JANUARY 21, 2005

The joint adjourned regular meeting of the Mayor and Common Council and
Community Development Commission of the City of San Bernardino was called to
order by Mayor/Chairman Valles at 9:00 a.m., Friday, January 21, 2005, in the
Panorama Room, California State University, San Bernadino, California
Roll Call
Roll Call was taken by Assistant to City Clerk Medina with the following being
present: Mayor/Chairman Valles; Council Members/Commissioners Estrada,
Longville, McGinnis, Derry, Johnson; Senior Assistant City Attorney Calkins; City
Administrator Wilson; Assistant to City Clerk Medina. Absent: Council
Members/Commissioners Kelley and McCammack.
Also present: Assistant City Administrator Lori Sassoon; Code Compliance Director
Glenn Baude; Develoment Services Director James Funk; Deputy Director/City
Engineer Mark Lancaster; Deputy Director/City Planner Valerie Ross; Economic
Development Agency Executive Director Gary Van Osdel; Deputy Director/Housing
Development Maggie Pacheco; Facilities Management Director James Sharer; Finance
Director Barbara Pachon; Fire Chief Larry Pitzer; Human Resources Director Linn
Livingston; Acting Director Information Services Tom Marek; Library Director
Ophelia Roop; Assistants to the Mayor June Durr and Wally Green; Director of Parks,
Recreation and Community Services Lemuel Randolph; Police Chief Garrett Zimmon;

1. Workshop — Projected Goals & Priorities
Facilitator Gregory Shaffer introduced himself and began explaining the
objectives and procedures for the workshop.
COUNCIL MEMBER/COMMISSIONER LONGVILLE EXCUSED
At 9:20 a.m., Council Member/Commissioner Longville left the workshop.
Mr. Shaffer asked everyone to introduce themselves, including their
department, their job title, and how long they have worked for that department and the
City.
Mayor Valles provided an update on the federal government budget and how it
is going to affect the City. She stated that it is quite possible that the City may lose up
to 2.6 million dollars in CDBG funding.
COUNCIL MEMBER/COMMISSIONER DERRY EXCUSED
At 9:45 a.m., Council Member/Commissioner Derry left the workshop.
COUNCIL MEMBER/COMMISSIONER KELLEY ARRIVED
At 9:50 a.m. Council Member/Commissioner Kelley arrived at the workshop.
Staff was divided into small groups and given the opportunity to discuss with the
Mayor and each Council Member/Commissioner the challenges, goals and activities
occurring in their respective departments. The group discussion continued until all
departments were afforded the opportunity to speak to all the elected officials.
Mr. Shaffer explained the next session of the workshop. He asked staff to break
into groups of four and to develop a wish list of items/projects they would like to see
happen in San Bernardino. Mr. Shaffer pointed out that these projects need to be of
high importance and realistic to each individual department. After the list is developed,
each group must vote for the top three projects that they feel are of the most
importance.
Each group presented the top three projects that received the most votes and
those were placed on a board as either a short or long term goal.
After the list from each group was developed, Mr. Shaffer asked if there were
any other items that absolutely had to be added to the list.
For the remainder of the workshop, Mr. Shaffer went around the room asking
staff for any added items and staff determined if the item was a short or long term goal.
Mr. Shaffer stated that the list of short/long term projects would be given to
Lori Sassoon to be used for direction and implementation in 2005.

No action was taken during the workshop.
2. Adjournment
The meeting adjourned at 1:00 p.m. The next joint regular meeting of the
Mayor and Common Council/Community Development Commission is
scheduled for 1:30 p.m., Monday, February 7, 2005, in the Council Chambers
of City Hall, 300 North "D" Street, San Bernardino, California.
