ORDINANCE NO. MC-518
2 ORDINANCE OF THE CITY OF SAN BERNARDINO MAKING THE PLANNING
COMMISSION'S DECISIONS TO ISSUE BUILDING MOVING PERMITS SUBJECT
3 TO THE APPROVAL OF THE MAYOR AND COMMON COUNCIL FOR A PERIOD OF
ONE HUNDRED TWENTY DAYS; AND DECLARING THE URGENCY THEREOF.

THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO
5 ORDAIN AS FOLLOWS:
6 SECTION 1. Each decision of the Planning Commission,
7 pursuant to San Bernardino Municipal Code Section 19.58.130, shall
8 be forwarded to the Mayor and Common Council and shall be subject
9 to the approval of the Mayor and Common Council.
10 SECTION 2. Urgency. This ordinance is an urgency measure,
11 which shall take effect and become operative upon its adoption and
12 approval for a period of one hundred twenty days. The facts
13 constituting such urgency are that the Mayor and Common Council
14 are studying and conducting hearings concerning adoption of an
15 ordinance which would require a conditional use permit to regulate
16 the moving of houses in the City and the imposition of appropriate
17 zoning and safety regulations. To protect the neighborhoods from
18 haphazard development and to avoid a moratorium on house moving,
19 it is necessary in the interest of safety, welfare and appropriate
20 planning to give power to the Mayor and Common Council to review
21 all house moving permits until appropriate legislation can be
22 enacted.
