RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
3 BERNARDINO, MAKING FINDINGS AND DETERMINATIONS AS TO THE BENEFIT OF
ASSISTING DON TURPIN PONTIAC, INC., DOING BUSINESS AS REDLANDS
4 ISUZU/SUZUKI, IN RELOCATING TO THE SAN BERNARDINO AUTO PLAZA FOR THE
SOUTHEAST INDUSTRIAL PARK REDEVELOPMENT PROJECT AREA OF THE AGENCY
5 AND AS PART OF THE INLAND VALLEY DEVELOPMENT AGENCY
REDEVELOPMENT PROJECT AREA.

7 WHEREAS, the City of San Bernardino, California (the "city" ), is a municipal
8 corporation and a charter city duly created and existing pursuant to the Constitution and the laws
9 of the State of California; and
10 WHEREAS, the Community Development Commission of the City of San Bernardino (the
II Commission") on behalf of the Redevelopment Agency of the City of San Bernardino (the
12 "Agency") is a redevelopment agency, a public body, corporate and politic of the State of
13 California, organized and existing pursuant to the Community Redevelopment Law (Part I of
14 Division 24) commencing with 9 33000) of the Health and Safety Code of the State of California
15 (the" Act"); and
16 WHEREAS, the City is a member of the Inland Valley Development Agency ("IVDA")
17 which has caused the adoption of a Redevelopment Plan that covers certain areas within the
18 territorial jurisdiction of the City; and
19 WHEREAS, the Agency may, in furtherance of its redevelopment purposes, undertake
20 redevelopment projects either within or without redevelopment project areas of the Agency to
21 the extent that it determines that such projects are of benefit to the project areas of the Agency;
22 and
23 WHEREAS, the Agency may encourage and assist the location and relocation of
24 businesses as part of its redevelopment activities by grants, loans and incentives located both
25 within and without the boundaries of the Southeast Industrial Park Redevelopment Project
26 Area of the Agency if the Agency determines: (I) that such redevelopment activities are of benefit
27 to the Southeast Industrial Park Project Area of the Agency or the immediate neighborhoods in

I which the project is located and (2) that no other reasonable means of financing such
2 redevelopment activities is available to the community; and
3 WHEREAS, the Agency has been requested by Redlands Isuzu/Suzuki to assist Redlands
4 Isuzu/Suzuki in the relocation of its business to certain property which has been vacant for five
5 (5) years in the City of San Bernardino; and
6 WHEREAS, it is in the interests of the City and the Agency that the Agency causes the
7 undertaking of the relocation of Redlands Isuzu/Suzuki to the San Bernardino Auto Plaza in an
8 area adjacent to the Southeast Industrial Park Redevelopment Project Area and within the IVDA
9 Project Area to encourage and assure the success of the other recently located auto dealerships in
10 the Auto Plaza which are both within and without the Project Area and to increase such businesses
II and resultant jobs and city taxes for the City of San Bernardino; and
12 WHEREAS, the undertaking of the above noted redevelopment activities will promote
13 the development of the Southeast Industrial Park Project Area within the City to the extent that
14 it will make such project area more desirable for industrial, commercial and/or residential
15 development which in turn will assist in the elimination of blight within such area; and
16 WHEREAS, the proposed site has previously been developed for urban use, but has been
17 vacant for five (5) years depreciating the value of surrounding properties and blighting the
18 neighborhood; and
19 WHEREAS, in order to promote the City's health, safety and welfare and ensure the
20 orderly development of the Agency's Southeast Industrial Park Project Area and the IVDA Project
21 Area, it is important that the above noted redevelopment activities be financed by the Agency; and
22 WHEREAS, it is appropriate at this time for the Mayor and Common Council to make
23 certain findings and determinations and take certain action with respect to the financing of the
24 above noted redevelopment activities,
25 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
26 COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
27 SECTION I. The Recitals hereinabove are true and correct and are incorporated herein

2 SECTION 2. The Mayor and Common Council consent to the payment by the Agency
3 of the costs of the above noted redevelopment activities in order to implement the Southeast
4 Industrial Park Redevelopment Project Plan of the Agency for the reasons set forth in the Recitals
5 hereinabove. The Mayor and Common Council further find and determine that no other reasonable
6 means of financing the said redevelopment activities is presently available to the City or the
7 Agency and that the City and the Agency require the use of revenues generated from the Southeast
8 Industrial Park Redevelopment Area of the Agency in order to fund the said redevelopment
9 activities.
10 SECTION 3. The. undertaking of the noted redevelopment activities will allow the
11 Agency to promote redevelopment within the Southeast Industrial Park Redevelopment Project
12 Area of the Agency and of the IVDA Project Area by encouraging and assisting the location and
13 relocation of businesses into the project area which in turn will help stimulate development of such
14 project area and the immediate neighborhood.
15 SECTION 4. The Secretary is hereby authorized and directed to cause this Resolution to
16 be transmitted to the Agency for appropriate action by that body.
17 SECTION 5. This Resolution shall take effect upon the date of its adoption.
