RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE
EXECUTION OF AN AGREEMENT WITH ASL CONSULTANTS, INC. RELATING TO
THE PROVISION OF PROFESSIONAL ENGINEERING DESIGN SERVICES FOR
WIDENING THE KENDALL DRIVE AND CAJON BOULEVARD BRIDGES OVER THE
DEVIL'S CANYON FLOOD CONTROL CHANNEL.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor of the City of San Bernardino is
hereby authorized and directed to execute, on behalf of said
City, an agreement with ASL Consultants, Inc., relating to the
provision of professional engineering design services for
widening the Kendall Drive and Cajon Boulevard bridges over the
Devil's Canyon Flood Control Channel, a copy of which agreement
is attached hereto, marked Exhibit "A" and incorporated herein by
reference as fully as though set forth at length.
SECTION 2. The agreement shall not take effect until
fully signed and executed by both parties. The City shall not be
obligated hereunder unless and until the agreement is fully
executed and no oral agreement relating thereto shall be implied
or authorized.
SECTION 3. This resolution is rescinded if the parties
to the agreement fail to execute it within sixty (60) days of the
passage of this resolution.

AGREEMENT FOR PROFESSIONAL SERVICES
This AGREEMENT is made and entered into this ~ day
of ~e.1 1992, by and between the
CITY OF BERNARDINO, California, a municipal corporation,
hereinafter referred to as the "CITY" and ASL Consultants,
Inc., a California corporation, hereinafter referred to as
"ENGINEER".
W I T N E S S E T H
WHEREAS, City desires to obtain professional services to
prepare plans, specifications, estimates and construction
documents for the construction and widening of roadway bridges,
one located on Kendall Drive at Devil's Canyon Channel and the
other on Cajon Blvd. located at Cable Creek.
WHEREAS, in order to develop, plans, specifications,
estimates and construction documents, it is necessary to retain
the professional services of a qualified engineering and
consulting firm; and
WHEREAS, Engineer is qualified to provide said
professional services; and
WHEREAS, San Bernardino City Council has elected to engage
the services of Engineer upon the terms and conditions as
hereinafter set forth.
NOW, THEREFORE, it is mutually agreed, as follows:
1. SCOPE OF SERVICES
Engineer shall perform those services specified in "Scope
of Services"and as contained in the proposal dated October 31,
1991, a copy of which is attached hereto as Exhibit "1" and
incorporated as though set forth in full.
2. TERM OF AGREEMENT
The services of Engineer are to commence within thirty
(30) days after the City has authorized work to start by
issuance of a Notice to Proceed. The scheduled completion
dates specifically set forth in Exhibit "2" attached hereto and
incorporated herein as though set forth in full, will be
adjusted by Engineer as the City authorizes the work. Such
adjustments shall require City approval prior to commencement
of performance of each phase. This Agreement shall expire as
specified by the Exhibit "2" schedule unless extended by
written agreement of the parties.

3. STANDARD OF PERFORMANCE
Engineer shall complete all work product and design in
conformance with Standard Specifications for Public Works
Construction (Greenbook) and the City of San Bernardino's
Standard Drawings.
4. CHANGES/EXTRA SERVICES
A. Performance of the work specified in the "Scope of
Services", is made an obligation of Engineer under this
Agreement, subject to any changes made subsequently upon mutual
agreement of the parties. All such changes shall be
incorporated by written amendments to this Agreement and
include any increase or decrease in the amount of compensation
due Engineer for the change in scope. Any change which has not
been so incorporated shall not be binding on either party.
B. No extra services shall be rendered by Engineer under
this Agreement unless such extra services are authorized, in
writing, by City prior to performance of such work. Authorized
extra services shall be invoiced based on Engineer's "Schedule
of Hourly Rates" dated a copy
of which is attached hereto as Exhibit "4" and incorporated
herein as though set forth in full.
5.
A. The City shall reimburse the Engineer for actual
costs (including labor costs, employee benefits, overhead,
profit, other direct and indirect costs) incurred by the
Engineer in performance of the work, in an amount not to exceed
S144.082.00. Actual costs shall not exceed the estimated wage
rates and other costs as set forth in Exhibit "3", attached
hereto and incorporated herein as though set forth in full.
B. Said compensation shall not be altered unless there
is significant alteration in the scope, complexity or character
of the work to be performed. Any such significant alteration
shall be agreed upon in writing by City and Engineer before
commencement of performance of such significant alteration by
Engineer.
Any adjustment of the total cost of services will only be
permitted when the Engineer establishes and City has agreed, in
writing, that there has been, or is to be, a significant change
in:
1. Scope, complexity, or character of the services to be
performed;
2. Conditions under which the work is required to be
performed; and

