ESTABLISHING A BASIC COMPENSATION PLAN FOR OFFICERS AND/OR EMPLOYEES OF THE CITY OF SAN BERNARDINO . ", TO REVISE THE PROCEDURE FOR SPECIAL MERIT ADVANCEMENT. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. Resolution No. 6413, Section 5, relating to the procedure for special merit advancement is hereby amended to read as follows: "SECTION 5. All officers and employees of the City of San Bernardino except Safety members shall be compensated in accordance with Section Three of this resolution, as follows: (a) Step "1" shall be the minimum and normal hiring step. The Mayor and Common Council may, upon the recommendation of the City Administrator or elected officer, in the case of an employee specified in Charter Section 242, start a new employee at a higher salary step in a situation where unusual difficulty has been encountered in recruiting a sufficient number of qualified applicants or in the event the experience and qualifications of the person being considered for employment would, upon commencing work, be as proficient as those already employed within the subject class at the salary step being recommended. (b) An officer or employee who has been compensated continuously for six months at step "1" in a class with satisfactory performance shall be advanced to step "2" upon the positive recommendation of his/her department head. (c) An officer or employee who has been compensated continuously in the class for one year in step "2" shall be JFP/dys/6413.res March 2, 1990 1 1 advanced to step "3", upon the positive recommendation of his/her 2 department head. 3 (d) An officer or employee who has been compensated 4 continuously in the class for one year in step "3" shall be 5 advanced to step "4", upon the positive recommendation of his/her 6 department head. 7 (e) An officer or employee who has been compensated 8 continuously in the class for one year in step "4" shall be 9 advanced to step "5", upon the positive recommendation of his/her 10 department head. 11 12 demonstrate exceptional ability and proficiency in performance of (f) In such cases as may occur wherein an employee shall 13 his/her assigned duties, and is not yet on step "5" of the 14 salary range, said employee may be given a special merit 15 advancement without regard to the minimum length of service 16 provisions contained in this resolution, upon the recommendation 17 of the employee's department head and the City Administrator, or, 19 18 in the case of an employee specified in Charter Section 242, by the employee's elected department head. Said recommendation 21 20 shall be presented for the approval of the Mayor and Common Council. Such employee shall be eligible for advancement to the 22 next salary step one year following his/her compensation step 23 advancement to the step held prior to the special merit increase. 24 (g) When recommended by the department head, the 25 compensation step advancements as provided for in subparagraphs 26 b, c, d, e and f above, shall become effective upon the date of 27 28 completion of the required service time. To determine when an JFP/dys/6413.res March 2, 1990 2 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 1 employee shall receive a compensation step advancement, the 2 following procedure shall be followed: 3 (1) The Finance Department shall submit to each 4 department head on a monthly basis a list containing the 5 names of each of that department's employees eligible to 6 receive a step advancement during the following month. 7 (2) The department head shall indicate his/her 8 recommendation opposite each name and return the listing to 9 the Finance Department prior to the first of the month in which the step advancement becomes due. (3) For those employees not specified in Charter Section 242 for whom a step increase was not recommended, the department head will review the employee's performance at intervals not to exceed sixty (60) calendar days to determine if the performance has improved enough to warrant the step advancement. If the department head upon review, determines that a positive recommendation is subsequently in order, he/she shall complete another Employee Evaluation Report to indicate the improvement and submit it to the Personnel Director with a recommendation in memorandum form that the employee received the step advancement. (4) The Personnel Director shall review the evaluation of employees not specified in Charter Section 242 and shall process the memorandum requesting the step advancement through the Finance Department immediately upon receipt of the positive recommendation from the department head. Elected officials shall present the JFP/dys/64l3.res March 2, 1990 3 , 1 memorandum requesting the step advancement for employees 2 specified in the Charter Section 242 to the Finance 3 4 Director. The effective date of the step increase, as approved by the Mayor and Common Council, shall establish a 5 new compensation advancement date for the next step 6 advancement that may come due. 7 (h) If any employee not specified in Charter Section 242 8 believes he/she was improperly denied a step advancement when 9 originally due, he/she may have a review made of the negative 10 recommendation of a department head by following the appropriate 11 grievance procedure. The time limit for filing an appeal shall 12 be within ten (10) working days from the date of the officer's or 13 employee's negative notification via the Employee Evaluation 14 Report. 15 (i) When an employee returns to work after an approved 16 leave of absence, without pay and has over two (2) months of 17 uncompensated service within the prior twelve (12) month period, 18 his/her anniversary date and compensation advancement date for 19 the purpose of establishing compensation as provided for in this 20 section shall be extended by the length of time for which the 21 leave of absence was granted." 22 I HEREBY CERTIFY that the foregoing resolution was duly 24 23 adopted by the Mayor and Common Council of the City of San Bernardino at a meeting thereof, held on the 5th regular 25 / / / / 26 / / / / 27 / / / / 28 JFP/dys/64l3.res March 2, 1990 4 . 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION.. .AMENDING RESOLUTION NO. 6413 ENTITLED IN PART "A RESOLUTION. .
