RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A
CONTRACT TO PAUL GARDNER CORPORATION FOR INSTALLATION OF TRAFFIC
SIGNAL INTERCONNECT AND MODIFICATIONS ON HIGHLAND AVENUE,_ FROM
MUSCUPIABE DRIVE TO SIERRA WAY; AND APPROVING DEDUCTIVE CONTRACT
CHANGE ORDER NO. ONE,
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1.
Paul Gardner Corporation is the lowest
responsible bidder for,
Installation of Traffic Signal Inter-.
connect and Modification of Traffic Signals along Highland
Avenue, from Muscupiabe Drive to Sierra Way, per Plan No. 8871.
A contract for the Basic Bid is awarded accordingly to said
bidder for the low bid price of $324,517.70, and Deductive
Contract Change Order No. One is approved to authorize a decrease
in the contract price of ($20,187.01), for a net final contract
price of $304,330.69, but such aVlard shall be effective only upon
the contract being
fully executed b~' both par':ies.
All other
bids, therefore,
are hereby rejected.
The Mayor
is hereby
authorized and directed to execute said contract on behalf of the
City; a copy of the contract is on file in the office of the City
Clerk and incorporated hen,in bv reference as fully as though set
forth at length.
SECTION 2.
This contract and any amendment or modi fica..
tions thereto shall not take effect or become operative until
fully signed and executed by the parties and no party shall be
execution.
No
obligated hereunder until the time of such full
waivers
modifications
are
amendments,
or
oral
agreements,
intended or authorized and shall not be implied from any act or
course of conduct of any party.

NOTICE IS HEREBY GIVEN that the Ci ty of San Bernardi no wi 11
receive bids or proposals for:
TRAFFIC SIGNAL MODIFICATION AND INTERCONNECT
ON
HIGHLAND AVENUE
FROM
MUSCUPIABE DRIVE TO SIERRA WAY
in accordance with Special Provisions No. 8871 on file in
the Office of the City Engineer, 3rd Floor, San Bernardino City
Hall.
Deliver all bids to the City Engineer's Office, 3rd floor, City
Hall, 300 North "D" Street, San Bernardino, California, with
the Specification title and number clearly marked on the
outside of the envelope.
Said bids or proposals will be received up to the hour of 2:00
p.m.. on . .D€.cember. 21 , 1993, at which time all of said DTiIS
or proposals wlll be pUblicly opened, examined and declared in
the City Engineer's Conference Room, third floor, City Hall.
No bid will be received unless it is made on a proposal form
furnished by the City. All bids or proposals shall be signed,
sealed and accompanied by cash, cashier's check, certified
check or bid bond made payable to the City of San Bernardino,
in the amount of ten percent (10%), of the bi d. Such cash,
check or bond shall be gi ven as a guarantee that the bi dder
will enter into the contract if awarded to him. In the event
the bi dder refuses to execute sai d contract, the use by the
public of the improvements will be delayed, and the pUblic will
suffer great damage. From the nature of the case, it woul d be
extremely difficult and impractical to fix said amount of
damages. Therefore, the City and the bidder agree that the
above sum of 10::; shall be paid to the City upon the condition
above set forth as liquidated damages and not as a forfeiture.
A 11 bonds furni shed pursuant to thi s noti ce must be
underwritten by a surety company having a rating in Best's most
recent Insurance Guide of "A" or better.

Pursuant to 1 aw, the Mayor and Common Council of the City of
San Bernardino, by Resolution No. 90-358 and any and all
amendments thereto which are hereby referred to and made a part
thereof by references as fully as though set forth at length
herein, have ascertained and determined the general prevailing
rate of per diem wages, and of per diem wages for legal
holidays and overtime work for each craft or type of workman
needed in the execution of contracts under jurisdiction of said
Mayor and Common Council.
Said prevailing rates of wages shall conform to "General
Prevailing Wage Determination made by the Director of
Industrial Relations", filed in the Office of the City Clerk,
which are made a part of said Resolution No. 90-358 and
amendments thereto.
The. Contractor may substitute securities for any monies
withheld by the Agency to ensure performance under the contract
as provided for in Section 22300 of the California Government
Code and Section 10263 of the California Public Contract Code.
It shall be mandatory upon the Contractor to whom the contract
is awarded and upon any sub-contractor under him to pay not
less than said specified rates to all laborers, workmen, and
mechanics employed by them in the execution of the contract,
and to prevent discrimination in the employment of persons
because of race, creed, color, or national origin, as set forth
in the provisions of Resolution No. 7414 of the Mayor and
Common Council Df the City of San Bernardino.