3. Duration of work if the change from the time period
specified in the Agreement for Completion of the work
warrants such adjustment.
C. The Engineer is required to comply with all Federal,
State and local laws and ordinances applicable to the work.
The Engineer is required to comply with prevailing wage rates
in accordance with Calif-ornia Labor Code Section 1775.
6. PAYMENT BY CITY
A. The billings for all services rendered pursuant to
this Agreement shall be submitted monthly by Engineer to City
and shall be paid by City within twenty (20) days after receipt
of same, excepting any amounts disputed by City. Dispute over
any invoiced amount shall be noticed to the Engineer within ten
(10) days of billing and a meet and confer meeting for purposes
of resolution of such dispute shall be initiated by the City
within ten (10) days of notice of such dispute. Interest of 1-
1/2 percent per month (but not exceeding the maximum rate
allowable by law) will be payable on any amounts not in dispute
and not paid within thirty (30) days of the billing date,
payment thereafter to be applied first to accrued interest and
then to the principal unpaid amount. On disputed amounts,
interest shall accrue from thirty (30) days of the invoice date
if the amount in dispute is resolved in favor of the Engineer.
All tasks as specified in Exhibit "1" shall be completed prior
to final payment.
B. Section 9-10 of the Cal-Trans Standard Specifications
is hereby specifically waived and not applicable to this
agreement. The parties hereto otherwise agree not to be bound
by any other requirements for arbitration of any dispute
arising hereunder. Disputes shall be resolved by agreement of
the parties, or upon the failure of such agreement, by direct
application to the Courts.
C. Should litigation be necessary to enforce any term or
provision of this Agreement, or to collect any portion of the
amount payable under this Agreement, then all litigation and
collection expenses, witness fees, and court costs, and
attorney's fees shall be paid to the prevailing party.
7. SUPERVISION AND ACCEPTANCE OF SERVICES
A. The Director of Public Works of City, or his
designee, shall have the right of general supervision over all
work performed by Engineer and shall be City's agent with
respect to obtaining Engineer's compliance hereunder. No
payment for any services rendered under this Agreement shall be
made without prior approval of the Director of Public Works or
his designee.

B. The Office of the Administrator may review and
inspect the Engineer's activities during the progress of the
program.
8. COMPLIANCE WITH CIVIL RIGHTS LAWS
Engineer hereby certifies that it will not discriminate
against any employee or applicant for employment because of
race, color, religion, sex, marital status or national origin.
Engineer shall promote affirmative action in its hiring
practices and employee policies for minorities and other
designated classes in accordance with federal, state and local
laws. Such action shall include, but not be limited to, the
following: recruitment and recruitment advertising,
employment, upgrading, and promotion. In addition, Engineer
shall not exclude from participation under this Agreement any
employee or applicant for employment on the basis of age,
handicap or religion in compliance with State and Federal laws.
9. TERMINATION OF AGREEMENT
A. This agreement may be terminated by either party upon
thirty (30) days' written notice in the event of substantial
failure of the other party to perform in accordance with the
terms of this Agreement. Each party shall have twenty (20)
days following date of such notice within which to correct the
substantial failure giving rise to such notice. In the event
of termination of this Agreement, City shall within thirty (30)
days pay Engineer for all the fees, charges and services
performed to City's satisfaction by Engineer, which finding of
satisfaction shall not be unreasonably withheld. Engineer
hereby covenants and agrees that upon termination of this
Agreement for any reason, Engineer will preserve and make
immediately available to City, or its designated
representatives, maps, notes, correspondence, or records
related to work paid for by the City and required for its
timely completion, and to fully cooperate with City so that the
work to be accomplished under this Agreement may continue
within forty-five (45) days of termination. Any subsequent use
of such incomplete documents shall be at the sole risk of the
City and the City agrees to hold harmless and indemnify
Engineer from any claims, losses, costs, including Attorney's
fees, and liability arising out of such use. Engineer shall be
compensated for such services in accordance with Exhibit "4".
B. This agreement may be terminated for the convenience
of the City upon thirty (30) days written notice to Engineer.
Upon such notice, Engineer shall provide work product to City
and City shall compensate Engineer in the manner set forth
above.
C. Following the effective date of termination of this
Agreement pursuant to this section, the Agreement shall

