RESOLUTION OF THE CITY OF SAN BERNARDINO ADOPTING GENERAL PLAN
AMENDMENT NO. 92-09 TO THE GENERAL PLAN OF THE CITY OF SAN
BERNARDINO.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION 1.
Recitals
5 (a) The General Plan for the City of San Bernardino was
6 adopted by the Mayor and Common Council by Resolution No. 89-159 on
7 June 2, 1989.
8 (b) General Plan Amendment No. 92-09 to the General Plan of

the Planning
commission's recommendation of
approval has been
considered by the Mayor and Common Council.
(c)
An Initial Study for the accompanying Specific Plan was
14 reviewed by the Environmental Review Committee who recommended
15 preparation of a Negative Declaration to the Planning commission
16 who determined that General Plan Amendment No. 92-09 is adequately
17 analyzed in the Initial Study and recommended adoption of the
18

Negative Declaration.
(d)
The Negative Declaration received a 30 day public review
20 period from September 30, 1992 through October 30, 1992 and all
21 comments relative thereto have been reviewed by the Planning
22 commission and the Mayor and Common Council in compliance with the

California Environmental Quality Act (CEQA) and local regulations.

The Mayor and Common Council held a noticed public
hearing and fully reviewed and considered proposed General Plan
Amendment No.
92-09 and the Planning Division Staff Report on
December 7, 1992.

1 (f) The adoption of General Plan Amendment No. 92-09 is
2 deemed in the interest of the orderly development of the City and
3 is consistent with the goals, objectives and policies of the
4 existing General Plan.
5 SECTION 2. Neqative Declaration
6 NOW, THEREFORE BE IT RESOLVED, FOUND AND DETERMINED by the Mayor
and Common Council that the proposed amendment to the General Plan
of the City of San Bernardino will have no significant effect on
the environment, and the Negative Declaration heretofore reviewed
by the Environmental Review Committee as to the effect of this
proposed amendment is hereby certified in an accompanying
resolution.

SECTION 3. Findinqs
BE IT FURTHER RESOLVED by the Mayor and Common Council of the
City of San Bernardino that:
The proposed amendment is internally consistent with the
General Plan in that the stated goals and objectives of both
the General Plan and the Specific Plan provide for a diversity
of regional and community serving uses, retain existing
employment positions, achieve additional employment
opportunities, eliminate the development of land uses within
the park which may adversely impact the character of the city
and the quality of life, provide for an interrelated pattern
of compatible land uses, provide for the continued use,
enhancement and new development of related commercial uses
within the business park to serve the needs of the community.

The proposed amendment would not be detrimental to the public
interest, health, safety, convenience or welfare of the City
in that allowing commercial uses will increase daytime as well
as nighttime activity in the area, thereby adding to the
establishment of the park as a viable commercial node and
increasing security for the entire area.
The proposed amendment would maintain the appropriate balance
of land uses with the city in that increased commercial uses
on limited acreage within the park will provide a larger job
market and enrich a commercially-deficient residential and
industrial area. In addition, no housing stock will be
affected.
SECTION 4. Amendment
BE IT FURTHER RESOLVED by the Mayor and Common Council that:
The text of the General Plan of the City of San Bernardino is
amended by adding Goals IR, IS, IT, IU, IV; Objectives 1.52,
1.53, 1.54, 1.55, 1.56; and policies 1.56.1, 1.56.2, 1.56.3
and 1.56.4 to Page 1-115 prior to the implementation programs
(see attached Attachment A for text). This amendment is
designated as General Plan Amendment No. 92-09 a copy of which
is attached as Attachment A and incorporated herein by
reference.
General Plan Amendment No. 92-09 shall be effective upon the
effective date of an accompanying ordinance adopting the
Development Code Amendment which incorporates the standards
for University Business Park Specific Plan.

1 SECTION 5. Text Notation
2 This resolution and the amendment affected by it shall be
3 noted on Page 1-115 of the General Plan that has been previously
4 adopted and approved by the Mayor and Common Council and which is
5 on file in the office of the City Clerk.
6 SECTION 6. Notice of Determination
7 The Planning Division is hereby directed to file a Notice of
8 Determination with the County Clerk of the County of San Bernardino
9 certifying the City's compliance with California Environmental
10 Quality Act in preparing and adopting of the Negative Declaration
11 as certified in an accompanying resolution for Specific Plan No.
12 92-01.

ISSUE THIRTEEN; HOW SHOULD DEVELOPMENT OCCUR WITHIN THE UNIVERSITY
BUSINESS PARK ?
Goal
It shall be the Goal of the City of San Bernardino to~
1R Provide employment opportunities within the University
Business Park for existing and future residents of the City
and those of adjacent communities.

It shall be the Objective of the City of San Bernardino to:
1.52 Provide for the continuation and development of land uses
within the University Business Park to retain the 1700
existing employment positions and achieve an additional 1000 -
2000 employment opportunities by the year 2002.

overall visual quality of the Park and its view from
Interstate 215.

services and industrial uses such as warehousing

Permit a variety of commercial retail, office, and
services for travelers, such as motel, restaurant (fast-

and miniature golf), financial and personal services, and

Permit a diversity of large, stand-alone, community-

similar service uses (family fitness centers, furniture
