RESOLUTION OF THE CITY OF SAN BERNARDINO MAKING APPLICATION TO THE
LOCAL AGENCY FORMATION COMMISSION OF THE COUNTY OF SAN BERNARDINO FOR THE
ANNEXATION OF THE TERRITORY LOCATED SOUTHWESTERLY OF CAJON BOULEVARD AND
SOUTHEASTERLY OF DEVORE ROAD (PROPOSED ANNEXATION NO. 343).
WHEREAS, the Mayor and Common Council as the governing body of the City
of San Bernardino desire to initiate proceedings pursuant to the Cortese-
Knox Local Government Reorganization Act of 1985, Division 3, commencing
with Section 56000 of the California Government Code, for the annexation of
the area generally located Southwesterly of Cajon Boulevard and
Southeasterly of Devore Road; and
WHEREAS, the territory proposed to be annexed is uninhabited, and a
description of the boundaries of the territory is set forth in Exhibit "C"
attached hereto and incorporated by reference as fully as though set forth
in length herein; and
WHEREAS, this proposal is consistent with the sphere of influence of
the affected City; and
WHEREAS, the reason for this proposed annexation is as follows:
A petition to annex was submitted by a property owner within the
proposed territory for annexation.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF TllE CITY OF SAN
BERNARDINO AS FOLLOWS:

Application and a proposal is hereby made to the Local

Section 56653 of the Goyernment Code requires the submission of a Plan for Seryices with eyery proposal
initiated by a resolution of a legislatiye body. The Commission has adopted standlrds for the preplra-
tion of these documents. Please attlched to this Ipplicltion I nlrrltiYe description of the Plln

The submitted Plan for Services must demonstrate that the range and level of service currently avail-
able will. at least, be maintained following completion of the change. The Plan for Services needs
to be signed. dated. and certified as to its completeness and accuracy by an official representative
of the affected city or district. A Plan for Services will be required for each affected agency
contained within a reorganization proposal.
~: Sponsors of a proposal initiated by petition may submit their proposal without a Plan for
Services. In these cases. the LAFCO office will notify the affected city or district that they will
be required to submit a Plan for Services.

NARRATIVE FOR PROVIDING SERVICES FOR A PROPOSED
ANNEXATION TO THE CITY OF SAN BERNARDINO,
FOR THE AREA GENERALLY LOCATED SOUTIIWESTERLY OF CAJON BOULEVARD,
SOUTHEASTERLY OF DEVORE ROAD
The IBayor and M_bers of the Co_on Council of the City of San Bernardino agree
and desire to annex the above described territory to the City of San Bernardino,
for the following reasons:
1. The territory proposed to be annexed is contiguous to the corporate
li.its of said City on one side.
2. The incorporation of this territory will help contribute to and
facilitate the orderly growth and developlBent of the existing City area and the
territory proposed to be annexed. This proposed annexation is within the sphere
of Intluence for the City of San Bernardino.
3. This annexation will also help to provide a unifora and orderly aanner
of growth, planning and zoning of lands, and the subdivision of lands therein in
such a aanner .ost conductive to the welfare of said City and the area proposed
for annexation.
4. The City of San Bernardino has planned for providing all typical City
services to the area under consideration for annexation. The following is an
enUlBeration and description of services which will be extended to the affected
territory, which describes the level and range of such services that will be
provided, as well as the feasibility of extending such services and any
illprovelBents that will be required by the City, along with a description of when
the service will co..ence and the financing of such illproveaents and services and
any conditions imposed by the City.
a) Planning, Zoning, Code Enforce.ent and Building Inspection
The City shall provide these services in confol'lBdllce with appropriate
GoverDIBent Codes and City Ordinances as well as following the City's
General Plan for zoning and subject to the provisions of Land Use
Ordinance No. 1991 and Specific Plan 90-01. This function is
supported by City taxes and appropriate zoning, building and perait
fees.
b) Parks and Recreation The area proposed for annexation will
have no impact on park or recreational facilities or progrdIBS, and no
additional services will be required as a result of the annexation.
The cost to the taxpayer within the proposed annexation will be
collected through the City taxes and by required fees charges to
those individuals who wish to participate in City-sponsored
recreational activities where charges and fees are applicable.
c) Library Service It is ilBpOrtant to note that the resources
of the entire library syste. are readily made available to the
proposed annexation, including the Central Library located at 6th and
"E" Streets. The cost for these services are paid through City taxes
and beco.e available i..ediately upon annexation.

