RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO, CALIFORNIA, HEREBY
PROCLAIMING AND DECLARING THE DESIGNATION OF APRIL
20 THROUGH 26, 1992, AS "NATIONAL COMMUNITY
DEVELOPMENT WEEK . 92" .
6 WHEREAS, the Federal Community Development Block Grant Program
7 has operated since 1974 to provide local governments with the resources
8 required to meet the needs of persons of low and moderate income; and
9

WHEREAS, the Community Development Block Grant funds are
11 channeled to thousands of neighborhood-based nonprofit organizations
12 and public agencies throughout the nation to address pressing
13 neighborhood and human service needs; and
14
15
WHEREAS, for the last decade, many of the fiscal policies of
16 the Federal Government have resulted in the reduction of federal
17 assistance provided to local governments and nonprofit organizations
18 vested with the responsibility of meeting the needs of persons of low
19 and moderate income; and
20
21 WHEREAS, during this time of constricted federal contribution
22 to the task of meeting the needs of persons of low and moderate income,
23 the problem of maintaining a decent standard of living in urban America
24 has increased, as evidenced by the dwindling supply of affordable
25 housing, the massive rise in homelessness, unemployment and the
26 resurfacing of hunger and malnutrition as measures of widening economic
27 disparity; and

WHEREAS, during this time of federal withdrawal from
responsibility, the Community Development Block Grant Program has
assumed increasing importance as an instrument for meeting pressing
communi ty development needs in human services, capital improvements,
and public infrastructure; and

WHEREAS, the nature of the Community Development Block Grant
Program with its diversity of program design and administration, its
ability to respond to locally determined priorities, and its facility
for being last resort funding, has often caused the Congress and the
nation to overlook the critical value of the program, and the
significant number of organizations and projects that rely on its funds
for support; and
WHEREAS, the many successes of the Community Development Block
Grant Program have significantly enhanced the lives of low and moderate
income persons, their neighborhoods and therefore the community as a
whole; and
WHEREAS, a week recognizing national community development
will
local governments,
nonprofit organizations,
and
encourage
community residents throughout the nation to reaffirm the significance
and diversity of their local community development program efforts
toward meeting the needs of persons of low and moderate income;

NOW, THEREFORE. BE IT RESOLVED THAT THE MAYOR AND COMMON

COUNCIL OF THE CITY OF SAN BERNARDINO DOES HEREBY PROCLAIM AND DECLARE

THE DESIGNATION OF APRIL 20 THROUGH 26, 1992, AS "NATIONAL COMMUNITY
4 DEVELOPMENT WEEK . 92 . "

HEREBY PROCLAIMING AND DECLARING THE
THROUGH 26, 1992, AS "NATIONAL COMMUNITY
This Resolution shall take effect upon the date of its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted

regular
by the Mayor and Common Council of the City of San Bernardino at