continue until all obligations arising from such termination
are satisfied.
10. CONTINGENCIES
In the event that, due to causes beyond the control of and
without the fault or negligence of Engineer, Engineer fails to
meet any of its obligations under this Agreement, and such
failure shall not constitute a default in performance, and the
City may grant to Engineer such extensions of time and make
other arrangements or additions, excepting any increase in
payment, as may be reasonable under the circumstances.
Increases in payment shall be made only under the "changes"
provision of this Agreement. Engineer shall notify City within
three (3) days in writing when it becomes aware of any event or
circumstance for which it claims or may claim an extension.
11. INDEPENDENT CONTRACTOR
Engineer shall act as an independent contractor in the
performance of the services provided for under this Agreement.
Engineer shall furnish such services in its own manner and in
no respect shall it be considered an agent or employee of City.
12. ASSIGNMENT OR SUBCONTRACTING
Neither this Agreement, nor any portion thereof, may be
assigned by Engineer without the written consent of City. Any
attempt by Engineer to assign or subcontract any performance of
this Agreement without the written consent of the City shall be
null and void and shall constitute a breach of this Agreement.
All subcontracts exceeding $10,000, shall contain all
provisions of this contract.
13. NOTICES
All official notices relative to this Agreement shall be
in writing and addressed to the following representatives of
Engineer and City:

A. The Engineer may reasonably rely upon the accuracy of
data provided through the City or its agents without
independent evaluation.

B. The City shall pay all costs of inspection and permit
fees. Charges not specifically covered by the terms of this
Agreement shall be paid as agreed by the parties hereto at the
time such costs arise; but in no event shall the work to be
performed hereunder cease as a consequence of any unforeseen
charges unless by mutual written agree-ment of City and
Engineer.
C. All tracings, survey notes, and other original
documents are instruments of service and shall remain the
property of Engineer except where by law, precedent, or
agreement these documents become public property. All such
documents or records shall be made accessible to City.
Engineer shall maintain all records for inspection by the City,
State, or their duly authorized representatives for a period of
three (3) years after final payment. Engineer shall stamp and
sign all specifications, estimates, plans and engineering data
furnished, and, where appropriate, indicate registration
number.
15. CONSTRUCTION COST ESTIMATES
A. Any opinion of the Construction Cost prepared by
Engineer represents his judgment as a design professional and
is supplied for the general guidance of the City. Since
Engineer has no control over the cost of labor and material, or
over competitive bidding or market conditions, Engineer does
not guarantee the accuracy of such opinions as compared to
contractor bids or actual cost to the City.
16. COVENANT AGAINST CONTINGENT FEE
Engineer warrants that no person or selling agency has
been employed or retained to solicit or secure this Agreement
upon an agreement or understanding for a commission,
percentage, brokerage, or contingent fee, excepting bona fide
employees or bona fide established commercial or selling
agencies maintained by the Engineer for the purpose of securing
business. For breach or violation of this warranty, City shall
have the right to terminate this Agreement in accordance with
the clause permitting termination for cause and, at its sole
discretion, to deduct from the Agreement price or
consideration, or otherwise recover, the full amount of such
commission, percentage, brokerage or contingent fee.
17. HOLD HARMLESS CAUSE
A. Engineer hereby agrees to hold City, its elective and
appointive boards, officers, and employees, harmless from any
liability for damage orclaims for damage for personal injury
including death, as well as from claims for property damage,
which may arise from Engineer's negligent acts, errors or
omissions under this Agreement.

