1 RESOLUTION NO. 91-140
2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO SUPPORTING THE PASSAGE OF ASSEMBLY BILL
3 1397 - THE ANIMAL CONTROL TAX.

WHEREAS, the City of San Bernardino, like many other
5 communities, continues to grow, both in area and in popu-
6 lation; and
7 WHEREAS, pet problems and pet populations have grown
8 to levels that governmental agencies' efforts may soon prove
9 ineffective; and
10 WHEREAS, the population of unwanted dogs and cats is a
11 growing problem of state concern and a threat to the health,
12 safety, and welfare of the citizens of this state; and
13
WHEREAS, unrestrained and unwanted dogs and cats
14 roaming our streets pose a hazard, at an increasing rate, to
15 the physical well-being of the pUblic, cause serious injury
16 to persons and animals, create a hazard to vehicular traffic
17 on all roads and freeways, and increase the cost of
18
removing, sheltering, and making disposition of
these
19 animals; and
20
WHEREAS, additional funds are needed to increase
21 enforcement activities, humane investigations, and improve
22 the quality of life for impounded animals; provide necessary
23 rescue, shelter, care, and humane disposition of unwanted
24 animals; and, to promote and support the sterilization of
25 dogs and cats in order to alleviate the dog and cat over-
26 population problem; and
27
WHEREAS, a bill has been introduced in the State
28 Legislature that would establish a tax on all dog and cat

products sold, which revenues will go directly

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
COUNCIL OF THE CITY OF SAN BERNARDINO that the City of San
Bernardino does hereby support the passage of Assembly Bill
1397 - The Animal Control Tax.

I HEREBY CERTIFY that the foregoing resolution was
duly adopted by the Mayor and Common Council of the City of
San Bernardino at a regular meeting thereof, held on
