HomeMy WebLinkAbout1993-398 , 1 RESOLUTION NO. 93-398 2 RESOLUTION OF THE CITY OF SAN BERNARDINO COMMITTING TO ADOPT CORE ACTIONS TO CONSIDER RECOMMENDED AND DISCRETIONARY 3 ACTIONS UNDER THE TRANSPORTATION CONTROL MEASURE SUB.-REGIONAL IMPLEMENTATION PROGRAM IN ACCORDANCE WITH THE REQUIREMENTS OF THE 4 1991 SOUTH COAST AIR QUALITY MANAGEMENT PLAN AND THE 1992 FEDERAL ATTAINMENT PLAN FOR CARBON MONOXIDE. 5 6 WHEREAS, both the 1991 Air Quality Management Plan (AQMP) 7 and the 1992 Federal Attainment Plan for Carbon Monoxide (CO 8 Plan) include transportation control measures (TCM's) for local 9 implementation by December 31, 1993; and 10 WHEREAS, San Bernardino Associated Governments (SANBAG) 11 will provide updated documentation on local implementation of 12 TCM's in November, 1993, to support SCAG's conformity finding for 13 approximately $2 billion in currently unprogrammed local and 14 regional transportation projects; and 15 WHEREAS, the Governing Board of the SCAQMD will implement 16 a backstop rule (Proposed Rule 1504) by January, 1994, to ensure 17 that local TCM emissions reductions will be achieved; and 18 WHEREAS, the regional actions taken by the SCAQI"'D would 19 more adversely impact this jurisdiction's citizens and economic 20 vitality than actions taken locally; and 21 WHEREAS, local governments working together through 22 SANBAG identified list of core, recommended, have a 23 discretionary, and regional actions for inclusion in the sub- 24 regional TCM implementation program (as identified in Attachments 25 A through D) based on local characteristics and opportunities to 26 minimize inter-jurisdictional competitive issues; 27 WHEREAS, the SCAQMD Board Resolution 93-11 requests local 28 governments to provide estimated quantification of TCM actions to <I RESO: COMMITTING TO ADOPT AND CONSIDER ACTIONS FOR A TRAFFIC ~ONTROL MEASURES PROGR&~. 93-398 1 the extent local government staff resources and assistance from 2 the District and other government agencies are available; and 3 WHEREAS, the need for and stringency of regional actions 4 will be determined by the amount of local action taken to achieve 5 the local trip reduction target; and 6 WHEREAS, the Congestion Management Program for San 7 Bernardino County, as amended by action of the SANBAG Board of 8 Directors on April 7, 1993, requires South Coast Air Basin 9 jurisdictions to adopt a transportation control measure ordinance 10 by December 31, 1993, as a measure of compliance or risk losing 11 state subvention funds; 12 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 SECTION 1. The City of San Bernardino commits to adopt all of the core actions listed in Attachment A Core Actions by December 31, 1993. SECTION 2. The City of San Bernardino will consider the recommended actions listed in Attachment B, Recommended Actions, for adoption by December 31, 1993: SECTION 3. The City of San Bernardino will consider the potential actions listed on Attachment C, Discretionary Actions, for adoption by December 31, 1993; as required to meet the City's trip reduction target. SECTION 4. The City of San Bernardino will consider any actions from Attachment D, Regional Actions, for adoption by December 31, 1993, and support their adoption regionally only to the extent necessary to achieve San Bernardino's portion of the regional trip reduction target. - 2 - ~ RESO: COMMITTING TO ADOPT AND CONSIDER ACTIONS FOR A TRAFFIC CONTROL MEASURES PROGRAM. 93-398 1 SECTION 5. The City of San Bernardino will develop a 2 local implementation plan which meets the federal and/or regional 3 criteria for enforceability, identifying resources, funding, and 4 schedule for implementation of local actions that have, or will 5 be, adopted as part of the short-term subregional implementation 6 program. 7 SECTION 6. The City of San Bernardino will develop a 8 local monitoring program to monitor implementation of actions 9 taken locally to reduce trips. 10 SECTION 7.