SECTION 2
2-1 PROPOSAL REQUIREMENTS AND CONDITIONS
2-1.01 GENERAL -- Bids must be submitted on the proposal
form contained hereln. All bids or proposals shall be signed,
sealed and accompanied by cash, cashier's check or bid bond made
payable to the City of San Bernardino, in the amount of ten
percent (10%) of the bi d. Such cash, check or bond shall be
given as a guarantee that the bidder will enter into the
cDntract, if awarded to him. In the event the bidder, to whom
the contract is awarded, refuses to execute said contract, the
use by the public of the improvements will be delayed and the
public will suffer great damage. From the nature of the case, it
would be extremely difficult and impractical to fix said amount
of damage. Therefore, the City and the bidder agree that the
proposal guarantee of 10% of the bid shall be paid to the City
upon the conditions set forth above as liquidated damages and not

SECTION 3
3-1 AWARD AND EXECUTION OF CONTRACT
3-1.01 GENERAL -- Award of the contract will normally be
made by the Mayor and Common Counci 1 at the subsequent Counci 1
Meeting after opening of the bids. The bidder, to whom the
contract is awarded, shall file with the Engineer all required
bonds and insurance policies, and execute the contract, within 10
calendar days after receiving notification of the award. Failure
to file the stipulated documents and execute the contract within
the prescribed time shall constitute good and sufficient grounds
for rescission of the award and payment of 10% of the bid to the
City as liquidated damages.

SECTION 5
5-1 LEGAL REQUIREMENTS
5-1.01 LIABILITY INSURANCE The Contractor's attention
is directed to Sectlon 7-3, "Liability Insurance", of the
Standard Specifications, providing that the Contractor shall
furnish the City with a policy or certificate of liability
insurance as prescribed therein, prior to execution Df the
contract.
5-1.02 WORKMEN'S COMPENSATION INSURANCE -- The Contractor's
attention is directed to Section 7-4, "Workmen's CompensatiDn
Insurance", of the Standard' Specifications, providing that the
Contractor shall file a signed certification Certificate of
Workmen's Compensation Insurance before execution of the
cDntract.
5-1.03 PAYMENT OF PREVAILING WAGE RATE -- The Contractor
and all subcontractors shall pay each craft or workman employed
on this project not less than the prevailing wage rates specified
in Resol uti on No. 90-358 of the Mayor and Common Council of the
City of San Bernardino. The Engineer shall have the right to
interview any craft or workman on the project site in order to
verify payment of prevailing wage rates in accordance with
Resolution No. 90-358. Prevailing wage shall comply with current
rates and all updates.
5-1.04 PAYROLL RECORDS -- The Contractor's attention is
directed to the following provisions of Labor Code Section 1776
(Stats. 1978, Ch. 1249). The Contractor shall be responsible for
the compliance with these provisions by his subcontractors.
(a) The Contractor and all subcontractors shall keep an
accurate payroll record, showing the name, address, social
security number, work classification, straight time, and overtime
hours worked each day and week, and the actual per deim wages
paid to each journeyman, apprentice, worker, or other employee
employed by him or her in connection with the public work.
(b) The payroll records enumerated under subdivision (a)
shall be certified and snall be available for inspection at all
reasonable hours at the principal office of the Contractor on the
following basis:
(1) A certi fi ed copy of an employee's payroll record
shall be made available for inspection or furnished to such
employee or his or her authorized representative on request.

(c) Each Contractor shall fi 1 e a certi fi ed copy of the
records enumerated in subdivision (a) with the Engineer on a
weekly basis. It will be the Contractor's responsibility to
submit.the records enumerated in subdivision (a) for all of his
subcontractors, in addition to his own employees. Failure to
submit the records enumerated in subdivision (a) on a timely
basis shall constitute good and sufficient reason for withholding
the partial payments for work accomplished.

SECTION 6
6-1 GENERAL
6-1.01 INCREASED OR 9ECREASED QUANTITIES -- If the total
pay quantity of any item of work, subJect to the provisions in
Section 3-2.2.1, "Increased or Decreased Quantities", of the
Standard Specifications varies by more than 25 percent,
compensation payable to the Contractor will be determined in
accordance with said Section 3-2.2.1 and these Special
Provisions.
When the compensation payable for the number of units of an
item of work performed in excess of 125 percent of the Engineer's
Estimate is less than $1,500 at the applicable contract unit
price, the Engineer reserves the right to make no adjustment in
said price if he so elects, except that an adjustment will be
made if requested in writing by the Contractor. Such
Contractor's request shall be accomplished by adequate, detailed
data to support costs of the item.

