line construction fund for flushing of sewer siphons at various locations.
Recommended Motion:

Staff Report
Subject:
Reject all Bids for Cleaning Sewer Siphons at Various Locations (SW05-13) per project Plan No. 11340A and
direct staffta revise the project and readvertise.
Background:
On September 7. 2004. the Mayor and Common Council allocated. as part of the FY 2004/05 Capital
Improvement Program (CIP). $50.000.00 in sewer line construction fund for flushing of sewer siphons at
various locations.
This proposed project would consist of the following:
I. Flushing of sewer siphons .at six locations (See attached list).
o Repair of damaged asphalt or vegetation disturbed by contractor's operations.
The plans and specifications for this project were completed and the project advertised locally in the San
Bernardino County Sun Newspaper, F. W. Dodge, Construction Bid Board. Construction Data Hot Sheet, Reed
Construction Data, Bid America, Construction Bid Source, the City's web sites, and the San Bernardino Area
Chamber of Commerce.
Bids were received on June 7, 2005. and are listed below:

Engineer's Estimate $ 53,514,00
Only one bid was received from National Plant Services, Inc. of Long Beach. Based on staff review of the one
sealed bid. National Plant Services. Inc. has submitted a valid. competent bid; however, its bid is substantially
higher than the Engineer's Estimate. Staff has reviewed prices for the work quoted by National Plant for the
each of the six locations and feels that the prices are excessive compared to our previous experience for this type
of work. Therefore. we recommend that all bids be rejected and that the project be revised and readvertised.
The project will be revised and bundled with other similar projects proposed for the FY 2005/06 ClP in order to
make the project more attractive to a wider range of bidders.
We are proposing ta revise the project and readvertise in August of 2005.
Financial Impact:
None.
