3 REQUIREMENTS, AND AMENDING SECTIONS 19.16.110 AND 19.16.390 TO
DELETE REFERENCES TO R-l DISTRICTS.

THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO
5 DO ORDAIN AS FOLLOWS:

SECTION 1. Chapter 19.56, Article I, of the San Bernardino
7 Municipal Code is amended to read:
8
"19.56.010 Parking space requirements.
9
A. Each building or structure shall conform to the
10 following provisions relating to parking space requirements.
11 Notwithstanding any provision in Section 19.04.460 to the
12 contrary, 'parking space' as used herein means space exclusive of
13 driveways, ramps, columns, loading areas, office or work areas,
14 for the parking of one automobile. Such space shall be
15 conveniently accessible and shall be of at least the following
16 minimum dimensions:

shall be adequately marked.
C. In computing required parking spaces, a fraction of a
required parking space shall be rounded up to the next whole
parking space.
D. Access shall be provided by means of a paved driveway,
which shall be not less than fifteen feet wide for a one-way
driveway, and not less than twenty-four feet wide for a two-way
driveway.
E. Copies of a plan of the required parking layout shall be
submitted to the Planning Department for review and approval by
the Development Review Committee as specified in Section
19.77.010. The plan shall be fully dimensioned showing the
required number of paved parking spaces and ingress and egress as
set forth herein, and shall include a detailed and dimensioned
layout for paved parking spaces, aisles, driveways, wheel or
bumper stops, walls, curb cuts, and other improvements. In
addition thereto, the plans and specifications shall show
finished grades and a drainage pattern for the discharge of
water.
F. Notwithstanding the provisions hereinbefore set forth,
upon approval of the Director of Public Works/City Engineer,
parking spaces within enclosed parking structures of the City may
have a stall width of eight feet zero inches or greater.
G. The provisions of this chapter shall apply to all
buildings and structures and are intended to specifically include
buildings moved to a new location, buildings which are
structurally altered, enlarged or reconstructed, and buildings
for which a cl1ange in use is pt"oposed.

19.56.020 All residential uses.
A. All parking spaces in residential districts shall be on
the same lot with the main building. Such parking spaces shall
be located to the rear of the required front setback line or
street side yard setback lines, except in mountain areas or on
hillside lots where garages or carports may be located in the
7 required front yard when approved by the Commission. Required
8 front yard and street side yards in single-family districts shall
9 not be used for required parking spaces, except that such yards
10 may be used for driveways. No garage entry may be less than
11 twenty feet from the street property line.

B. Parking spaces for multiple family residences shall
13 be designed so as to avoid vehicles backing out onto a publicly
]4 dedicated street.

C. All carports shall be enclosed on three sides provided
16 that when a single carport combines two or more adjacent spaces,
]7 only the rear of the carport and two ends need be enclosed unless
18 the Uniform Building Code requires otherwise. All interior walls
19 or carports shall be finished with exterior material. Adequate
20 bumper guards shall be provided to protect the interior walls of
21 carports from damage.

D. There shall be provided for each unit in multiple family
23 and planned residential development districts, within the garage,
24 carport, or other specifically designated area, a loft or other
25 usable storage area with a minimum of one hundred fifty cubic
26 feet in addition to standard utility storage.

E. Each required enclosed or covered parking space shall be
28 within two hundred feet of, and readily accessible to, the unit

it serves.
F. Parking facilities in multiple family and planned
residential development districts shall be screened by means of
landscaping or architectural devices from adjacent properties,
from living and recreational-leisure areas and from adjacent
streets.
G. Where a building site abuts upon an alley, all vehicular
access to garages and carports shall be from the alley only
unless the Director of Public Works/City Engineer and the
Planning Director direct otherwise during the administrative
review of plans process.
19.56.030 Required minimum number of parking spaces -
Residential.
The minimum number of parking spaces required for the
following enumerated uses is:
A. Single family (including manufactured housing
subdivisions) - two spaces shall be provided in a garage.
B. Condominium/townhouse planned residential development -
two spaces per unit, one of which is covered. In addition,
guest parking shall be provided at a ratio of one space for every
five units.
C. Mobile home park - two covered spaces (may be tandem)
per mobile home plus one guest parking space for every five
units.
D. Apartment - each dwelling unit shall be provided with
not less than the following number of parking spaces, at least
one of which shall be covered or enclosed: units with one or
less bedrooms, one and one-half spaces; units with two bedrooms,

