HomeMy WebLinkAbout1996-088 1 2 3 4 5 6 7 8 9 10 11 12 13 14 RESOLUTION NO. 96-88 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING A MEMORANDUM OF UNDERSTANDING WITH THE COUNTY OF SAN BERNARDINO COMMUNITY SERVICES DEPARTMENT FOR A MENTORING COLLABORATIVE. WHEREAS, the State of California, Department of Community Services and Development, issued a NOTICE OF FUNDING AVAILABILITY under the California Mentor Initiative, through Executive Order W-125-95, and WHEREAS, Community Services Department of San Bernardino County is a CSBG (Community Services Block Grant) eligible entity and is applying for a discretionary grant on behalf of a collaboration of agencies, and WHEREAS, the County wishes to sub-contract with local agencies providing mentoring, including the City of San Bernardino through the Parks, Recreation and Community Services Department in order to assist and enhance their services; 15 16 17 18 19 Memorandum of Understanding between Community Services Department and City of San 20 NOW, THEREFORE, BE IT RESOLVED by the Mayor and Common Council of the City of San Bernardino as follows: SECTION 1: The Mayor of the City of San Bernardino is authorized to sign the 21 22 Bernardino. SECTION 2. Penman 24 City At~rney 25 BY: ~_ -;; I ~v,-,...,..., 26 MaO&City-U 27 3/25//96 28 -2- day of RES 96-88 COMMUNITY SERVICES DEPAR'IMENT of SAN BERNARDINO COUNTY MENTORWORKS MENTORING PROJECT MEMORANDUM OF UNDERSTANDING Between the City of San Bernardino Parks, Recreation and Community Services Department and San Bernardino County Community Services Department for the purpose of structuring interagency collaboration among members of the MentorWorks Project to facilitate implementation of mentoring grant monies for 1996/97, in order to address the needs of at-risk and high-risk youth from the elementary through the high schoo11evel. WHEREAS, a crisis situation has been identified among California's youth regarding teen pregnancy, absent fathers, high school dropout rates, juvenile violent crime, and other issues and; whereas, on June 20, 1995, Governor Pete Wilson signed Executive Order W- 125-95 that created the California Mentor Initiative and; whereas, the MentorWorks Project has been developed as a public-private mentoring partnership for San Bernardino County, if the grant funding is successful, the City of San Bernardino Parks, Recreation and Community Services Department will provide services, as a member of the partnership, in the following ways: . Operate a mentoring program providing one-on-one mentoring to students attending all middle schools in the San Bernardino City Unified School District. . Expand the present mentoring program which addresses middle schools in the City Unified School District, to include elementary schools as well. . Focus on preventive measures, i.e., developing self-esteem, success in school. decision making to avoid drugs and gangs. Community Services Department of San Bernardino County will provide a Project Coordinator to oversee activities of the mentoring project, market the program, assist in identifying mentors, and offer technical assistance to the collaborative.