6-1.02 SOUN9 CQNTRQ!" REQUIREMENTS -- Sound control shall
comply with Chapter 8.54 of the Clty of San Bernardino Municipal
Code and these Special Provisions.
The nDi se 1 evel from the Contractor's operati ons. between
the hours of 9:00 p.m. and 6:00 a.m., shall not exceed 86 dbA at
a distance of 50 feet. This requirement in no way relieves the
Contractor from responsibility for complying with local
ordinances regulating noise level.
Said noise level requirements shall apply to all equipment
on the jOb or related to the job, including but not limited to
trucks, transit mixers or transient equipment that mayor may not
be owned by the Contractor. The use of loud sound signals shall
be avoi ded in favor of 1 i ght warni ngs except those requi red by
safety laws for the protection of personnel.

6-1.03 PERMITS AND LICENSE -- The Contractor shall obtain a
City Business Registratlon prior to execution of the contract.
6-1.04 EXTRA WORK -- Any extra work done shall conform to
the provisions of Section 3.3, "Extra Work", of the Standard
Specifications, subject to the restrictions of Section 20452 and
20455 of the Public Contract Code. However, equipment rental
rates shall conform tD State of Cal ifornia Business and
Transportation Agency, Department of Transportation, Division of
Construction, "LABOR AND EQUIPMENT RENTAL RATES", latest edition,
unless the extra work is done for a negotiated price.
6-1.05 HO~RS OF. lABOR -- In the event that the Engineer is
reguired by the Contractor's operations to work more than eight
(B) hours in any given day, or more than forty (40) hours in any
gi ven week, or on any Saturday, Sunday, or Hol i day, in the
setting of Lines and Grades or performing inspectiDns, the
Contractor shall pay an amount to the Ci ty equal to one and a
half (1 1/2) times the Engineer's normal wages and fringe
benefits. Such amount shall be deducted from the next following
progress payments.
Designated legal holidays are: January 1st, the third
Monday in February, the 1 ast Monday in May, July 4th, the fi rst
Monday in September, November 11th, Thanksgiving Day, and
December 25th. When a designated legal holiday falls on a
Sunday, the following Monday shall be a designated legal holiday.
When November 11th falls on a Saturday, the preceding Friday
shall be a designated legal holiday.
6-1.06 PAYMENTS -- Attention is directed to Section 9-3,
"Payments", and 9-3.2, "Partial and Final Payment", of the
Standard Specifications and these Special Provisions.
No partial payment will be made for any materials on hand
which are furnished but not incorporated in the work.
The Contractor shall submit "As Built" project drawings to

10-1 .MAINTAINING TRAFFIC
10-1.01 STANDARDS All warning signs, lights,
barricades and devices placed upon a street to control traffic,
shall be in conformance to the latest edition of the manual
published by the State of California, Business, Transportation
and Housing Agency, Department of Transportation, entitled
"Manual of Traffic Controls", for use in performance of work
upon highways.
The Contractor shall furnish, install, and upon completion
of the work, remove all signs and warning devices required for
directing, protecting, and detouring the public during
construction.
10-1.02 TRAFFIC -lANES -- Traffic lanes shall have a
minimum width of 10 feet. A minimum shoulder width of 2 feet
shall be provided adjacent to curbs, posts, and other similar
obstructi ons, and 5 feet shall be provi ded adjacent to any
excavation, unless otherwise authorized by the Resident
Engineer.
10-1.03 PARKING RESTRICTIONS -- Unless otherwise provided
herein, the contractor may post temporary "NO PARKING" signs
within the area of work as required to facilitate construction
operations, sUbject to the approval of the Engineer.
10-1.04 PEDESTRIAN. CROSSINGS

The full width of the traveled way shall be open for use
by pUblic traffic on Saturdays, Sundays, and designated legal
holidays, after 3:00 p.m. on Fridays and the day preceding
designated legal holidays, and when construction operations are
not actively in progress on working days.
Personal vehicles of the Contractor's employees shall not
be parked on the traveled way at any time.
The provisions in this section may be modified or altered
if, in the opinion of the Engineer, public traffic will be
better served and work expedited. Said modifications or
alterations shall not be adopted until approved in writing by
the Engineer.
10-1.06 PUBLIC - -CONVENIENCE Duri ng the progress of
work, adequate provision shall be made by the Contractor to
accommodate the normal vehicular and pedestrian traffic along
streets, immediately adjacent to or crossing the work, so as to
cause a minimum of inconvenience to the general public.
10-1.07 NOTIFICATIONS -- The Contractor shall notify, in
writing, the Englneer and the Superintendent of Public Services
at 1 east two (2) days in advance of begi nni ng constructi on
operations on any street. Contractor shall reaffirm the
notification twenty-four hours in advance of construction
operation.
The Contractor shall notify the Chief of the City Fire
Department, (909) 384-5286, and the Watch Commander of the City
Police Department, (909) 384-5011, at least twenty-four hours
in advance commencing construction operations on any street,
alley, or pUblic thoroughfare.
All businesses and residences along streets within the
limits of any work shall be notified by the Contractor, in
writing, at least 5 days prior to commencement of work. This
notification shall explain the sequence of work and indicate
any restrictions of access. Verbal notification shall be given
to all businesses and residences at least 18 hours in advance
of commencing work on each street.