B. Engineer shall indemnify, defend and hold free and
harmless the City, its officers and its employees from all
claims, damages, costs, expenses, and liability, including, but
not limited to attorney's fees imposed upon them for any
alleged infringement of patent rights or copyrights of any
person or persons in consequence of the use by City, its
officers, employees, agents and other duly authorized
representatives, of programs or processes supplied to City by
Engineer under this Agreement.
18. INDEMNITY
Engineer shall indemnify, defend and hold harmless City
from and against any and all claims, demands, suits, actions,
proceedings, judgments, losses, damages, injuries, penalties,
costs, expenses (including attorney's fees) and liabilities,
of, by, or with respect to third parties, which arise solely
from Engineer's negligent performance of services under this
Agreement. Engineer shall not be responsible for, and City
shall indemnify,
defend and hold harmless Engineer from and against, any and
all claims, demands, suits, actions, proceedings, judgments,
losses, damages, injuries, penalties, costs, expenses
(including attorney's fees) and liabilities of, by or with
respect to third parties, which arise solely from the City's
negligence. With respect to any and all claims, demands,
suits, actions, proceedings, judgments, losses, damages,
injuries, penalties, costs, expenses (including attorney's
fees) and liabilities of, by or with respect to third parties,
which arise from the joint or concurrent negligence of Engineer
and City, each party shall assume responsibility in proportion
to the degree of its respective fault.
19. LIABILITY/INSURANCE
A. Engineer's liability insurance for injury or damage
to persons or property arising out of work for which legal
liability may be found to rest upon Engineer other than for
professional errors and omissions, shall be a minimum of
$1,000,000. For any damage on account of any error, omission
or other professional negligence, Engineer's insurance shall be
limited to a sum not to exceed $50,000 or Engineer's fee,
whichever is greater.
B. The City will require the Engineer to provide Workers
Compensation and comprehensive general liability insurance,
including completed operations and contractual liability, with
coverage sufficient to insure the Engineer's indemnity, as
above required; and, such insurance will include the City, the
Engineer, their consultants, and each of their officers, agents
and employees as additional insureds.

C. Engineer shall provide evidence of insurance in the
form of a policy of insurance, in which the City is named as an
additional named insured to the extent of the coverage required
by this Agreement.
20. VALIDITY
Should any provision herein be found or deemed to be
invalid, this Agreement shall be construed as not containing
such provision, and all other provisions which are otherwise
lawful shall remain in full force and affect, and to this end
the provisions of this Agreement are declared to be severable.
21. ENTIRE AGREEMENT
This Agreement represents the entire and integrated
agreement between the parties hereto and supersedes all prior
and contemporaneous negotiations, representations,
understandings and agreements, whether written or oral, with
respect to the subject matter thereof. This Agreement may be
amended only by written instrument signed by both parties.

