(ANNEXATION NO. 350) 5 WHEREAS, the Mayor and Common Council as the governing body of the 6 City of San Bernardino desire to initiate proceedings pursuant to the 7 Cortese-Knox Local Government Reorganization Act of 1985, Division 3, 8 commencing with Section 56000 of the California Government Code, tor the 9 annexation of the area generally located South of Rialto Avenue, West of 10 Tippecanoe Avenue; and 11 WHEREAS, the territory proposed to be annexed is inhabited, and a 12 description of the boundaries of the territory is set forth in Exhi bi t "C" 13 attached hereto and incorporated by reference as fully as though set forth 14 in length herein; and 15 WHEREAS, this proposal is consistent with the sphere of influence 16 of the City of San Bernardino; and 17 WHEREAS, the the proposal is being initiated by the City of San 18 Bernardino to facilitate the orderly growth and development of the existing 19 City area and the area to be annexed. 20 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 21 22 23 24 25 26 27 28 SECTION 1. PLAN FOR SERVICES (Reorganizations and Annexations) Section 56653 of the Government Code requires the submission of a Plan for Services with every proposal initiated by a resolution of a legislative body. The Commission has adopted standards for the prepara- tion of these documents. Please attached to this application a narrative description of the Plan for Services which includes, at least, the following information: 1. An enumeration and description of the services to be extended to the affected territory. 2. A description of the level and range of those services, 3. An indication of when those services can feaSibly be extended to the stUdy area. 4. An indication of any improvement, or upgrading of infrastructure or other conditions the local agency would impose or require within the affected territory (for example, the payment of fees, the upgrading of structures, roads, water and sewer facilities, etc.), -~ 5. An indication of how the agency's services will be financed if the change is approved. 6. An indication of whether the affected area fs or will be proposed for inclusion within an existing or proposed improvement zone. redevelopment area. assessment district or community facilities district. The submitted Plan for Services must demonstrate that the range and level of service currently avail- able will, at least, be maintained following completion of the change. "D" Street San Bernardino, CA 92418 Date: March 26, 1991 File No. : 12.01-330 Exhibit "B" NARRATIVE FOR PROVIDING SERVICES FOR A PROPOSED Res. 91-124 ANNEXATION TO THE CITY OF SAN BERNARDINO, FOR THE AREA GENERALLY LOCATED EAST OF WATERMAN AVENUE, BETWEEN 3RD STREET AND 6TH STREET The mayor and Members of the Common Council of the City of San Bernardino agree and desire to annex the above described territory to the City of San Bernardino, for the following reasons: 1. The territory proposed to be annexed is contiguous to the corporate limits of said City on two sides. 2. The incorporation of this territory will help contribute to and facilitate the orderly growth and development of the existing City area and the territory proposed to be annexed. This proposed annexation is within the sphere of Influence for the City of San Bernardino. 3. This annexation will also help to provide a uniform and orderly manner of growth, planning and zoning of lands, and the subdivision of lands therein in such a manner most conductive to the welfare of said City and the area proposed for annexation. 4. The City of San Bernardino has planned for providing all typical City services to the area under consideration for annexation. The following is an enumeration and description of services which will be extended to the affected territory, which describes the level and range of such services that will be provided, as well as the feasibility of extending such services and any improvements that will be required by the City, along with a description of when the service will commence and the financing of such improvements and services and any conditions imposed by the City. a) Planning, Zoning, Code Enforcement and Building Inspection The City shall provide these services in conformance with appropriate Government Codes and City Ordinances as well as following the City's General Plan for zoning and subject to the provisions of Land Use Ordinance No. 1991. This function is supported by City taxes and appropriate zoning, building and permit fees. b) Parks and Recreation The area proposed for annexation will have no impact on park or recreational facilities or programs, and no additional services will be required as a result of the annexation. The cost to the taxpayer within the proposed annexation will be collected through the City taxes and by required fees charges to those individuals who wish to participate in City-sponsored recreational activities where charges and fees are applicable. c) Library Service It is important to note that the resources of the entire library system are readily made available to the proposed annexation, including the Central Library located at 6th and "E" Streets. The cost for these services are paid through City taxes and become available immediately upon annexation. -2- d) Public safety, Police The San Bernardino Police Department is authorized a complement of 244 sworn officers and approximately 128 civilians not counting 72 school crossings guards. The Division counting Patrol Division maintains 6 beat presently averages 24 Police units supervisory and traffic personnel. areas of the City. The on patrol 24 hours a day, The Detective Division has 30 sworn officers and works from 8:00 a.m. to 5:00 p.m. daily, Monday through Friday. The Services Division maintains all records and identification and provides support services to the other two Divisions on a 24 hour a day basis. The cost for these services are paid through City taxes, and become available immediately upon annexation. e) Public Safety, Fire, Paramedic and Rescue Fire protection services will be provided upon annexation and the affected residents will be provided with a Class 3 rated Fire department with eleven (11) different fire stations to respond. A typical structural fire on the first alarm deploys two (2) engine companies, one (1) ladder truck company, a paramedic squad and one (1) Battalion Chief. In addition to fire protection, the City also has a minimum of four (4) paramedic units on duty 24 hours a day. Each unit has two (2) paramedics each, giving a total of eight (8) paramedics on duty at all times. The closest fire station to the proposed annexation area is Fire Station No.1, located at 200 E. Third Street. The cost for these services are paid through the City taxes and become available immediately. f) Public Safety, Ambulance Service The City of San Bernardino, under Ordinance No. 1987, franchise to Courtesy Ambulance Company as the only medical transportation carrier within the City limits. The rates are established by the above ordinance and fees are paid by the user. g) Water and Sewer services That portion of the annexation north of 6th Street is currently served by City of San Bernardino Municipal Water Department, and they will continue to serve this area The treatment, disposal and reclamation of wastewater is processed by the City of San Bernardino's Treatment Plant. Sewer services would be available upon annexation. The methods and availability of installing of sewer mains would vary, as would the financing for such projects ( paid for by developers in the area, assessment districts, etc.) The District, annexation. area south and they of 6th Street is served by would continue to serve East that Valley area Water after h) Public Utilities Electricity, Gas and Telephone services These services are currently provided to the project area. The City will allow service to continue upon annexation under present franchise agreements between the various utility companies. The rate structure and cost to the property owners are controlled by the Public Utilities Commission and any expansion of future service will be created by the request of developers and/or property owners. -3- i) Solid Waste, Collection and Disposal - When the area is annexed, the City will provide service at that time.
