THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO
DO ORDAIN AS FOLLOWS:
SECTION 1. Ordinance No. MC-787 is hereby amended to read
as follows:
"1.
Findings. This ordinance is adopted by the Mayor and
Common Council because it is in the best interest of the City to
place a hold on new development in the Mt. Vernon Avenue theme
area until after theme standards, a specific plan and
implementation program are adopted for this area.
A. The City has entered into a contract with the
Arroyo Group of the City of Pasadena, California, for the purpose
of preparing a specific plan and implementation program for the
Mt. Vernon Avenue theme area.
B. The Mayor and Common Council find that to allow
the development of property in the Mt. Vernon Avenue area prior
to the adoption of a specific plan and implementation program
will undermine redevelopment goals and prevent a unified
redevelopment to this area.
C. The Mayor and Common Council further find that to
allow the development of property in the Mt. Vernon Avenue theme
area contrary to a specific plan and implementation program will
constitute an immediate threat to the public health, safety and
welfare.