CITY OF SAN BERNARDINO
BRIDGE WIDENINGS ON KENDALL DRIVE AND CAJON BOULEVARD
EXHIBIT 1
SCOPE OF SERVICES
A.
The project includes the widening of two existing bridges from two lanes to four
lanes to accommodate the ultimate roadway width on Kendall Drive at Cable Creek
and on Cajon Boulevard at Cable Creek. The designs will provide for utility
crossings, pedestrian access and compatibility with the existing structures. The
widening along Kendall Drive will occur at both sides of the existing bridge
crossing. The existing bridge crossing along Cajon Boulevard is situated much
closer to the north existing right-of-way adjacent to the railroad that of the south.
As such, it appears that the widening along Cajon Boulevard will be along the
south side only. To facilitate an initial step in the long process leading to
construction of the improvements, the City of San Bernardino is seeking assistance
from a qualified civil engineering consultant to perform the following specific tasks:
Prepare plans, specifications and estimates (PS&E) for the roadway
approaches to both bridges to include horizontal and vertical alignment,
typical section, bridge widenings over Cable Creek, drainage facilities, utility
relocations/adjustments, impacts on right-of-way, 'rf any, construction traffic
control plans, signing and striping plans and environmental mitigation
measures which may be required as a result of the project.
Prepare an initial environmental screening analysis and check list to include
a biological assessment to determine early the nature and extent of
environmental issues and concerns so they can be addressed and
mitigated as necessary to ensure the project continues along the
development process.
On-site hydrology, hydraulics and drainage design for the roadway
approach improvements and bridge widenings.
B. PROJECT APPROACH
ASL Consultants has over 40 years experience in planning, designing and
managing the construction of projects similar to the widening of these two bridges.
Our approach will be straightforward and product oriented. Our goal will be to
design the project to provide safe and efficient vehicular, pedestrian and rail
movement through the area while creating a visually pleasant environment. Our
approach will focus on this goal with additional guidance and input from the City,
Army Corps of Engineers, San Bernardino County Flood Control District.
ASL Consulting Engineers
Coordination between the various agencies and utilkies will be the key to our
adherence to the schedule, reduction of review times and keeping those involved
in the project informed of progress and issues which may need to be resolved to
successfully complete the project. ASL has a long and successful history of
coordinating and working with numerous parties involved in roadway improvement
projects.
All work tasks for the project will be accomplished through effective
communications and coordination with the City Staff, proper management control
and scheduling utilizing the Project Team's expertise to match the project
requirements. Adopting the quality control and quality assurance program already
in use by ASL will ensure the City of San Bernardino of a quality cost-effective
product, delivered on time, within budget and produced with minimum City staff
effort.
C. SCOPE OF SERVICES
Based on our discussions wfth City staff, visits to the site, preliminary research,
experience with similar projects and our familiarity with City of San Bernardino and
affected agencies' policies and procedures, ASL ConsuRants proposes the
following specific tasks to complete the Scope of Services required for this project:
PROJECT ADMINISTRATION AND MEETINGS
• A kickoff meeting involving City staff, Army Corps of Engineers, San
Bernardino County Flood Control District and the ASL Team will be held to
review the project requirements in more detail, discuss issues and to
establish procedures to be implemented for reviewing the project by these
agencies during the various development stages of the project.
• Monthly progress reports and progress review meetings are proposed to
allow all parties to examine project progress elements and to discuss
problems, upcoming meetings, scheduling and manpower allocations.
• Periodic meetings will be conducted with the City staff and representatives
of other agencies, utility companies and property owners who have an
interest in the project to review progress of the work, to obtain additional
input and directions, and to coordinate preparation of the plans and
specifications as the work progresses.
• Right-of-Entry requests will be made to AT&SF immediately after receiving
the Notice to Proceed to obtain approval for consultant personnel to enter
the railroad right-of-way to conduct on-sfte investigations and studies at the
Cajon Boulevard bridges. Right-of-Entry will also be requested, after the
need to enter has been identified and the entry request letters have been
approved by the City, for entering and conducting studies on the private

properties. Members of the Project Team will notify private property owners
prior to entering upon their property. In addition, ASL will provide the
technical engineering support necessary for other governmental agency
permit applications necessitated by the project. Additional agreement and
permit requirements are addressed in detail under TASK 12 -
AGREEMENTS AND PERMITS of this Scope of Services.
TASK 1 -RESEARCH AND DATA COLLECTION
ASL will assemble, sort and review all existing available information on the
project area including "as built" plans, maps, studies and master plans,
traffic data, existing right-of-way, easement and utility information in order
to become familiar with the project, ascertain the completeness and
accuracy of available information, and determine additional information
requirements. Field reviews and survey checks will be made as necessary
to verify the existing information.
The location and condition of existing utilities and other obstructions to
construction will be reviewed and discussed with the respective owners and
recommendations made regarding deficiencies, relocations and/or
replacements required. This work will be performed soon after the Notice
to Proceed is issued to ensure owners are given preliminary notification of
possible conflicts which will provide them additional time to plan and
program the work. A more detailed description of the utility identification and
coordination work required is provided in TASK 5 -UTILITIES of this Scope
of Services.
TASK 2 -SURVEYING
Western Land Concepts, Inc., the subconsuftant for surveying, will assist ASL in
performing the following specific tasks:
RESEARCH AND PROJECT PLANNING
Research records and data at the City, County, and AT&SF for vertical and
horizontal control information.
FIELD SURVEYS
Provide location and ties to right-of-way and boundary monuments.
Provide complete topography of both surface and surface evidence of
underground facilities and utilities. Surface topography will extend beyond
the anticipated construction limits. Other topographical information
necessary to determine utility adjustments such as rim and invert elevations
on sanitary and storm drains manholes and catch basins will be obtained.
ASL Consulting Engineers
Underground locations and depths of utilities will be provided by the utility
company owner through existing records. Potholing will be pertormed 'rf
necessary as extra work and the cost in not included as a part of this
proposal.
Cross sections will be taken at 50 foot intervals and more frequently where
additional detail is required and where the proposed project will match
existing facilities a distance from 500 feet each direction from the Cable
Creek centerline and for a distance out Nom existing roadway centerline
beyond the limits of constructions.
Provide survey baseline, topography, and cross sections for the bridge
widenings. Cross sections will betaken at 50 foot intervals, and more often
where needed to show detail, for a distance of 300 feet upstream and
downstream of the existing bridge centerlines and at 25 foot intervals on the
existing bridge decks. Specific locations will be taken for existing bridge
wing walls, abutments, approach slabs, and piers.
RIGHT-OF-WAY DEFINITION
Research records and data at the City, County, and AT&SF for existing
right-of-way and easement information at each bridge site.
Evaluate research information to determine existing right-of-way and
easement limits. In conjunction with development of roadway approach and
bridge widening plans, determine additional right-of-way, and easement
requirements, 'rf any, and show on preliminary and final right-of-way layout
plans.
Perform field note reduction and calculations of existing and proposed right-
of-way limits.
LEGAL DESCRIPTIONS AND RIGHT-OF-WAY MAPS
Prepare legal descriptions, plat, and maps for right-of-way appraisal and
acquisition. For purposes of costing, we assume one parcel at a cost of
$1,000 per parcel for this work.
Prepare and file Record of Survey or Corner Records as required by State
statute.