two spaces; units with three or more bedrooms, two and one-half
spaces.
19.56.040 Commercial and office uses.
A. All parking requirements are determined on the gross
floor area (GFA) of the proposed use.
19.56.050 Required minimum number of parking spaces -
Commercial and office.
The minimum number of parking spaces required for the
following enumerated uses is:
A. Retail stores - one space for each two hundred fifty
square feet of GFA or fraction thereof.
B. Furniture/appliance stores - one space for each five
hundred square feet of sales floor display area, plus one space
for each two thousand five hundred square feet of
warehouse/storage area.
C. General/professional offices - parking shall be
determined on the following basis:
1. Less than two thousand square feet of GFA - one
space for each two hundred square feet.
2. Two thousand square feet to seven thousand five
hundred square feet of GFA - one space for each two hundred fifty
square feet.
3. Seven thousand five hundred one square feet to
forty thousand square feet - one space for each three hundred
square feet.
4. Forty thousand one square feet and greater - one
space for each three hundred fifty square feet.
D. Medical/dental office - ten spaces for office building

plus one space for everyone hundred seventy-five square feet of
GFA or fraction thereof.
E. Restaurants (with or without a lounge or entertainment)
- one space for each thirty-five square feet of seating area,
plus one space for each two hundred square feet of kitchen and
storage area. A minimum of ten parking spaces is required if the
calculations in this subsection yield a lesser number.
F. Restaurants - drive-through, drive-in, walkup - one
space for each sixty square feet of GFA.
G. Retail nursery/garden shops - one space for each five
hundred square feet of display area plus one space for each two
thousand five hundred square feet of outdoor display area.
H. Vehicular sales (auto, mobile home, boats, etc.) - one
space for each two thousand square feet of display area.
I. Hotel - one and one-tenth space for every unit within
the hotel; plus, where banquet facilities are proposed or
provided, one space for every fifty square feet of main assembly
room, plus as required for incidental uses such as restaurants,
retail shops, and other services.
J. Motel - one space for each rentable room plus as
required for incidental uses plus two spaces for the manager's
unit.
K. Business and professional trade schools - one space per
one and one-half students.
L. Art/dancing studio - one space for each employee plus
one space for every two students.
M. Vehicle repair and garages - five spaces plus one space
for each two hundred square feet of GFA.

N. Banks, savings and loans and other financial
institutions - one space for each two hundred square feet of GFA
or fraction thereof, plus, for each drive-up teller station,
there shall be a lane designed to accommodate at least six
waiting vehicles.
For purposes of this section, the terms 'student' and
'employee' refer to the maximum number of students and employees
who may be on the site at any given time.
19.56.060 Industrial uses.
A. All parking requirements are determined on the gross
floor area (GFA) of the proposed use.
19.56.070 Required minimum number of parking spaces -
Industrial.
The minimum number of parking spaces required for the f.ollowi g
enumerated uses is:
A. Manufacturing plants/speculative industrial buildings -
one space for each five hundred square feet of GFA.
B. Warehousing - one space for each one thousand square
feet of GFA.
C. Auto dismantling facilities, junk yards, and recycling
centers - one space for each three thousand square feet of gross
yard area.
D. Mini-warehouses - one space for every fifty cubicles,
plus two spaces for the manager's quarters.
19.56.080 Amusement, recreational facilities.
The minimum number of parking spaces required for the
following enumerated uses is:
A. Theme amusement, recreation type parks, skating rinks -

a parking study shall be submitted with the application for a
conditional use permit indicating parking needs for the proposed
use. Based in part on the parking study and on the
recommendations of staff, the Planning Commission shall determine
the required number of parking spaces.
B. Driving range - three spaces plus one space for each
tee.
C. Golf course - six spaces for each hole plus as required
for incidental uses.
D. Miniature golf course - three spaces for each hole plus
as required for incidental uses.
E. Bowling alley - three spaces for each bowling lane plus
as required for incidental uses.
F. Tennis/racquetball - three spaces for each court plus as
required for incidental uses.
19.56.090 Institutional, miscellaneous uses.
The minimum number of parking spaces required for the
following enumerated uses is:
A. Hospitals - one space for each patient bed plus one-
half of a space for each patient bed for employee and medical
personnel parking. In the alternative, a parking study may be
submitted with the application for conditional use permit
indicating parking needs for the proposed facility, in which
event the Planning Commission may determine the required parking
spaces based in part on such survey and on recommendations of
staff.
B. Sanitariums and nursing homes - one space for each six
beds, plus one space for each employee on the largest work shift,