10-2.04 REMOVING TRAFFIC STRIPES-AND PAVEMENT MARKINGS
Traffic stripes and pavement markings to be removed wlll be
designated by the Engineer.
Where blast cleaning is used for the removal of painted
traffic stripes and pavement markings or for removal of
objectionable material, and such removal operation is being
performed within 10 feet of a lane occupied by public traffic,
the residue including dust shall be removed immediately after
contact between the sand and the surface being treated. Such
removal shall be by a vacuum attachment operating concurrently
with the blast cleaning operation.
Full compensation for removing conflicting traffic stripes
and pavement markings shown on the Plans shall be considered as
included in the contract price paid for the various items of
work and no separate payment will be made therefor.

Painting traffic stripes (trafflc lines) and pavement markings
shall conform to the provisions in Section 310-5.6, Painting

10-3.01 DESCRIPTION Traffic signals and lighting
systems shall conform to the provisions in Section 86, "Signals
and Lighting", of the Specifications entitled, "State of
California, Department of Transportation Standard
Specifications", dated July 1992, and the California Standard
Plans, dated July 1992, and these Special Provisions.

After conductors have been installed, the ends of conduits
terminating in pull boxes, and in service and controller
cabi nets shall be sealed wi th an approved type of seal i ng
compound.
Conduit shall be rigid metal.
At locations where conduit is to be installed by jacking
or drilling as provided in Section 86-2.05C, "Installation", of
the Standard Specifications, and if delay to any vehicle will
not exceed --5 minutes, conduit may be installed by the
trenching method as follows:
TRENCHING INSTALLATION-OF CONDUIT -- Conduit shall be
placed under eXlstlng pavement ln a trench approximately 2
inches wider than the outside diameter of the conduit to
be installed. Trench shall not exceed 6 inches in width.
Conduit depth shall not exceed 12 inches or conduit
trade-diameter plus 10 inches, whichever is greater,
except that at pull boxes the trench may be hand dug to
required depth. The top of the installed conduit shall be
a minimum of 9 inches below finish grade.

Prior to spreading asphalt concrete, paint binder shall be
applied as specified in Section 39-4.02, "Prime Coat and Paint

compacting of asphalt concrete shall be performed by any method
which will produce an asphalt concrete surfacing of uniform
smoothness, texture and density.
All excavated areas in the pavement shall be backfilled,
except for the top 0.10-foot, by the end of each work period.

consist of six palr 12-wlre, No. 19 AWG solid copper conductors
each insulated with a high molecular weight, heat stabilized,
color coded polyethylene material. conductors shall be twisted
pairs. The core shall be wrapped in a laminated aluminum
foil Ipolyester materi al with a separate i nsul ated copper
stranded grounding conductor, located between the polyester and
aluminum foil, to provide 100 percent shielding. The resulting
cable shall be covered with an outer jacket consisting of an
extruded high molecular weight, heat stabilized, PVC material a
sunlight and chemicals, shall withstand temperatures of -20.C
to 80.C, and shall conform to the requirements of Specification
PE-22 July 1971 issue. The nominal outside diameter of the
cable shall be approximately 0.333 inch. Interconnect cable
shall not be spliced.
10-3.10 PAYMENT -- Payment for interconnect cable shall
be made at the contract unit price per lineal foot as shown on
the Plans, and for furnishing all labor, materials, tools
equipment and incidentals, and for doing all the work involved
in furnishing and installing the interconnect cable systems as
shown on the Plans, as specified by the Engineer, including any
necessary pull boxes, loop detectors, detector lead-in cables,
excavation and backfill, restoring sidewalk pavement and
appurtenances damaged or destroyed during construction; provide
all equipment necessary for a complete and operating signal
interconnect system; and for making all required adjustments
and tests.
10-3.11 FUNCTIONAL TESTING -- The functional test for
each lighting system shall conslst of not less than 7 days. If
unsatisfactory performance of the system develops, the
conditions shall be corrected and the test shall be repeated
until the 7 days of continuous, satisfactory operation is
obtained.
10-3.12 CONTROLLER TESTING -- The complete controller
system, including the cablnet, shall be delivered to the City
designated testing lab.