TASK 3 - GEOTECHNICAL
The geotechnical investigation will be conducted separately by an independent
geotechnical consukant, hired directly by the City. ASL will contact the City's
preferred geotechnical consukant to discuss the geotechnical services needed.
TASK 4 -ENVIRONMENTAL
The environmental engineering aspects of the project will be handled by the City.
ASL will coordinate wkh the City to ver'rfy that submittals to approval agencies are
made in a timely manner, relative to the progress of the project.
TASK 5 -UTILITIES
Relocation and/or adjustment of existing utilities located at both bridge widening
locations will require special attention and significant coordination effort to ensure
the bridge widenings will accommodate utility crossings. ASL will research and
coordinate all utility locations and adjustments in accordance wkh City's
established utility notification procedures. The following specific tasks will be
performed as necessary to resolve problems concerning utilities on and adjacent
to the project.
• Research and obtain file copies of all utility maps and °as bulk" plans for
existing and/or proposed utilities within the project limits.
• Plot existing and proposed utilities in plan and profile view on the
construction drawings.
• Prepare preliminary plans with utility notices for affected utilities. Blank forms
will be provided by the City.
• Monitor response of utility notices received by the City and make
recommendations for mitigating conflicts.
• Attend coordination meetings regarding adjustments and locations.
TASK 6 -HYDROLOGY AND HYDRAULICS
An analysis will be conducted to determine the impact this project has on the
natural drainage patterns. This analysis will incorporate the use of available
information from the City, Federal Emergency Management Agency (FEMA) and
the San Bernardino County Flood Corrtrol District. ASL will prepare a preliminary
drainage report utilizing data from prior hydrological/drainage investigations in the
area and field investigations. We will analyze existing drainage basins and
summarize changes in drainage patterns that will occur from the proposed
roadway approach improvements and bridge widenings. Included in the report will

