SECTION III. FINDINGS
BE IT FURTHER RESOLVED by the Mayor and Common Council of the
City of San Bernardino that:
(A) The Specific Plan is consistent with the General Plan in
that the stated Goals and Objectives of both the General Plan and
the Specific Plan provide for a diversity of regional and community
serving uses, retain existing employment positions, achieve
additional employment opportunities, eliminate the development of
land uses within the park which may adversely impact the character
of the City and the quality of life, provide for an interrelated
pattern of compatible land uses, provide for the continued use,
enhancement and new development of related commercial uses within
the Business Park to serve the needs of the community, and with
General Plan Policy 1. 7.20 which requires formulation of this
Specific Plan;
(B) The Specific Plan project area is physically suitable for
the requested land use designations and the anticipated development
in that the land uses and development were analyzed in the General
Plan, the General Plan Environmental Impact Report, and the
Environmental Negative Declaration for the Specific Plan, all which
have determined the land uses and development desirable and
appropriate for the area, all public services and infrastructure
are available to the project area and any development permissible
under the Specific Plan would not impact on these facilities;
(C) The proposed plan will ensure development of desirable
character which will be compatible with existing and proposed
development in the surrounding neighborhood in that the design

1 standards will ensure quality development and enhancement of
2 commercial and light industrial uses within the Business Park to
3 serve the needs of the community; and
4 (D) The proposed plan will contribute to a balance of land
5 uses so that local residents may work and shop in the community in
6 which they live in that the current condition of the University
7 Business Park includes many vacant parcels. When developed, the
8 park will attract an upscale commercial and light industrial
9 clientele to provide places for local residents to work and shop in
10 the community in which they live.