Prior to testing, the materials delivered must display or
provide the following information:
a. Project identification
b. Job location
c. Contractor's name, address and telephone number
d. Manufacturer's name, address and telephone number
e. Controller program identification
f. All auxiliary equipment shall be provided prior to
testing (sensor unit isolators conflict monitor)
~Ihen notified by the testing lab, the Contractor shall
pick up the complete controller systems and haul same to the
site of the work at his expense.
The Contractor shall allow a minimum of 10 working days
for operational testing with the added provisions that if the
equipment should fail, and additional 10-days period shall be
allowed for retesting.
All transportation andlor shipping costs for the complete
controller system shall be borne by the Contractor.
Prior to testing, the manufacturer shall have furnished
Certificates of Compliance for the complete controller system.
The manufacturer shall notify the Engineer and the testing
lab a minimum of 48 hours prior to delivery of equipment to be
tested.
Cost for controller testing shall be paid for in the
following manner:
1. Controller systems which do not pass testing shall be
paid for by the Contractor as a deduction from his
contract.
2. Controller systems which pass testing will be paid
for by the Ci ty.
Controller systems which fail the testing shall be picked
up by the Contractor for repairs and then redelivered to the
testing lab for retesting.
10-3.13 MODEL 170 CONTROLLER -ASSEMBLY Model 170

The Type 170 controller assembly shall consist of a Model
170 controller unit, completely wired Model 332 controller
cabinet. Controller cabinet is to be painted "Sea Foam Green".
Model 222 or 224 i nducti ve loop detector sensor uni ts, Model
242 isolators, Model 210 conflict monitor, 412 Prom Module,
Model 200 switch packs, Model 400 Modem, Model 204 fl asher
units and other equipment required to provide a complete
control system shall be furnished and installed. The software
programs will be furnished by the City for Field Master and
local programs and will also be compatible with the City's
Central Office Surveillance Computer (IBM AT using BI TRANS
software 200 SA) and Caltrans surveillance computer usinQ C-8
local controller software. Contractor shall furnish the Blank
Program Chips to the City and Caltrans.
The Contractor shall construct the controller cabinet
foundations (including furnishing and installing anchor bolts),
shall install the controller cabinets on said foundations, and
shall make all field wiring connections to the terminal blocks
in the controller cabinets.
In addition to the provisions in Section 86-3.11, "Model
170 Controller Assembly", of the Standard Specifications, the
Model 170 Controller Assembly, including all auxiliary
equipment, shall conform to the State of California, Business
and Transportation Agency, "Traffic Signal Control Equipment
Specifications", dated 1987, and any subs~quent addendum.
The above-referenced documents are available from the
State of California, Bids and Documents Section in Sacramento,
for a fee.
The Contractor shall also provide sufficient auxiliary
equipment required to control the signal indications shown on
the Pl ans, as speci fi ed in Secti on 86-3.11 of the Standard
Specifications and these Special Provisions.
A test program for the Model 170 controller unit as
required in Chapter One, Section VIII, of the Traffic Signal
Control Equipment Specifications (housed on 4 chips), shall be
furnished. This is in addition to 8 chips to be furnished for
each controller prom module.
The Contractor shall arrange to have a signal technician,
qualified to work on the controller unit and employed by the
controller unit manufacturer or his representative, present at
the time the equipment is turned on.
Each controller shall have a local controller package
consisting of 1 Model 400 Modem, 1 Model 412 AZ Prom with
software, C2 Connector.

10-3.14 FIELD MASTER CONTROLLER -- The 170 Field Master
Controller shall utlllze the BI-TRANS 200 FM: Version IC
August 1991, Field Master Software and provide time of day to
be totally compatible with the BI-TRANS 200 SA and Caltrans C-8
Local Controller Programs and traffic responsive control for as
many as sixteen local controllers. The Field Master Controller
unit shall meet "The CalifornialNew York Type 170 Traffic
Signal Controller System Hardware Specifications" pUblished by
the Federal Highway Administration in FHWA-IP-78-16.
The Field 170 Master shall communicate with each local
controller at least once every two seconds. The 210 FM Program
shall utilize an internal Model 400 modem for communications
with the local controllers at 1200/2400 baud over a 4-wire
full-duplex circuit.
The Field Master shall be provided with four communication
ports and have the capability to communicate with two Office
Masters (IBM PC AT or equivalent, including lap-top computers)
via two dial-up modems and telephone lines. The modems shall
utilize a second and third serial ports in the Field Master.
The fourth communication port shall be located on the front of
the controll er and used for upl oadi ng and downl oadi ng to a
portable computer.
The Field Master shall contain an integral time of daylday
of week software clock. The clock shall automatically correct
itself for changes from and to Daylight Savings Time and also
for Leap Year. The current ti me of day (hours and mi nutes),
day of week and current operating plan shall be capable of
being viewed simultaneously on the front panel of the Field
Master.
The Field Master shall select coordination plans in the
following priority:

Field Master Controller shall have a Master Controller
package consisting of 1 Model 170 Controller with QUAD ACIA
Ports, 1 Model 412 Prom Module with software, 1400 Modem, 2

implement specific coordination plans, free or system
flash operation by time of day. The specific
coordination plans shall be numbered 1 through 9.