plus one space for each staff doctor.
C. Nursery schools, pre-schools, day care centers - one
space for each staff member plus one space for each six students.
For purposes of this subsection, the terms 'staff member' and
'student' refer to the maximum number of each who may be on the
site at any given time.
D. Public/private elementary, junior high schools - two
spaces for each classroom.
E. Public/private high school - seven spaces for each
classroom.
F. Junior colleges, colleges, universities - ten spaces for
each classroom.
G. Residential clubs, fraternity or sorority houses,
rooming houses, and similar structures having guest rooms - one
space for each two guest rooms.
H. Churches, mortuaries, theaters, auditoriums, fraternal
organizations and other assembly areas - one space for each four
fixed seats in the main assembly area or one space for each
thirty-five square feet of main assembly area if there are no
fixed seats.
I. Public buildings/facilities (to include library, museum,
and art gallery) - one space for each three hundred square feet
of gross floor area.
J. Retirement homes - one space for everyone and one-half
units.
19.56.100 Stall width standard.
Notwithstanding any other provisions of this chapter to the
contrary, the stall width standard for parking spaces in multi-

1 level parking garages or in enclosed parking garages may be
2 reduced to not less than eight feet upon approval of the Director
3 of Public Works/City Engineer. In addition, a five percent
4 reduction in the standards for curb length per car, stall depth,
5 and aisle width as set forth in the table Standards for Parking
6 Access (Section 19.56.010) shall be permitted.
7 19.56.110 Compact parking space provisions for commercial
8 and industrial uses.
9 A maximum of thirty percent of the required number of
10 parking spaces for commercial or industrial uses may be
11 designated for compact car use. Compact spaces shall have a
12 minimum width of eight feet and a minimum length of seventeen
13 feet. Each compact stall shall be marked for compact car use
14 only. Compact car parking spaces shall be clustered and
15 equitably distributed throughout the parking lot as approved
16 through the development review process in Section 19.77.010.
17 A compact car shall be defined for purposes of this
18 chapter as any vehicle with an overall length of sixteen feet or
]9 less and an overall width of six feet or less.

19.56.120 Parking lot development standards.
2] The following shall apply to the construction of new
22 developments and alterations, additions, or improvements to
23 existing developments in all zones other than single-family
24 residential.
25 A. Landscaping.
26 1. All required setbacks along a public right-of-way
27 shall be landscaped except for walks and driveways which bisect
28 or encroach upon the required setback area.

Z. All required landscaping shall be separated from
paved vehicular areas by a concrete header or other approved
method and shall be provided with automatic sprinkler facilities
which shall be maintained in an operative condition.
3. One tree (fifteen gallons minimum size) shall be
installed for every two hundred square feet of landscaped area.
4. Every site on which landscaping is required shall
be landscaped according to plans submitted to and approved by the
Planning Department and shall be maintained thereafter in a
sightly and well-kept condition. A landscape plan shall include
plant specifications.
5. Wherever ten or more open parking spaces are
provided, interior planting shall be required and maintained
equal to at least five percent of the total paved parking area,
excluding the area of landscaping strip required by paragraph
1 and shall include at least one tree for every ten spaces or
fraction thereof. Measurements shall be computed from the inside
of perimeter walls or setback lines.
B. Wheel stops or bumper guards.
All off-street parking spaces shall have wheel stops or
bumper guards not less than six inches in height, erected at
least three feet from any building, wall, fence, property line,
or walkway.
C. All stalls shall be striped.
19.56.130 Parking requirements for unenumerated uses.
Parking requirements for uses not enumerated in this chapter
shall be subject to Planning Commission review and approval in
accordance with the guidelines provided in this chapter.

19.56.140 Parking districts.
2 Notwithstanding any other provision of this chapter to the
3 contrary, the Central City Parking Place Commission of the City
4 shall be empowered to recommend off-street parking standards and
5 requirements within the parking district to the Mayor and Common
6 Council."

SECTION 2. Section 19.16.110 of the San Bernardino
8 Municipal Code is amended to read:

"19.16.110 Off-Street parking.
10
The provisions of Chapter 19.56 pertaining to residential
11 districts shall govern off-street parking. Spaces provided shall
12 be a minimum of nine feet by nineteen feet for each car. In the
13 event tandem parking is provided, the overall space shall measure
14 a minimum of nine feet by thirty-eight feet. Guest spaces shall
15 be provided with easy accessibility to mobile home parks."

SECTION 3. Section 19.16.390 of the San Bernardino
17 Municipal Code is amended to read:

"19.16.390 Off-street parking.
19 The provisions of Chapter 19.56 pertaining to residential
20 zones shall apply."
