GENERAL CHARACTERISTICS - The City of San Bernardino has a population of approximately 187,000 and an area of 60 square miles, making it the largest city in the County of San Bernardino. The city is strategically located at the foothills of San Bernardino Mountains, making it the gateway to mountain communities, as well as the upper and lower desert communities. San Bernardino residents have excellent access to the Los Angeles and Orange County freeway system. B. STREETS and HIGHWAYS - The roadway system in San Bernardino consists of 560 miles of paved roadways, including 217 signalized intersections. The city is traversed by four freeways and three State Highways. C. OPERATING DEPARTMENTS - The Traffic Engineering Section of the Public Works Department consists of five personnel: a traffic engineer and four technicians, at various levels. The Traffic Section is responsible for many engineering and operational functions, including traffic safety evaluation of city streets. City staff also provide full support to the traffic signals system (operation timing and maintenance). D. EXISTING SYSTEMS - Currently, there is no computerized collision database available to the Traffic Section. Collision reports are input into a database that is only available to sworn personnel of the Police Department. We have been working, unsuccessfully, for years to modify the database in order to gain access. Traffic Engineering staff mainly rely on SWITRS reports to search for collision locations. PROBLEM STATEMENT The City of San Bernardino, historically, has been one of the fastest growing communities. The recent closure of Norton Air Force Base has OTS-38b (Rev 4/96) . RES 9,6-251 SCHEDULE A PROJECT NO. HD9703 PROJECT DESCRIPTION PAGE 2 prompted an aggressive redevelopment plan for the base. Recently, an international airport was created and a World Trade Center is under construction. This translates to tremendous growth for the next 10 to 20 years. It has been determined through several studies, including a 1991 safety evaluation by the Institute of Transportation Studies (ITS), university of California at Berkeley, that our city ranks poorly in traffic safety compared to other California cities. Specifically, the city ranks 41st statewide and 5th of 30 in our population category, with regard to general collisions. Additionally, the ITS study has cited a deficiency in traffic records, and therefore recommended improvements to the collisions reporting and engineering study program. ATTEMPTS TO SOLVE THE PROBLEM To achieve an adequate traffic collision records and engineering program, two primary problems must be resolved: a) Improve the current collision record system. For the past 8 years, the City Traffic Engineer was working with the Police Department to modify their collision record system to be suitable for engineering analysis program. The software program was finally modified in July 1995 to accept new field entries. However, the modification does not allow the generation of reports and collision diagrams and can not be accessed by engineering staff b) Several attempts were made to modify the collision records software to allow generation of standard collision reports, however the cost of modifying the software was deemed excessive PROJECT GOALS Develop a computerized collision database and analysis system to help identify and prioritize improvements at high collision locations and improve city-wide traffic safety. HD9703 PROJECT DESCRIPTION PAGE 3 PROJECT OBJECTIVES a) Transfer approximately 5300 collision records (currently in a main-frame database) to ASCII format. Repeat this process, monthly, to add subsequent new records (approx. 310jmonth) b) Load the ASCII database into a PC and utilize a dedicated collision analysis software to perform various tasks, such as, plotting collision diagrams, generating reports and priority lists c) Collect comprehensive traffic counts to calculate collision rates d) Develop priority lists of high collision locations, perform field investigation on top 10 locations, to identify and implement proper corrective measures e) Properly allocate police staff to high violation locations, where selective enforcement may achieve a reduction in collisions f) Meet with police staff to jointly attempt develop procedures for connecting the two systems, and cooperate in sharing the collision data in order to aid both departments in addressing high collision locations METHOD OF PROCEDURE Phase I (October 1, 1996 - January 31, 1997): 1. Acquire the collision analyses software and all of the equipments (PC system, traffic counters, video camera, etc.) 2. Install and configure the software to run on the pc. 3. Convert the collision database into ASCII format 4. Test the system for reliability Phase II (February 1, 1997 - May 30, 1997): 1. Generate collision reports and diagrams. 2. Develop priority lists of high collision locations. 3. Implement a citywide count program to supplement existing one 4. Conduct traffic engineering investigation on top 10 high collision locations 2. Develop and recommend corrective measures to reduce collisions 3. Request police enforcement on high violation locations 4. Refer controversial safety issues to city Traffic Safety Committee for review and recommendation Phase IV (September 1, 1997 - Ongoing): 1. Propose implementation of previously recommended mitigations 2. Conduct "before and after" studies to determine the effectiveness of implemented corrective measures 3. Repeat the entire program cycle on a regular basis METHOD OF EVALUATION Once collision reports and diagrams are generated, priority lists will be established based on collision rates. When improvements are made to specific high collision location, a "before and after" evaluation study will be conducted 6 and 12 month after implementing the improvement. The evaluation will take in account not only the reduction of collision rates, but also the severity and type of collisions. After a year or two of the implementation of this program, it should be possible to evaluate its effectiveness on citywide traffic safety. Total collisions, severity and rates will be compared. STATEMENT OF INTENT We have considered the continuing operational costs of implementing this program, and it is the intent of the city to continue maintaining and operating this Traffic Records and Engineering Program, developed by this project, as a part of the city's ongoing operational activity. Developing a working traffic collision database for traffic engineering has been a high priority for quite some time. Unfortunately, our efforts were not successful, mainly due to financial constrains. Ce) All project accOU'lting records ard supporting doclDents nust be retained for audit purposes, for at least three (3) years after receipt of final payment; (f) A final project report must be submitted to the Office of Traffic Safety within 60 days after the tenmination date of the project; (9) All federal assistance projects shall have an audit in accordance with the requirements of Public Law 98-502, also known as the "Single Audit Act of 198411. Local governments contracting for a single audit shall include 8 clause in the contract with the audit firm to penmit access by the State to the working papers of the independent auditor. The contracts should also require that audit working papers be retained and accessible for a minimum of three (3) years. No alteration or variation of the terms of this Agreement shall be valid unless made in writing and signed by the parties hereto, and no oral understanding or agreement not incorporated herein shall be binding on any of the parties hereto. OTS will not consider 8 request for 8 grant period time extension unless all necessary paperwork is submitted prior to the existing grant termination date. The Obligation of grant funds for successive fiscal years of multi.year projects is subject to the availability of federal funds. II. It is understood that any such duplication of Federal fund expenditures subsequently determined by audit will be subject to recovery by the Office of Traffic Safety.