At least thirty-two times of day (events) shall be
selectable by the operator to change the operating plan. The
plans shall be scheduled on a repeating basis by day of week.
The events shall be implemented on any combination of days of
the week.
It shall, also, be possible to schedule the plans on a one
time basis for holidays for special events up to two weeks in
advance.
B. Local Controller Communications: The Field Master
shall monitor the operation of each local controller
and shall request status information from each local
once every two seconds. The local controller shall
respond with status for phase greens, preempt,
manual, flash, and communication error. The status
report from each local controller shall be updated
and sorted for transmission to the personal computer.
Upon detecti on of any 1 oca 1 controll er havi ng
extended communication failures, going into
unscheduled flash or manual operation, an alarm shall
be logged for transmission to the personal computer.
The Field Master shall poll the local controllers once per
minute for system detector volume and occupancy data. The
Field Master shall transmit a synchronization pulse common to
all local controllers at the beginning of each master cycle.
C. Personal Computer Communications: To use a Personal
Computer Communications option it is necessary for
the Field Master Model 170 controller to have three
serial communications ports. One port is used with
the internal Model 400 modem for communications
options to the local controllers. The second and
third serial ports shall be used for communications
with the personal computer. Both serial ports shall
be capable of interrupting the processor to assure
maximum throughput and that received and transmitted
data will not be lost.
The second and third serial ports shall be used with an
external modem for communications with two remote personal
computers. ~Ihen using dial-up telephone lines, the external
modems shall be a commercially available auto-answer, auto-dial
1200 baud modems. When using a portable personal computer, it
can be directly connected to the RS-232 si gnal s on the second
or third serial port connector.

10-3.15 LOCAL --INTERSECTION--PROGRAM The local
intersection program shall be as described in Local
Intersection Program -- Users Manual and Software Documentation
pUblished by the Federal Highway Administration as
Implementation Package FHWA-IP-79-10, dated August 1979,
supplemented andlor modified as follows:
A. Operator Interface: The phase timing parameters
(walk, yellow, etc.) and their front panel display
codes shall be identical with the above referenced
local intersection program with the following
enhancements:
1. It shall be possible to display the preceding or
next INTERVAL or PHASE with a single keystroke.
2. When reviewing or setting each time of day
event, the hour, minute, days of the week and
effecti ve control pl an shall be simul taneously
displayed on the controller unit front panel.
3. When vi ewi ng Force off fl ags by phase or, the
CALLIACTIVE lights, the current time on the
background cycle timer shall be displayed in the
TIMINGIDATA window.
B. Timing Accuracy: The accuracy of each timed interval
shall be within +100 milliseconds of the Programmed
va 1 ue when tested as descri bed in NEMA Stancard TS
1-76.
C. Restricted Phase: It shall be possible to designate
any two normally compatible phases to be restricted.
Restricted phases shall not be displayed
concurrently.
D. Phase Overlaps: four vehicle overlaps shall be
provided. Any combination of phases shall be
assignable to any overlap. All overlaps shall be
capable of being used in conjunction with emergency
vehicle and railroad pre-emption. Separate operator
settable overlap assignments during railroad
preemption shall be provided for each of the four
overlaps. Each overlap shall have its own operator
settable screen extension, yellow and red clearance
time.

position of the overlaps shali be to the Auxiliary
Output File in a 332 cabinet. However, it shall be
possible to reassign each overlap to be output to any
unused vehicle phase load switch.
E. Pedestrian Phases: Each of the four pedestrian
in puts shall be operator assignable to a pedestrian
phase. It sha 11 be possible to cause any pedestrian
phase to display and time concurrently with any
vehicle phase.
F. Railroad Preemption: The track clearance phases
associated with each railroad preemption input (RRI
and RR2) and the limited service phases served during
the train passages interval of RR2.
G. Emergency Vehicle Pre-emption: Four emergency
vehicle pre-emption inputs shall be provided. The
clearance phases associated with each input shall be
operator selectable. If no emergency vehicle
clearance phase is selected, the controller shall
pre-empt to all red signal indications.

memory (EPROM) and random access memory (RAM) of the
controller unit. If an error is detected, the
watchdog output shall be halted, causing the

controller unit front panel.

