R. 3389, THE BILLBOARD CONTROL ACT OF 1989. WHEREAS, H. R. 3389, the Billboard Act of 1989 was introduced by Congressman John Lewis of Georgia on October 2, 1989; and WHEREAS, H. R. 3389, returns to states and local governments the right to regulate existing billboards under their own land use laws; and WHEREAS, H. R. 3389, places a moratorium on new billboard construction along interstates and federal primary aide highways; and WHEREAS, H. R. 3389, shall find a State to be in non- compliance if vegetation, located on any land on which the State owns a right-of-way, is allowed to be cut, altered, or removed for the purpose of improving the visibility of any outdoor advertising sign, display or device; and NOW, THEREFORE, BE IT RESOLVED THAT the Mayor and Common Council of the City of San Bernardino does hereby support H. R. 3389; FURTHER, BE IT RESOLVED that the city Council of the city of San Bernardino is working with the members of the Corridor Beautification Committee to improve the I-10 Corridor.
