QA-n~ A RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN 1 BERNARDINO, CALIFORNIA, AUTHORIZING A USED OIL RECYCLING BLOCK GRANT 2 APPLICATION. 3 WHEREAS, the people of the state of California have enacted the 4 California oil Recycling Enhancement Act that provides funds to 5 cities and counties for establishing and maintaining local used oil 6 collection programs that encourage recycling or appropriate disposal 7 of used oil; and 8 WHEREAS, the California Integrated Waste Management Board has 9 been delegated the responsibility for the administration of the 10 program within the state, setting up necessary procedures governing 11 application by cities and counties under the program; and 12 WHEREAS, said procedures established by the California 13 Integrated Waste Management Board require the applicant to certify 14 by resolution the approval of application before submission of said 15 application to the state; and 16 WHEREAS, the applicant will enter into an agreement with the 17 state of California for development of the project; 18 NOW THEREFORE, be it resolved that the Mayor and Common Council 19 of the city of San Bernardino authorizes the submittal of an 20 application to the California Integrated Waste Management Board for 21 a 1993/94 Used oil Recycling Block Grant. Pay for the hiring of a suitably knowledgeable, educated, and professional person to complete the tasks necessary to ensure program success. 2. Through incentives to private businesses, create 14 privately operated certified used oil recycling collection centers within San Bernardino. 3. Enhance public awareness through displays, signs, and brochures mailed to each residence. 4. Involve city schools, students, and parents through a participative contest program (poster designing and writing contests) . 3 94-232 BACKGROUND The City of San Bernardino has a population of over 170,000 residents. It is the largest city in the largest county (San Bernardino) in California. The city has only a single uncertified used oil collection center. The County of San Bernardino operates a drop-off point through its Household Hazardous Waste Program open from 9: OOam to 4: OOpm Monday through Friday. Plans are underway to implement a Household Hazardous Waste Collection Center at the city's yard and develop the used oil recycling program described below. PROGRAM DESCRlYfION & GOALS San Bernardino's used oil recycling program is built on opportunity, education, awareness, and involvement. This grant application ties in with other applications to provide complete coverage. This grant provides the following elements of the program: 1. Opportunity - San Bernardino currently has no certified used oil collection points. Hiring a certification "salesman" and offering incentives to current oil dealers (grant money to pay certification fees and subsidize bulk collection) is expected to produce 14 certified privately owned used oil collection centers. These collection centers will provide "immediate" disposal opportunities for individuals unwilling or unable to wait for the weekly scheduled curbside pickups (to be implemented by funds from an Opportunity Grant). 2. Education - The City through the Used oil Coordinator will offer to the city schools a resource for presentations on used oil recycling and will provide brochures for teacher use. A poster and writing contest will be offered to each of the city's 58 schools modeled on the Forest Service's "Smokey the Bear, Only You Can Prevent Forest Fires" contest. Prizes ($100 savings bonds) will be awarded contest winners, parents of winners will receive certificates to pay for a lube job, and schools will be offered 100 reams of recycled printing paper to participate. 3. Awareness - The city will develop a comprehensive used oil collection brochure for distribution to over 42,000 residences (171,000 population) through utility bill mailing. The brochure will contain a map of the city highlighting collection locations and hours of operation. Brochures will also explain to residents the advantages of recycling their oil at certified used oil recycling centers. A section of the brochure will focus on the environmental dangers we face by illegally dumping oil on soil or in the waste water treatment systems. The brochure will contain the city's recycling information telephone number to assist individuals with any 4 4. 5. 94-232 6. additional questions regarding recycling. The used oil collection brochure addresses the issue of public awareness and education. Graphics will be used extensively to increase the audience size and overcome language/literacy barriers. Direct mailing of the brochure will dramatically increase public awareness and provide customers with information they can keep on their refrigerator for future use. Involvement - The educational program will involve educators, students, and parents. The oil coordinator will offer seminars to adults through the city Recycling Program. Business owners will become involved in actively collecting recycled oil. Finally, the posters created by the children will be displayed at schools and in public places (banks, malls, city Hall, etc.). Area Descritltion - San Bernardino is a California Charter city, operating under a strong Mayor/Council type of government. The Common council members represent the seven wards (see map at Tab A) and serve four year terms. Located against the San Bernardino Range foothills, San Bernardino is the County Seat and home to 171,000 people. Cootlerative Effect - San Bernardino will work with local educators and merchants to certify the used oil collection centers. Public Education - The city of San Bernardino's application provides public education to the citizens of San Bernardino with potential direct contact with every household in the City. The city's grant proposal outlines the development of an educational brochure to inform the public of existing non- certified and new certified used oil collection facilities (created through the grant by the oil Recycling Coordinator) . The brochure will also appeal to citizens to recycle and address rationale to motivate them to do so. The schools contest program in San Bernardino's application provides a second target audience, school age children, and also hopes to influence their parents through this program. Finally, public display of the oil recycling posters created through the schools contest program should significantly increase public awareness and knowledge.
