A RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
1 BERNARDINO ENDORSING EXPENDITURE OF COUNTY OF SAN BERNARDINO EAST
VALLEY COALITION WASTE CHARACTERIZATION STUDY FUNDS TO PERFORM A
2 COMPARATIVE FEASIBILITY STUDY FOR POTENTIAL REGIONAL SOLID WASTE
3 TRANSFER/MRF AND COMPOSTING FACILITY SITES IN SAN BERNARDINO COUNTY.

WHEREAS, jurisdictions within the state of California are
5 mandated by Assembly Bill 939 (Chapter 1095) and the state of
California to prepare
6
7
Reduction and Recycling
Element
a Source
(SRRE) and a Household Hazardous Waste Element (HHWE); and
8
WHEREAS, the City of San Bernardino, along with other
9 jurisdictions in the East Valley of San Bernardino county, have
10 developed Source Reduction and Recycling Elements (SRREs) and
11 Household
12
Hazardous
Waste
Elements
(HHWEs)
funded
by
a
Waste
Characterization fee incorporated into the County landfill tipping
fee; and
13
14
WHEREAS, the Source Reduction and Recycling Elements (SRREs) of
15 the majority of East Valley jurisdiction
include the use of a
16 Regional Material Recovery Facility (MRF) as a selected alternative
17
for meeting the waste diversion requirements of AB 939 by the year
18 1995; and
19
20
WHEREAS, the County has announced the Milliken Landfill will
capacity
reach
and
which
will
impact
close
next
year,
1993,
21 unloading operations at remaining landfills; and
22
WHEREAS,
funds
available
Waste
in
the
County
are
23 Characterization Fund, at no cost to the City of San Bernardino; and
WHEREAS, a study of the alternatives for solid waste/transfer
24
25 in the East Valley is necessary to provide information on costs and
26 necessary facilities.

NOW, THEREFORE, be it resolved that the Mayor and Common
1 Council of the city of San Bernardino does hereby pass, approve and
2 adopt this resolution endorsing expenditure of County of San
3 Bernardino East Valley Coalition Waste Characterization Study Funds
4 not to exceed $150,000 to perform a comparative feasibility study
5 for potential regional solid waste transferlMRF sites and composting
6 facility; and
Endorses the development of alternative evaluations for East
Valley Solid WastelTransfer Study; and

Recommends
monies
the
Waste
the
County
from
use
Characterization Fund to finance the Study; and
Agrees that for any entity whose pro-rated share exceeds the
projected year end (91/92) balance, such deficit will be
covered by funds from the total Waste Characterization Fund
attributable to the East Valley Coalition; and
Designates San Bernardino County as the legal and financial
manager of the contract to be executed between the consultant
and the Board of Supervisors, and designates the East Valley
Coali tion Technical Committee as the proj ect Manager with
oversight responsibility; and
Acknowledges the county's contract with the consultant shall
not become effective until resolutions are received from all of
the participating cities.
