On July 11, 2005, the Personnel Committee recommended this item for approval. Recommended Motion: Approve the proposed reorganization in the Parks, Recreation & Community Services Department and the following motions: 1. Reclassify Parks Project Manager, Range 4463, $4,469-$5,432/month to Parks Superintendent, Range 4515, $5,792-$7,040/month. Add Recreation Superintendent, Range 4515, $5,792-$7,040/month. Adjust the salary range by 10% for Administrative Services Manager from Range 4466, $4,536-$5,514/month to Range 4485, $4,987-$6,062/month. Leave Assistant Director position unfunded. _~).. Background: Two years ago, the Mayor and Common Council approved a Department reorganization that primarily addressed staffing within the Parks, Recreation and Cemetery Divisions. The result of that plan also included streamlining management staff to achieve some minimal cost savings. Since that time, the management structure of the Department has been under increasing strain due to increased demands on the Park maintenance and development areas and new contract management responsibility in the Recreation and Community Services areas. As a result, the Director has developed a new management staffing plan that provides more direct oversight of these areas, while providing a sustainable management structure for future growth. The primary request in this plan is the reconstitution of the Park Superintendent and Recreation Superintendent positions. This will result in more effective management oversight over the two Divisions. Reclassifv Park Proiect Manager to Park Superintendent Weare recommending the reclassification of the Park Projects Manager posItIOn to Park Superintendent. The Parks Division has not been led by a Division manager over the last three years. Coordination of various projects within the Division was assumed by the Director due to the various responsibilities of the five (5) supervisors within the Division. In that time, the level of oversight and efficiency of our Park maintenance efforts has suffered. A Park Superintendent will be able to streamline decision making and react in a more timely manner to issues that require division-wide coordination. The current Park Projects Manager has served previously as interim Parks Superintendent and would be effective in this new role. Add Recreation Superintendent We are recommending the addition of a Recreation Superintendent position. There have been fundamental changes in the Recreation Division including contract administration, revenue- based programming, staffing and hours of operation. The Recreation Superintendent will provide stronger accountability from the Senior Recreation Supervisors and other Division staff, while providing direct contract administration for our outsourcing agreements. Cost recovery programming, increased collaborative service delivery and outreach programming to new residential areas will be additional areas of focus for this professional manager. Outside recruitment will be necessary to fill this position. Provide 10% Range Adiustment for Administrative Services Manager The current duties of the Administrative Services Manager exceed those of the Senior Administrative Analyst classification. Currently, the salary range for the Senior Administrative . . e Analyst is approximately 5% more than the salary range for Administrative Services Manager. We are proposing a 10% range adjustment to increase the Administrative Services Manager 5% above the Senior Administrative Analyst. In addition to listed duties, the incumbent is responsible for serving as Director in an acting capacity at Council meetings, agenda briefings and commission meetings, drafting and implementing department policy, procedure and work rules, establishing administrative procedures that result in increased work efficiency and representing the Director at various department advisory board and non-profit partner meetings. This classification also exists in the Finance Department; however, the incumbent's salary is within the proposed salary range resulting in no additional cost at this time. Leave Unfunded Position of Assistant Director This position is requested to remain unfunded so the funds currently allocated to this position would be available to fund the cost of the Recreation Superintendent position. Financial Impact: To realize these recommendations, the following adjustments need to be made to the FY 04-05 budget, in addition to the position reclassifications outlined above: Reclassifv Park Proiect Manager to Park Superintendent: Budgeted 2005-06 Salary $67,560 Benefit 19.371 Total $86,931 Proposed Salary $74,238 Benefit 20,456 Total $94,694 Create the Recreation Superintendent: Proposed Salary $74,238 Benefit 20,720 Total $94,958 Range Adiustment for Administrative Services Manager Classification (10%) Incumbents will be placed at the step closest to their existing salary with minimal financial impact. Delete the Assistant Director of Parks, Recreation & Community Services: Budgeted 2005-06 Salary $74,880 Benefit 21.748 Total $96,628 . . . Total Cost for Proposal: $6,093 The cost will be absorbed by the Department.
