2 ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING SECTION
5.76.200 OF THE SAN BERNARDINO MUNICIPAL CODE TO PROVIDE FOR AN
3 INCREASE IN RATES FOR TAXICAB SERVICE, AND DECLARING THE URGENCY
THEREOF.

SECTION 1. Section 5.76.200 of the San Bernardino Municipal
Code is amended to read:
"5.76.200 Rates - Minimum and maximum for taxicab service.
A. The rates or fares to be charged the public for taxicab
service shall be in accordance with and as prescribed by the
carrier's permit, the Bureau and the Mayor and Common Council,
and shall be not less than the minimum nor more than the maximum

rates which are fixed in this section; provided, however, that
14
dial-a-ride taxicab rates are excepted from the provisions of
15
this section.

D. The maximum fare or rate for a service charge involving
the transportation and handling of packages or luggage, and other
articles shall be twenty-five cents; provided, that such rate or

1 fare is authorized by the Bureau; and provided further, that an
2 approved notice shall be posted in each taxicab at a conspicuous
3 location to the effect that no charge shall be made for the
4 transportation of packages, luggage and other articles, except
5 when the same are handled by the taxicab driver who may make the
6 charge only in conformity with the notice."
7 SECTION 2. In addition to the basic rates set forth in
8 Section 5.76.200 of the San Bernardino Municipal Code, a
9 surcharge of $1.00 per trip plus a total additional charge not to
10 exceed twenty-five cents per each extra passenger shall be
11 imposed. The surcharge and the extra passenger fees shall be
12 collectable for a period of ninety days beginning on the
13 effective date of this ordinance. No surcharge or extra
14 passenger fee shall be collectable after the expiration of ninety
15 days.
16 SECTION 3. This ordinance is an urgency measure which shall
17 take effect and become operative upon its adoption and approval.
18 The facts constituting such urgency are as follows:
19 The insurance liability rates for the taxicabs serving the
20 residents and persons in this community and surrounding areas
21 have increased dramatically, e.g., $4,000.00 annually per
22 taxicab; many taxicabs are not operating, taxicab drivers are
23 unattainable due to insurance and operating costs and the local
24 taxicab service, particularly to the elderly, handicapped and
25 persons of low income or without means of transportation, is
26 threatened unless immediate finances are provided.
