RESOLUTION NO. 91-119
RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING
THE DIRECTOR OF PARKS, RECREATION AND COMMUNITY SERVICES
DEPARTMENT TO EXECUTE AN AGREEMENT WITH SENIOR PROGRAMS
CORPORATION TO PROVIDE SENIOR AIDES TO CITY WORK SITES.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The
Director of Parks, Recreation and
Community services is
hereby authorized and directed to
execute on behalf of said
City an agreement with the Senior
9 Programs Corporation relating to the placement of senior
10 aides at City work sites.
A copy of said agreement is
11 attached hereto, marked Exhibit "A" and incorporated herein
12 by reference as fully as though set forth at length.

I HEREBY CERTIFY that the foregoing resolution was

105 SENIOR AIDES PROJECT/OOST AGElCY AGREEMENT
To canp1y with the requirements of the National Council of Senior
Citizens Senior AIDES Progran, operated under Title V of the Older
Americans Act, this Agreement is voluntarily entered into by
City of San Bernardino
hereinafter referred to as the Host Agency, and
Senior Programs Corp. #29,686 E.Mi11 St.,Rm.1006,San Bdno,CA 92415-0649
a subcontractor of the National Council of Senior Citizens Senior AIDES
progran, hereinafter referred to as the Sponsor Ageocy.

The Host Agency agrees to provide a safe and healthful w:>rk si te for
each Senior Aide, to provide adequate orientation and training necessary
to perfoIl1\ assigned job duties in accordance with a written job
description, to provide additional training as opportunities occur, and,
to the extent possible, to treat each Senior Aide as a regular member of
the Host Ageocy staff.
'l11e Host Agency agrees to consider each Senior Aide for regular
emp10~ent, either full-time or part-time, when vacancies occur in the
Host Agency staff or when new positions are created.
The Host Ageocy understands that the maximum length of time that a
Senior Aide may remain in the sane job assigrment shall not exceed 24
months, except under limited circunstances which will be detennined by
the leSC Senior AIDES Program. Moreover, the Host Agency understands
that the Sponsor Ageocy reserves the right, following reasonable notice,
to reassign any Senior Aide at any time that reassigrment will increase
the Senior Aide's opportunities for training or unsubsidized emp10~ent,
or will otherwise serve the best interests of the Senior Aide, or will
better support the goals and objectives of the Senior AIDES Progran.
The Host Agency agrees that no other national Title V project sponsor
will be provided a work site while this Agreement is in effect.
'l11e Host Agency agrees to abide by the hours and w:>rk schedules mutually
agreed to for each Senior Aide and to provide properly prepared time
sheets, periodic perfoIl1\ance e\1a1uations, and other required docunents.
In addition, the Host Ageocy agrees and understands that each Senior
Aide will be required to attend periodic Senior AIDES Project meetings
during regular working hours.

10S SENIOR AIDES PROJECr/OOST AGElCY AGREEMENT
The Ibst 1lgency agrees that the job to \<bich the Senior Aide is assigned
is an increase in emplo}'ll\ent opportunities; will not result in the
displacement of currently anploj'ed II<<lrkers or in a reduction in non-
overtime hours of work, wages, or benefits; will not impair any existing
contract for service or result in the substitution of the wages of the
Senior Aide for other funds in connection with work which otherwise
would be performed; will not be a substitution for any existing
federally assisted job; arrl will not be in a position which is the same
as or substantially the same as that occupied by any other person \<bo is
on lay-off. Further, the Host Agency agrees that it will not
discriminate against a Senior Aide on the grounds of race, color,
religion, sex, national origin, or handicap.
'IDe Host 1lgency agrees to provide docunentation of in-kind
contributions, if specified in an accampanying letter of agreement.
Further, it is understood by the Host 1lgency and the Sponsor 1lgency that
any contribution, whether cash or in-kirrl, by the Host Agency is purely
voluntary and is not a condition for the assigrrnent of any Senior Aide.
The Host Agency certifies by this Agreanent that it is a governnental
agency or is a non-profit agency lotIich is currently certified as a
Section SOl (c) (3) organization under the Internal Revenue Code.
EUrther, if the Ibst 1lgency is certified as a Section SOl (c) (3) agency,
a copy of that certification is attached or is on file with the Sponsor
Agency and is still in effect. 'IDe Host 1lgency agrees to infoIl1l the
Sponsor Agency imnediately if the Section 50l(c) (3) certification is
changed .
'IDe Sponsor 1lgency agrees to recruit, enroll, and assign a Senior Aide
or Senior Aides to the Host Agency for the purpose of engaging in
productive community service anplo}'ll\ent with duties and tasks as
specified in a written job description.
'IDe Sponsor 1lgency agrees to be responsible for all administrative and
fiscal controls of the Senior AIDES Project and for payirg wages and
providing fringe benefits to each Senior Aide.
