4 RESOLUTION OF THE CITY OF SAN BERNARDINO ADOPTING THE
PRE-ELECTION GUIDELINES AS ESTABLISHED BY SAN BERNARDINO
5 COMMUNITY CABLE TELEVISION COMMISSION FOR USE BY THE
TELECOMMUNICATIONS DIVISION OF THE CITY OF SAN BERNARDINO.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
7 CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1.
In order to provide equitable access for
9 all local candidates prior to municipal elections, the
10 following guidelines shall apply. Each "official" candidate
11 for public office in any San Bernardino municipal election
12 will be advised that there will be time available for them
13 to participate in City produced pre-election programs.
14 Candidates will be considered "official" after the final
15 filing date and determination of eligibility. Access to
16 official candidates shall be limited to the opportunity to
17 participate in City produced pre-election programming. No
18 other playback access provisions shall be allowed. Forums
19 and debates may be sponsored by bona fide non-profit groups,
20 such as the League of Women Voters or Chamber of Commerce.
21 Other outside groups may be designated as sponsors/co-
22 producers for pre-election programming as recommended by the
23 Community Cable Television Commission. Candidate profiles
24 may last to a maximum of fifteen minutes per candidate.
25 Attendance at videotaping sessions will be limited to the
26 candidate and his/her on camera guest(s}. Each candidate
27 may determine the content of their program segment and may
28 have a maximum of two guests per taping session. Each

candidate must appear in person, by appointment, according
to schedules which shall be completed after the filing
period closes, and which shall be mailed at least ten days
in advance of each taping date. Candidate profiles will be
blocked together for playback the same evening or the
following day. The order of segments will be determined by
draw, with any successive playback based on an arithmetic
rotation. Disclaimers will be included at the beginning and
ending of each City produced pre-election program, and
candidates will be required to sign release forms
indemnifying the City of San Bernardino. No other use of
any of the programs will be allowed without written
authorization of the City Administrator. Telecommunications
staff will develop sets as deemed appropriate by the City
Administrator. The Telecommunications Division will not
provide make-up or make-up artist{s}. Telecommunications
Division generated graphics will be limited to the name and
title of each participating individual. Any other graphics
must be submitted on 11" x 14" horizontal poster board.
Production and playback of "regular" government access
programs (e.g., Sacramento Update, 35/36: Our Conqressional
Report) will be discontinued for a period of at least thirty
days prior to each election for incumbent positions.
I HEREBY CERTIFY that the foregoing resolution was duly
adopted by the Mayor and Common Council of the City of San
Bernardino at a reqular meeting thereof, held on the 21st
