Home My WebLink About1993-394 .- RESOLUTION NO. 93-394 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN 1 BERNARDINO, CALIFORNIA, APPROVING THE SITE IDENTIFICATION AND 2 DESCRIPTION FOR THE BIG BEAR SANITARY LANDFILL FACILITY FACILITY IDENTIFICATION # 36-AA-OOS6 3 WHEREAS, the facility under consideration is an existing, 4 refuse disposal facility operating under permit since 1979; and 5 WHEREAS, the operating Solid Waste Facilities Permit (SWFP), 6 originally issued on August 31, 1979 is currently outdated; and 7 WHEREAS, the San Bernardino County (SBCo) Solid Waste 8 Management Department (SWMD), acting as the Lead Agency, with 9 concurrence from the Planning Department as the SBCo Board of 10 Supervisor's 11 designated Environmental Lead Agency, will duly complete a Solid Waste Facilities Permit (SWFP) application; and 12 WHEREAS, said SWFP is only issued for the revision and the 13 updating of the facility's operations, including all current 14 Regulatory Agencies' requirements, statutes and regulations; and 15 16 Identification and Description of the project for submission to the 17 18 19 WHEREAS, the SBCo SWMD has also completed the site ci ty of San Bernardino, a copy of which is attached and marked Exhibit "A"; and WHEREAS, this facility can continue to provide the SBCo SWMD a 20 method of disposing of municipal solid wastes, inert wastes, and 21 non-hazardous solid wastes; and 22 WHEREAS, Public Resources Code S50000 requires that the "site 23 Identification and Description" of a new or changed (defined as a 24 significant increase in the amount of waste handled) solid waste 25 facility which has not been identified or described in a County 26 Solid Waste Management Plan (COSWMP) must be approved or disapproved 27 October 7, 1993 1 28 93-394 by the County Board of Supervisors, and by a majority of the 1 Cities/Towns within the County which contain a majority of the 2 population of the incorporated area of the County, within ninety 3 (90) days after the site Identification and Description is submitted 4 to the city/Town or County. Exhibit A BIG BEAR (MT, DOBLE) SANITARY LANDALL PROJECT DESCRIPTION 93-394 Purpose The San Bernardino County Solid Waste Management Department (County) is currently in the process of revising the 1979 Solid Waste Facility Permit (SWFP) for the Big Bear Sanitary Landfill. Revisions will update the existing permit to be consistent with current operations and/or design of the facility and recent State-mandated operating requirements. Location The Big Bear Sanitary Landfill is located within National Forest Land in an unincorporated area of San Bernardino County (see Figure 1). The site is approximately 2 112 miles from the City of Big Bear Lake and approximately 1 1/2 miles north of Baldwin Lake and State Highway 18. Access to the landfill is provided off State Highway 189 via Holcomb Valley Road, a two-lane paved road. Proiect Summary The Big Bear Sanitary Landfill was permitted in 1979 as a Class II landfill; however, since issuance of the 1979 SWFP, the classification for this type of waste disposal facility has been redesignated Class III. ; \ The landfill began operations in 1949 as a bum site and has since developed into two separate disposal areas. The lower area consisted of a 10 acre cisposal footprint and began as a cut-and-cover landfill in 1972. Landfill operations at the lower site were discontinued in 1987 and completed final closure in 1989. The upper area of the landfill is presently operating and consists of an approximate 25 acre disposal footprint. i I f 4 I 1 j The 1979 SWFP identifies the permitted waste disposal area of the Big Bear Sanitary Landfill as 58.6 acres. This acreage was based on the 1972 USFS Special Use Permit. The 1991 Special Use Permit has been modified to allow for the use of 79 acres for solid waste disposal activities. No change in the disposal footprint from that which presently exists is requested under this SWFP Revision. The bulk of this additional acreage (20.4 acres) is located west of the active landfill adjacent to the access road traversing the site. Presently, approximately 4.5 acres have already been disturbed by accessory landfill uses (i.e.. access roads. drainage facilities, etc.). This Revision to the SWFP would allow for the disturbance of an additional 3.5 acres south of the active landfill for the potential establishment of a baling/recycling facility and approximately 9 acres west of the access road for borrow area. .~"'-.b 93-394 i I I i Table 1 summarizes the operational changes proposed in this permit revision by the San Bernardino County Solid Waste Management Department. This change is requested so 'hat the SWFP can accommodate and be consistent with eXisting operations and State solid waste disposal requirements. The potential establishment of a baling/recycling facility is being considered in response to AB 939 waste diversion goals. The baling/recycling facility, if developed, will consist of two large steel frame buildings. One building will be the recycling station (including balers). and the other building will be a retail facility for recovered items. Revision to the SWFP includes development of final grading plans which enable a more precise estimate of Mure site capacity and site life of the landfill. The final grading plan utilizes 2:1 final slopes and identifies ultimate height of the landfill as 7030 feet above mean sea level. The existing Big Bear Sanitary Landfill will be designed and operated in compliance with all applicable local and state regulations. A Mitigated Negative Declaration was adopted for the project and the Notice of Determination was filed with the Clerk of the Board of SuperviSOrs of San Bernardino County on July 24.1992, in San Bernardino County and with the Governor's Office of Planning and Research on July 30. 1992, pursuant to the California Environmental Quality Act.
