HomeMy WebLinkAbout1996-347 1 RESOLUTION NO. 96-347 2 RESOLUTION OF THE CITY OF SAN BERNARDINO FIXING AND ESTABLISHING CHARGES FOR SERVICES AND FACILITIES FURNISHED BY THE 3 CITY SEWERAGE COLLECTION AND TREATMENT SYSTEM LOCATED INSIDE THE INCORPORATED TERRITORY OF THE CITY; PROVIDING THAT USERS LOCATED 4 OUTSIDE THE INCORPORATED TERRITORY OF THE CITY MAY RECEIVE SEWER SERVICES; AUTHORIZING THE DIRECTOR OF PUBLIC WORKS/CITY ENGINEER TO 5 EXECUTE AGREEMENTS FOR USERS LOCATED OUTSIDE THE INCORPORATED TERRITORY OF THE CITY SUBJECT TO CERTAIN TERMS AND CONDITIONS; AND 6 REPEALING RESOLUTION NO. 95-101 AND 95-367. 7 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 8 9 SECTION 1. Users Located within and Users Located outside the 10 Incorporated Territory of the City. Billings based on such water consumption 21 may be reduced for the purpose of establishing sewer service 22 charges subject to "seasonal" or "consumptive" use as recognized 24 Bernardino. 23 and approved by the Board of Water commissioners of the city of San 25 Domestic liquid waste dischargers, for the purpose of this 26 resolution, shall be haulers of septic or chemical toilet waste 27 which is domestic wastewater confined in a septic tank or other 28 approved detention chamber, not connected to the sanitary sewer November 4, 1996 RESOLUTION OF THE CITY OF SAN BERNARDINO FIXING AND ESTABLISHING CHARGES FOR SERVICES AND FACILITIES FURNISHED BY THE CITY SEWERAGE COLLECTION AND TREATMENT SYSTEM LOCATED INSIDE THE INCORPORATED TERRITORY OF THE CITY; PROVIDING THAT USERS LOCATED OUTSIDE THE INCORPORATED TERRITORY OF THE CITY MAY 1 RECEIVE SEWER SERVICES; AurnORlZING THE DIRECTOR OF PUBLIC WORKS/CITY ENGINEER TO EXECUTE AGREEMENTS FOR USERS LOCATED OUTSIDE THE INCORPORATED TERRITORY OF THE CITY SUBJECT TO CERTAIN TERMS AND CONDITIONS; AND 2 REPEALING RESOLUTION NO. 95-I01 AND 95-367. 3 system. Charges for domestic liquid waste dischargers shall be 4 computed based upon the basis of actual flow measurements. 5 Residential dischargers, for the purpose of this resolution, 6 shall be any single family dwelling unit, any duplex or triplex 7 family dwelling unit not requiring a City license for occupancy and 8 operation. 9 City shall have the right to terminate such services by giving 10 a ninety (90) day notice in writing to the user; and, said user and 11 owner shall be subject to any increase in said fee or fees, charges 12 and amounts, which may be imposed from time to time by amending 13 this resolution. 14 The rates established by this resolution shall be effective 15 November 5, 1996. 16 SECTION 2. Watson, Environmental Control Officer SUBJECT: Septic Waste Discharge Fee Date: December 21, 1995 Copies: lHW file As discussed, I had originally recommended a rate of 4~ per gallon which was an average of the rates in the Southern California area. After discussing our proposed rate with several potential disehargers, the consensus is that 4t per gallon is more than our local area's rate. A breakdov.u of our approximate cost to process the septic waste is as follows. lbis rate is based on our current industrial rate and assumes a 5,000 gallon load with a BOD of 500 mg/L and S/S of 750 mg/L. SIS charge 750 x 8.34 x 0.005 Cost per 1,000 Ib =$324.28 = 31.281b 500 $10.14 for 31.28 Ib BOD charge 500 x 8.34 x 0.005 Cost per 1,000 Ib =$264.22 = 20,85 Ib $5.51 for 20.85 lb Flow charge cost per million gallons cost for 5,000 gal Labor cost $10 per hour = $826.67 = 4.13 ~ = $10.00 I hr $29.78 Total cost assumed These are our direct costs. not other such as building construction cost, power costs, administration overhead, etc. The Los Angles County Sanitation District charges $35 for a 5,000 gallon load This is where most of the septic waste generated in our area is presently going. 1 believe that a 1.5~ per gallon cost would be bearable by the local market. 1bis would still ensure that our costs would be recovered and could be readily justified.
