RESOLUTION NO. 92-364 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN 1 BERNARDINO, CALIFORNIA, AUTHORIZING THE DEPARTMENT OF PUBLIC SERVICES TO REQUEST PROPOSALS, NEGOTIATE, AND PRESENT TO CITY 2 COUNCIL A CONTRACT WITH ONE OF THREE ENGINEERING CONSULTANTS, WITH 3 FUNDING APPROPRIATED IN THE REFUSE FUND, TO PERFORM A COMPARATIVE FEASIBILITY STUDY FOR THREE POTENTIAL REGIONAL SOLID WASTE 4 TRANSFER/MRF SITES IN SAN BERNARDINO WHEREAS, jurisdictions within the California are state of 5 6 mandated by Assembly Bill 939 7 8 (Chapter 1095) and the state of Reduction and Recycling Element California to prepare a Source (SRRE) and a Household Hazardous Waste Element (HHWE); and, 9 WHEREAS, the City of San Bernardino, along with other jurisdictions in the East Valley of San Bernardino County, have 10 adopted Source Reduction and Recycling Elements (SRREs) and 11 Household Hazardous Elements (HHWEs) pursuant the to Waste Regulations, Chapter 9, Division 7; and, 15 16 17 18 19 20 21 22 23 24 25 26 27 28 WHEREAS, the Source Reduction and Recycling Elements (SRREs) of the City of San Bernardino and the majority of East Valley jurisdictions include the use of a Material Recovery Facility (MRF) as a selected alternative for meeting the waste diversion requirements of AB 939 by the year 1995; and, WHEREAS, the County has announced the Milliken Landfill will next year, 1993, which will impact capacity close and reach unloading operations at remaining landfills used by the City of San Bernardino; and, WHEREAS, funds are available in the Refuse Fund, budgeted for the purpose of consultant study and design of a solid waste transfer August 26, 1992 1 92-364 and recycling facility; and, WHEREAS, a study of the alternatives for solid wasteltransfer 1 2 in San Bernardino is necessary to provide information on costs and 3 4 5 6 7 8 9 10 11 12 necessary facilities processing either city San of the for Bernardino waste stream alone or the East Valley waste stream as an enterprise operation for the city, NOW, THEREFORE, be it resolved that the City council of the city of San Bernardino does hereby pass, approve and adopt this resolution authorizing the Department of Public Service to request proposals, negotiate, and present to the City council for final approval a contract with one of three engineering consultants, with funding appropriated in the Refuse Fund to perform a comparative feasibility study to determine the most suitable of three potential 13 regional 14 IIII 15 I II I 16 1111 17 IIII 18 IIII 19 I II I 20 IIII 21 II I I solid waste transfer/MRF sites in San Bernardino. 22 IIII 23 IIII 24 I I I I 25 IIII 26 I I I I 27 28 2 August 26, 1992 x AN IC TY TH VE TE ed a , nt f " RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF S BERNARDINO, CALIFORNIA, AUTHORIZING THE DEPARTMENT OF PUBL SERVICES TO REQUEST PROPOSALS, NEGOTIATE, AND PRESENT TO CI 1 COUNCIL A CONTRACT WITH ONE OF THREE ENGINEERING CONSULTANTS, WI 2 FUNDING APPROPRIATED IN THE REFUSE FUND, TO PERFORM A COMPARATI FEASIBILITY STUDY FOR THREE POTENTIAL REGIONAL SOLID WAS 3 TRANSFER/MRF SITES IN SAN BERNARDINO 4 by the Mayor and Common Council of the City of San Bernardino at 5 I HEREBY CERTIFY that the foregoing resolution was duly adopt regular meeting thereof, held on the 8th day of September 6 7 1992, by the following vote, to wit: 8 Council Members: 9 ESTRADA 10 REILLY 11 HERNANDEZ 12 MAUDSLEY 13 MINOR 14 POPE-LUDLAM Aves Navs Abstain Abse x x x x x MILLER 15 16 17 18 19 x ~Ci~ The foregoing resolution September , 1992. day 0 20 21 22 Approved as to form and legal content: 23 James F.