correction factors one for long power outages (over 2

K. Internal Time Clock/Calendar: The internal time clock
shall provide automatic correction for Daylight
Saving Time and Leap Year. When viewing or setting
the Ti me Clock, the hour, mi nute and day of the week
shall be simultaneously displayed on the controller
front panel. It shall, also, be possible to set the
internal Time Clock from the Field Master.
Once the clock is set, it shall remain accurate even
through power outages of 1 ess than 4 hours and 15 mi nutes.
During normal power conditions the clock shall be derived from
the power line frequency. During power outages, the length of
the outage shall be measured by a highly accurate quartz
crystal. Upon restoration of power, the length of the power
outage shall be added to the time at whi ch the power fai 1 ure
occurred to arrive at the current time of day. If the outage
is 4 hours and is minutes or more in duration time of day
operation shall be inhibited, until the internal software clock
is updated.

normal phase sequence. A non-coordinated phase shall be served
as long as demand is present or until forced off or the maximum
timer expires. Any non-coordinated phase without demand shall
be skipped and any time in a cycle not used by the
non-coordinated phases shall be added to the coordinated
phases.

3. Manual Operations -- The local coordina tion program
shall provide for manual selection of signal control
plans. Manual control shall have priority over
remote master or time base coordination.
4. Remote Field Master -- The local coordination program
shall provide coordinated operation based on commands
received via modem, at 1200 baud, from a Field Master
controller.

When polled by the master for a status check, the local
controller shall respond with the following: green signal
indica tions, manual override, pre-emption, flash and
communications errors. In response to a system detector data
request, the local shall transmit volume and occupancy from as
many as eight system detectors.
If the signal from the remote master is lost, the
controller shall revert to Time Base Coordination until the
Remote Master signal is reestablished.
S. Time Base Coordination The local coordination
program shall provide coordinated operation based on
an accurate measure of time, without the use of an
interconnect. Time Base Coordination shall generate
a system synchronization pulse and control plan
selection commands.
A program clock shall be capable of selecting specific
control plans by time of day. Thirty-two times of day (events)
shall be programmable by the operator to change the operating
control plan. The events shall be capable of being implemented
on any, all or any combination of days of the week. Time Base
Coordination shall reset the master cycle timer at midnight or
some other operator set time.

6. Offset -- The offset establishes a time relationship
between the local cycle timer and the master cycle
timer to provide 'progression of traffic flow through
the system. The offset shall be measured, in
seconds, from the system synchronization point
(master zero) and the local yield point (local zero).

that the cycle length will be shortened to not less than an
operator set minimum if the new offset can be reached in one
cycle. Otherwise, the cycle shall be increased to not more
than an operator set maximum until the proper offset is
reached.

7. Permissive Period The local controller shall
utilize a permissive period to answer any demand
after the yield point. The permissive period shall
be the amount of time, in seconds, following the
yield point during which the controller may leave the
synchronization phase(s).
In addition, a synchronization phase pedestrian permissive
period shall be provided that allows pedestrian demands on the
sync phases to be served, even though there are opposing calls,
if enough time remains before the yield point.
8. Pre-timed Operation It shall be possible when
coordinated to operate in a pre-timed mode by a
single operator command. The pre-timed mode shall
provide a fixed pedestrian clearance time. The
pedes trian walk time shall vary as the spli ts or
cycle length changes. The pedestrian walk time shall
not reduce below a preset minimum time.
9. Initialization Backup timings and phase
designations for pre-empts, overlaps, etc. shall be
stored in EPROM for transfer into RAM during
initialization. It shall be possible to set
different time values to every interval for every
phase during initialization. If it ever becomes
necessary to re-initialize due to hardware or
software problems, the controller shall halt the
Watchdog timer output.
10. Timing Parameter Backup -- It shall be possible to
transfer all operator set table timing parameters
from/to a 412 (64) System Memory module. Upon
operator command the contents of Model 170 working
RAM shall be transferred to the memory module or vice
versa.
Caltrans C-8 software program will be utilized at the
Route 2S9 ramp terminal intersections at Highland Avenue.
Caltrans will program and install the controller prom boards.
10-3.16 MONITORING COMPUTER -- Provide a "Note Book"
computer to moni tor and trouble shoot the coordinated system
opera tion by using QuicNet Program through phone lines. The
computer shall consist of the following features as a minimum.

