Q7-1.I:\~ A RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO, CALIFORNIA, ESTABLISHING A RESIDENTIAL RECYCLING PILOT 2 PROGRAM. 1 3 4 5 WHEREAS, jurisdictions within the state of California are mandated by the California Integrated Waste Management Act of 1989 (AB 939) to divert 25% of their solid waste stream from landfill disposal by the year 1995; and, 6 7 WHEREAS, an evaluation of waste stream content was made in the 8 Source Reduction and Recycling Element (SRRE) and determined that traditional 9 quantity to 10 11 recyclables do not exist in sufficient percentage achieve 25% diversion if separated from the waste stream; and, 12 WHEREAS, an examination with respect to the City of San Bernardino's existing refuse collection system has been made of 13 methodologies used by various agencies and businesses in the 14 15 16 17 18 19 20 21 Southwestern united States for diverting traditional and non- tradi tional recyclables in quantity from the residential waste stream; and, WHEREAS, twice per week refuse collection is currently provided to each single family dwelling residence in the city of San Bernardino; and, WHEREAS, substitution of one residential recyclable material pickup in lieu of one of two refuse pickups per week is a 22 foreseeable and recommended method of diverting the majority of 23 24 25 26 27 August 17, 1992 28 residential recyclables while maintaining operational economy; and, WHEREAS, the Department of Public Services, with responsibility for solid waste collection within the City of San Bernardino, seeks 1 92-355 to test the aforementioned substitution prior to citywide 1 implementation, 2 NOW THEREFORE, be it resolved that the City Council of the city of San Bernardino does hereby pass, approve, and adopt this 3 resolution authorizing the Department of Public Services to conduct 4 5 6 7 8 a residential recycling pilot program to test substitution of one recyclable material pickup per week in lieu of one of two existing refuse pickups per week for a period of six months.
