'13 393 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO OPPOSING PROPOSITION NO. 174 -- PARENTAL CHOICE IN 3 EDUCATION. 4 WHEREAS, the Mayor and Common Council believes that a free 5 public education is the cornerstone upon which our democracy, a 6 model for other free nations throughout the world is built; and 7 WHEREAS, the Mayor and Common Council believes that the San 8 Bernardino city Unified School District has made great strides in 9 contributing to an educated citizenry by offering parents an 10 unprecedented array of educational options including more than 28 11 separate magnet school programs; and 12 13 14 15 WHEREAS, unlike the educational options offered by the San Bernardino City Unified school District, the "Parental Choice in Education" Initiative would undermine the free public education in California by diverting public funds to pay the high cost of 16 tuition for existing and future private school students; and 17 WHEREAS, this proposal ignores the contributions of the 18 dedicated and caring professionals who teach in the San Bernardino 19 20 21 22 23 City Unified school District today and instead opens the door to unscrupulous profiteering diploma mills that are not fully accredited and do not meet minimal standards; and WHEREAS, while failing to provide for credentialed teachers or earthquake safe schools, this initiative would raid the state 24 treasury serious on public by hardship schools and create a 25 26 subsidizing with public tax dollars an elite dual private school financially and consigning public crippling schools system, millions of deserving students, including the most expensive and 27 28 II 93-393 1 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN OF SAN BERNARDINO OPPOSING PROPOSITION NO. 174 -- PARENTAL CHOICE IN 2 EDUCATION 3 4 difficult to educate, to inadequately funded schools. 5 NOW, THEREFORE, BE IT RESOLVED that the Mayor and Common 6 council of the city of San Bernardino do hereby strongly oppose 7 Proposition 174 -- "Parental Choice in Education" initiative. 8 I HEREBY CERTIFY that the foregoing resolution was duly 9 adopted by the Mayor 10 and Bernardino at a regular 11 21st day of October , 1993, by the following vote, to 12 wit: 13 III 14 III 15 III 16 III 17 III 18 III 19 III 20 III 21 III 22 III 23 III 24 III 25 III 26 III 27 III 28 Common Council of the city of San meeting thereof, held on the -2- 93-393 1 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO OPPOSING PROPOSITION NO. 174 -- PARENTAL CHOICE IN 2 EDUCATION 3 council Members: 4 NEGRETE 5 CURLIN 6 HERNANDEZ DEVLIN AYES NAYS x - x x x x -1L- -1L- ABSTAIN ABSENT 7 8 OBERHELMAN 9 POPE-LUDLAM 10 MILLER 11 12 13 14 Q...J.d ~ '-' ci ty Clerk The foregoing resolution is hereby approved this ~~Nc\ day of 15 16 17 18 Approved as to form 19 and legal content: October , 1993. ) I i ~ I" I r/JI'if{.