d) Public safety, Police The San Bernardino Police Deparn.ent is
authorized a co-Vleaent of 244 sworn officers and approxi~tely 128
civilians not counting 72 school crossings guards.
The Patrol Division ~intains 6 beat areas of the City. The
Division presently averages 24 Police units on patrol 24 hours a day,
counting supervisory and traffic personnel.
The Detective Division has 30 sworn officers and works fro. 8:00
a.... to 5:00 p.m. daily, Monday through Friday.
The Services Division aaintains all records and identification
and provides support services to the other two Divisions on a 24 hour
a day basis. The cost for these services are paid through City taxes,
and beco.e available i..ediately upon annexation.
e) Public Safety, Fire, PardlBedic and Rescue Fire protection
services will be provided upon annexation and the affected residents
will be provided with a Class 3 rated Fire departltent with eleven
(11) different fire stations to respond. A typical structural fire on
the first alarJB deploys two (2) engine cOlBpdnies, one (1) ladder
truck cOllpaIly, a pardlBedic squad and one (1) Battalion Chief. In
addition to fire protection, the City also has a .inu.u. of five (5)
parataedic units on duty 24 hours a day. Each unit has two (2)
parataedics each, giving a total of eight (10) paraJBedics on duty at
all ti.es. The closest fire station to the proposed annexation area
is Fire Station No.5, located at 1640 Kendall Drive. The cost for
these services are paid through the City taxes and beCOJBe available
i_ediately. It fire station has also been proposed in the Pal. &
Kendall Area, which, when built, would provide services to the area.
The City currently has a pardlBedic user fee which ranges fraJa $100
$200 per call. Most health insurance progrd1B8 cover this charge. In
lieu of paying the user fee, a household ~y pay an annual fee of
$24 which would cover all pardlBedic calls irregardless of the nUlBber
of calls ~de. Currently there is no annual fee prograJI for
co..ercial properties.
f) Public Safety, Allbulance Service The City of San Bernardino,
under Ordinance No. 1987, franchise to Courtesy Allbulance COlBpdny as
the only .edical transportation carrier within the City U.its. The
rates are established Qy the above ordinance and fees are paid Qy the
user and vary.
g) Water and Sewer services The area is currently served Qy San
Bernardino Municipal Water, and they will re~in to serve this area
for the ti.e. The treat.ent, disposal and rec1_tion of waste water
is processed by the City of San Bernardino's TreatJaent Plant. Sewer
services would be available to the area upon annexation. The aethods
and availability of installing of sewer ~ins would vary, as would
the financing for such projects ( paid for by developers in the area,
assess.ent districts, etc.)
h) Public utilities Electricity, Gas and Telephone services
These services are currently provided to the project area. The City
will allow service to continue upon annexation under present
franchise agree.ents between the various utility cOlBpdnies. The rate
structure and cost to the property owners are controlled by the
Public utilities Co..ission and any expansion of future service .ill
be created by the request of developers andlor property owners.

j) Solid Waste. Collection and Disposal - When the area is annexed,
the City will provide service at that time. Also. if upon request.
the City will provide refuse service to the existing customers. or at
the end of the 5 year cancellation period. whichever comes first. The
current fee for twice a week pickup (residential) is $15.25 per
month. Co_ercial rate vary widely, depending on the type of
container and frequency of pick-up. A 3 yard bin is $9.00 per month
bin rental and $57.69 per month for once a week pickup. A 4 yard bin
is $10.00 per month rental and $76.92 per month for once a week
pickup. A 20 yard roIl-off bin is $45.00 per month rental and $258
.per pickup.
k) street Sweeping . lighting and maintenance street sweeping is
currently done on a twice a month basis. Street repair andlor
lMintenance is done on an as needed basis. The costs for street
maintenance is paid for through the City taxes. and the service
becomes availab1e iaaediate1y upon annexation. street sweeping and
street lighting is paid for through City-wide Assessment District No.
994. The annual assessment for single filllily parcel is about $48.00
per year. The coaaercial rate is 4 assessment units (one assessment
unit is currently about $48.00) per acre of land. Annexed property is
not automatically annexed into the assessaent district. since that
will require a separate proceeding. but the services become available
i_ediately.
5. Special Taxes In addition to the regular property taxes. an 8.5f.
utility tax is collected Qy the City to offset costs of the general services
provided. This amount is billed and paid through the respective utility's billing
process. As stated above, the annexed area would be subject to City-Wide
Assessment District No. 994, but would require a separate proceeding.
6. Conditions - There are no special conditions that will be imposed as
a result of this annexation.
