlin, to
direct that a study be conducted on the feasibility of creating a
cul-de-sac on 18th Street, west of Arrowhead Avenue.
A motion was adopted to refer this matter to the Traffic
Safety Committee. No date was specified for the matter to be
brought back to the Mayor and Council.
The Traffic Safety Committee considered this item at
their meetings of 3-8-95 and 4-19-95. Attached is a memo from
Maria Lootens, Chairperson, advising that the fOllowing motion
was adopted by the Traffic Safety Committee at their meeting of
4-19-95:
"Close 18th Street with removable barricades for a
trial period of 6 months. During this time, Traffic
Engineering Staff will monitor area and evaluate the
effects of the closure."
We recommend that the recommendation from the Traffic
Safety Committee be accepted and filed.

SUBJECT: 18TH Street Closure at Arrowhead Avenue
DATE: April 26, 1995

A proposal to close 18th Street was considered at the Council
meeting of February 6, 1995. Action was taken to refer this item
to the Traffic Safety Committee for review.
The Committee reviewed this item at their meetings of March 8,
1995 and April 19, 1995. Additionally, a subcommittee meeting
was held on March 21, 1995, to discuss this item. Property
owners/tenants were notified of the meetings.
FeedbaCk, received from the property owners/tenants prior to, and
during the meetings, showed that homeowners are overwhelmingly in
favor of the closure. Businesses, however, do not show a clear
consensus on the issue. Those against the closure fear that
limited access will create adverse impact to the viability of
their businesses.
Concerns were raised at the Committee meeting
