6
WHEREAS, during this time of budget difficulties, the problem
7
of maintaining a decent standard of living in America has increased
8
along with the task of meeting the needs of persons of low and moderate
9
income, as evidenced by the dwindling supply of affordable housing, the
10

11
hunger and malnutrition as measures of widening economic disparity; and,
12
WHEREAS, the Federal Community Development Block Grant Program
13
has operated since 1974 to provide local governments with the resources
14
required to meet the needs of persons of low and moderate income; and
15
WHEREAS, the nature of the Community Development Block Grant
16
program, with its diversity of program design and administration, its
17
ability to respond to local1y determined priorities, and its facility
18
for being last resort funding, has caused the Congress and the nation
19
to appreciate the critical value of the program, and the significant
20
number of organizations and projects that rely on its funds for
21
support; and
22
WHEREAS, the significant 17.6% increase in nationwide
23
Community Development Block Grant funding from $3.4 billion in 1992 to
24
$4 billion in 1993, is a clear testimony to the value and effectiveness
25
of the program nationwide; and,
26
WHEREAS, a week recognizing national community development
27
will encourage local governments, nonprofit organizations, and
28
community residents throughout the nation to reaffirm the significance
RES

2 toward meeting the needs of persons of low and moderate income.
3 Now, therefore, be it resolved that the Mayor and Common