be recommendations for roadway drainage facilities such as structures needed at
culverts, inlets and outlets locations, erosion control measures and other storm
drainage controls.
A drainage area map will be prepared using 1" = 100' scale aerial photography.
Based on design flows determined from the hydrologic analysis, we will prepare
hydraulic calculations determine the sizing of catch basin connection pipes and
elevation of proposed curb inlets. ASL will provide storm drain plan and profile on
separate plan sheets for inclusion in the total project plans.
TASK 7 -BRIDGE DESIGN
A bridge type selection study will be performed to determine the superstructure
and substructure systems best suited for each of the two widenings. The results
of this study will be expressed in the form of the General Bridge Plan which will
define the major structural components. This will include a plan, elevation, and
transverse section of the widenings as well as the design criteria. The general
bridge plans will constitute our 30% submittal to the City and other concerned
agencies for initial review comments.
Our bridge design will be in conformance with Caltrans, Flood Control District,
Corps of Engineers requirements. Guidelines from Caltrans' Memo to Designer
9-3 entitled "Widening Existing Bridges," will be considered in our design.
Upon review and approval of the general bridge plan, we will proceed with our
design, incorporating agency review comments from the 30% submittal into the
design concept as appropriate.
TASK 8 -TRAFFIC ENGINEERING
ASL will prepare construction traffic control plans for each bridge widening location
to facilitate safe vehicular and pedestrian travel through the project area during
construction. In addltion, we will prepare revised signing, striping and delineation
plans to accommodate the transition approaches to each widened bridge site.
TASK 9 -DESIGN PLANS
Roadway, bridge widening, drainage and signing, striping and delineation design
will be performed by or under the direct supervision of a Civil Engineer registered
in the State of California in accordance with the approved alignment alternative and
with City standards and policies.
The roadway design will utilize the existing paving adding new paving only as
required to accommodate the added roadway section as a result of the widening.

ASL Consultants will prepare final design and construction drawings for the
roadway approach improvements, bridge widenings, storm drain system and traffic
control which will include but not be limited to the following plan sheets:

Plans and profiles for roadway and storm drain
Bridge substructure plans
Bridge superstructure plans
Storm drain plans, details and cross sections
Log of soil test borings
Landform and contour grading plans

Details
All drawings, except cross sections, will be prepared using permanent drafting ink
for mylar and drafted on 24"x36" mylar sheets. Scale will be 1" = 40' horizontal and
1" = 4' vertical except for match up work which will be 1" = 20' horizontal and 1"
= 2' vertical with traffic signal plans at 1" = 20' scale. Signing and striping plans
will be at 1" = 40' scale.
TASK 10 -SPECIFICATIONS AND CONTRACT DOCUMENTS
Specifications for this project will conform to the requirements of the City. ASL will
prepare complete construction contract documents and specifications.
The City will furnish specific front end documents and ASL will prepare final
special provisions for items, details, materials, procedures and other
conditions not adequately covered by Caltrans, City or Public Works
Standard Specifications.
A listing and copy of all standard plans required for the project will be
provided in the Appendix and copies of any plans used which are not
standard will also be included.
Three copies of the specifications will be submitted with the design drawings
for review and additional sets will be provided for reviews by other agencies.
The originals will be submitted to the City in hard copy and/or on computer
disk at project completion.

TASK 11 -COST ESTIMATE
ASL will prepare construction cost estimates for the project that will include a
proposed item list, estimated quantity, line item cost estimates and estimate of
construction working days for the improvements in accordance with City format.
In order to provide the most updated estimate throughout the project duration, we
propose to provide the following interim construction cost estimates:
At 35% design stage, develop a preliminary cost estimate for comparison
with previous project budget estimates.
At 65% design stage, refine the preliminary estimate and provide quantity
take-off with appropriate unit prices and extensions.
At 100% design stage and with the final submittal, provide a construction
cost estimate with quantity take-offs, unit prices and extensions and provide
back-up data for quantities and unit prices with industry quotes and current
market conditions.
TASK 12 -AGREEMENTS AND PERMITS
ASL will apply, on behalf of the City, for Construction and Maintenance (C&M)
agreements, Service Contracts, Indentures and/or Easements and will specifically
pertorm the following tasks:
Provide the technical assistance and detail plans required to secure a permit
from the San Bernardino County Flood Control District to construct the
bridge widenings. Per our conversations with Mr. Rodger Hardgrave, we
understand that whether or not state or federal funds will be involved is not
certain at this time and that Kendall Drive, now a state route, will be
relinquished back to the City. Therefore, we have assumed that these
projects will not be subject to review by Caftrans.
Review C&M agreements for compliance with Federal, State and local
procedures and rules.
Verify that required easements, agreements and permits have been fully
executed by all concerned parties by the time the project is ready for
construction bidding.

The City of San Bernardino will furnish the following support for the project:
1. Provide a list of utilities known by the City to have facilities within the
project limits and available Assessor's Parcel Maps.
2. Provide appropriate City Standard Plans.

maps which are requested and available from the City's files.
4. Provide copy of City's Standard Computerized Specifications.
5. Provide copy of City's Utility Not'rt'ication procedure.
