STAFF REPORT
PROBLEM:
The U.S. Department of Justice (Office of Justice Programs)
requires a specific Equal Employment Opportunity Affirmative Action
Plan for the San Bernardino Police Department in compliance with 28
CFR 42.301, Grant Program.
RECOMMENDATION:
That the Equal Employment Opportunity Affirmative Action P~an for
the San Bernardino Police Department be approved, adopted and
incorporated into the City's Affirmative Action Plan, and that a
copy of same be provided to the U.S. Department of Justice.
FINDINGS:
Although the City of San Bernardino has an Affirmative Action Plan
for Equal Employment Opportunity in place, the U.S. Department of
Justice requires that the Police Department provide a specific plan
for the equal employment of women and minorities within the Police
Department's sworn personnel.
A plan has been constructed through the joint efforts of the San
Bernardino Police Department and the San Bernardino City
Affirmative Action Officer. This plan includes the specifics
required by the U.S. Department of Justice. It addresses the equal
employment goals and strategies for non-sworn personnel as well as
sworn personnel.
The plan must be forwarded to the U.S. Department of Justice in
order to continue the Police Department's eligibility for grant
funding from the Federal Government. If the plan is not forwarded
expeditiously, the City is in jeopardy of losing Office of Justice
Programs funding currently received through the Police Hiring
Supplement Program.
