HomeMy WebLinkAbout1992-464 1 2 3 4 5 6 7 8 9 RESOLUTION NO. 92-464 RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE EXECUTION OF A CONTRACT WITH LUCY JOHNSON-SIMS FOR SERVICES AS THE FAMILIES FOR LITERACY COORDINATOR. WHEREAS, the San Bernardino Public Library has been awarded a grant of $25,000 by the California State Library for the Families for Literacy program; and, WHEREAS, the grant requires that the Library have a coordinator to administer the program; BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The Mayor is hereby authorized and directed to 10 execute on behalf of said City a contract for services to the 11 Library as the Families for Literacy Coordinator, with Lucy 12 Johnson-Sims, a copy of which is attached hereto and incorporated 13 herein, marked Exhibit "A." 14 SECTION 2. DCR: [Sims.Res] /-, ) -L/&"V'N.lL City lerk e f<,,-,~l<, day 2 --, - Res 92-461+ SAN BERNARDINO CITY LIBRARY LITERACY MEMORANDUM OF AGREEMENT with FAMILIES FOR LITERACY COORDINATOR Lucy Johnson-Sims, beginning December 7, 1992 thru June 30, 1993, and residing at 12878 Crossmont Place, Moreno Valley, California will perform the duties of the Coordinator under the Families for Literacy Grant. Under the supervision of the Library Literacy Administrator, S'Ann Freeman, Ed. D., she will perform duties of the Coordinator. The terms of the Families for Literacy Grant - $10.50 per hour x 30 hours per week for a total of 30 weeks in the amount of $9,450.00. The Families for Literacy Coordinator will be evaluated as to progress; if the grant is renewed for another period, her position is renewable at that time. At the conclusion of this grant, she will be transferred to another grant if available. This employment contract may be cancelled with 30 day's notice by either party. KNOWLEDGE AND ABILITIES: (Some knowledge of) Office methods and procedures Reading difficulties and levels Public Relations Job Includes: Learn and apply literacy training methods set forth by the San Bernardino City Literacy program Coordinating all family literacy events with the Literacy Administrator Establishing and maintaining effective relations with the public, literacy and library staff, tutors, and parents Assist adults in the use of literacy and library materials Communicating clearly and concisely, orally and in writing Maintain accurate records and prepare clear, concise reports Plans and develops materials, events, and curriculum for children, parents, and tutors Weekly written reports to the Literacy Administrator REPORTS TO: Library Literacy Administrator RESPONSIBILITIES: (Ongoing basis) 1) Work closely with branch librarian in developing and expanding community coalitions in events, story time, and family programs 2) Be directly responsible for recruiting, selecting, and training volunteer tutors under the direction of the Literacy Administrator 3) Recruit, interview, and assess adult learners working with tutor trainer 4) Match learners with tutors along with tutor trainer 5) Keep records of the progress of students and tutors 6) Report recruitment and fund raising statistics to the Literacy Admin- istrator on a monthly basis 7) Meet with coalitions monthly to discuss the progress of the project and ideas for future financial support (The San Bernardino Advisory Council Task Force) ~1J ).. ~ RESPONSIBILITIES (con't.): 8) Prepare and present media release in accordance with Literacy Adminis- trator's format 9) Make Public Service announcements for radio and television 10) Presentations at school programs whenever necessary 11) Presentations of literacy programs to parents and staff 12) Presentations in literacy workshops 13) Group parenting and literacy classes conducted in the library and other public places 14) Acts as liaison to HEADSTART/PRESCHOOL SERVICES 15) Provides examples of teaching materials and ways to work with children in the home and how to help them appreciate reading for pleasure 16) Planning of events; presentations of the Literacy Program to the social organizations, and the media; performance or organizational duties SERVICE CONDITIONS: This is a part-time contract position with possible evening and Saturday hours.
