PROGRAM 4 OFFICER PROVIDED BY THE SAN BERNARDINO POLICE DEPARTMENT. 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 SECTION 1. WHEREAS, the San Bernardino City Unified School District, (hereinafter "District"), has received funding from a Comprehensive Alcohol and Drug Prevention Education Grant, (hereinafter "CADPE"), for the City to provide an additional Drug Abuse Resistance Education (here- inafter "D.A.R.E.") officer to the District; now, SECTION 2. THEREFORE, BE IT RESOLVED that the Mayor and Common Council hereby ratify that Memorandum of Under- standing concerning the CADPE Grant, a copy of which is attached as Exhibit "A" to this Resolution. EXHIBIT A Between SAN BERNARDINO CITY UNIFIED SCHOOL DISTRICT And SAN BERNARDINO CITY POllCE DEPARTMENT Concerning the DRUG ABUSE RESISTANCE EDUCATION (DARE) PROGRAM This memorandum of understanding is entered into for the purpose of jointly sponsoring the Drug Abuse Resistance Education (DARE) program in an effort to prevent substance abuse by students attending schools within the District. In order to accomplish this goal the San Bernardino City Unified School District and the San Bernardino City Police Department jointly agree as follows: The San Bernardino City Police Department shall provide three (3) full-time police officers to teach the DARE Program. Under certain circumstances and upon mutual agreement, the number of officers or the number of hours provided by the officers may be reduced. The San Bernardino City Police Department shall arrange for DARE Officer Training offered by the Los Angeles City Unified School District. All District schools within the San Bernardino City Unified School District boundaries are to be served. Deliyery dates will be mutually agreed upon by the District and the Police Department. The San Bernardino City Unified School District will provide instructional materials, program scheduling and student/teacher materials. This Memorandum of Understanding shall be for a period beginning July 1. 1992, through June 30. 1993. It may be renewed or modified by mutual written consent of the parties inyolved. The local police will supply three full-time officers to teach the D.A.R.E. program and other substance abuse prevention education and inservice training. Time Frame This program will begin in July, 1990 and continue through June 30, 1~9r. Delivery dates are mutually agreed upon by the school district and police department to fulfill the components of this proposal. Location The target schools will be Emmerton, Roosevelt, Muscoy, Del Rosa, Bradley, Riley, California, Mt. Vernon, Alessandro, Lincoln, Curtis, Arrowview, Golden Valley, Richardson, Serrano, King, Del Vallejo, Shand in Hills, Sierra, San Andreas, San Bernardino, San Gorgonio and Cajon. Resources As outlined in the budget component, the San Bernardino City Unified School District will provide the services of Campus Security Officers, school admininstrators, counselors, facilitators, peer leaders, advisors and instructors and the San Bernardino Police Department will provide police officers as their contribution to the requirement for twenty-five percent matching funds. San Bernardino City Unified School District CERTIFICATION OF MINUTES The Board met in regular session on the 6th day of August, 1991, at the usual meeting place thereof. The meeting was called to order at 5:30 p.m. Members present: H. Brown, M. Brown, Neigel, Obershaw, Savage, Yeager Members absent: Diaz The adoption of the following resolution and order was moved by Member Savage, and seconded by Member Yeager, and a vote being taken, the said resolution and order was adopted by the following votes of members present at that time. Brown, Obershaw, Savage, Yeager NOES: Members None ABSTENTIONS: Members None Absent for Vote: Neigel BE IT RESOLVED that the Board of Education approves entering into the Memorandum of Understanding with the San Bernardino City Police Department for the joint sponsoring of the Comprehensive Alcohol Drug Prevention Education (CADPE) Program and the providing of a Drug Abuse Resistance Education (DARE) officer funded by the District's CADPE grant, effective October 1, 1991, through September 30, 1992, per terms of the Memorandum of Understanding. The cost, not to exceed $57,025.00, is to be funded by Comprehensive Alcohol Drug Prevention Education (CADPE) Program Account No. 372. BE IT FURTHER RESOLVED that Harold L. Boring, Assistant Superintendent, Administratiye Services, be authorized to sign said Memorandum of Understanding on behalf of the Board of Education. I, E. RES 93-175 ORIGINAL MEMORANDUM OF UNDERSTANDING Between SAN BERNARDINO CITY UNIFIED SCHOOL DISTRICT And SAN BERNARDINO CITY POLICE DEPARTMENT Concerning an ADDITIONAL DRUG ABUSE RESISTANCE EDUCATION (DARE) OFFICER Project DARE (Drug ...t\buse Resistance Educatinn) is a substance use prevention education program designed to equip children with skills for making decisions, managing stress, and withstanding negative peer pressures to use tobacco, drugs, and alcohoL The San Bernardino City Unified School District (District) and the San Bernardino City Police Department (SBPD) are committed to jointly sponsoring this program, and agree as follows: The District hereby contracts with SBPD to provide an additional DARE Officer. One-half of the DARE Officer's monthly salary and benefits shall be funded by the District from Tobacco Use Prevention Education (TUPE) funds. SBPD may invoice the District on a quarterly basis. This Memorandum of Understanding is contingent upon continued receipt of sufficient TUPE grant funding. SBPD shall arrange for DARE Officer Training offered by the Los Angeles City Unified School District. DARE services delivery dates will be mutually agreed upon by the District and SBPD. All schools within the District boundaries are to be served. This Memorandum of Understanding shall be for a period beginning October 1. 1992, through June 30. 1993.