Assemblies", of the Standard Specifications is amended to read:
Signal mounting assemblies shall consist of 1-1/2 inch
standard steel pipe or galvanized conduit, necessary
fittings, slip-fitters and terminal compartments. Pipe
fittings shall be ductile iron, galvanized steel, copper,
brass or bronze. Slip-fitters shall be cast bronze or
hot-dip galvanized ductile iron. Terminal compartments
shall be cast bronze. Type 3S6-T6 aluminum or hot-dip
galvanized ductile iron. After installation, any exposed
threads of galvanized conduit brackets and all areas of
such brackets damaged by wrench or vise jaws shall be
cleaned with a wire brush and painted with 2 applications
of unthinned zinc-rich paint conforming to the
requirements of Military Specification DOD-P-2103SA.
Signal section housing shall be metal type.
10-3.18 PEDESTRIAN SIGNALS -- Pedestrian signals shall be
Type G.
Pedestrian signal faces shall conform to the following:
Type G -- Each Type G pedestrian signal shall consist of a
housing with front screen, a message plate and two light
sources, each consisting of luminous tubing and power
supplies for the luminous tubing.
The message plate shall be 1/8-inch nominal thickness
untraviolet-stabilized, prismatic-patterned polycarbonate
plas tic j 3/16-inch nominal thickness hammered wire-glass j or
3/16-inch nominal thickness untraviolet-stabilized, pris-
matic-patterned acrylic plastic. The message plates shall have
a flat-black surface over the entire projected area except
where the symbols are located. The material used to mask the
message plate shall be hard and durable and shall bond such
that it will not flake or peel when the message plate is in use
or is washed. The symbols shall be the only illuminated
portion of the message plate.
The message plate shall be sealed to a polycarbonate case
to form a dust-tight and weatherproof module. The module shall
contain and properly support the luminous tubing and power
supplies.
Each light source shall have a separate power supply.
Each power supply shall require less than 36 watts with a power
factor of not less than 90 percent over a range of input
voltages from 10S to 130, at a frequency of 60 +/- 1 Hz.

Each symbol shall be not less than 11 inches high and not
less than 7 inches wide.
10-3.19 DETECTORS -- Loop wire shall be Type 1. Loop
detector lead-in shall be type B.
Where Type A loops are indicated on the Plans, except for
speed monitoring installations, a 6-foot diameter circular loop
may be installed in lieu of the shape shown on the Plans. The
sides of the slot shall be vertical and the minimum radius of
the slot entering and leaving the circular part of the loop
shall be 1-1/2 inches.
Residue resulting from slot cutting operations shall not
be permi t ted to flow across shoulders or lanes occupied by
public traffic and shall be removed from the pavement surface.
Slots shall be filled with elastomeric sealant asphaltic
emulsion sealant.
The second sentence of Note 14 of the Loop Installation
Procedure on Standard Plan ES-SA, regarding loop circuit
resistance, is deleted.

No part of the slip fitter mounting brackets on the
luminaires shall develop a permanent set in excess of 0.020
inch when the four 3/8-inch diameter cap screws used for
mounting are tightened to a torque of 10 foot-pounds.
Ballasts shall be the lag or lead regulator, auto-
transformer or high reactance type.
Each luminaire shall also be furnished with Type IV photo-
electric control.

the PRECONSTRUCTION MEETING AGREEMENT and return it to Di stri ct 8

The Permittee's work shall be subordinated to any operations which the
State may conduct, and shall not delay, nor interfere with the State's
forces or State contractor.
Permittee shall be responsible for arranging the services of a
qualified traffic control contractor to provide any needed traffic
control. The Permittee shall arrange a meeting between his field
representatives, traffic control contractor, CALTRANS representative
and the CHP at least two (2) weeks prior to start of any work covered
under this permit to arrange date and time of starting work and
determine appropriate methods of handling traffic during the
installations. AT LEAST 3 WORKING DAYS NOTICE SHALL BE GIVEN TO THE
CAL TRANS REPRESENTATIVE AND THE CHP, PRIOR TO THE MEETING TO ALLOW
TIME TO MAKE ARRANGEMENTS TO ATTEND THE MEETING.
Traffic control is authorized only from 9 a.m. to 3 p.m., Monday
through Friday, excluding holidays. Any traffic control which
requires lane closure shall be in compliance with the appropriate
traffic control plan. Where required by the plan, the use of a
flashing arrowboard is MANDATORY.
Work under this permit shall not commence until all traffic control
plans have been approved by the State.
Your attention is directed to Standard Specifications Section 7-1.11,
Preservati on of Property, and Bus i ness and Professi ons Code, Sect ion
8771. The Permittee shall physically inspect the work site and locate
survey monuments prior to work commencement. Monuments shall be
referenced or reset in accordance wi th the Business and Professions
Code.
All personnel shall wear hard hats and orange vests, shirts or jackets
as appropriate.
THE CALTRANS PUBLIC AFFAIRS OFFICE MUST BE NOTIFIED OF THE PROJECT

of the work and for all risks of every description connected with

the suspension or discontinuance of work, and for well and faith-
fully completing the work and the whole thereof, in the manner and
according to the Plans and Special Provisions, and requirements of
the Engineer under them.

4. It is further expressly agreed by and between the par-
ties hereto that should there be any conflict between the terms of
