HomeMy WebLinkAbout1996-051 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 96-51 RESOLUTION OF THE CITY OF SAN BERNARDINO CERTIFYING THE TRAFFIC IMPACT ANALYSIS REPORT FOR THE REUSE OF THE FORMER NORTON AIR FORCE BASE PURSUANT TO THE CONGESTION MANAGEMENT PLAN. SECTION I. Recitals (a) WHEREAS, on November 3, 1993 the San Bernardino Associated Governments adopted the Congestion Management Plan (CMP) pursuant to California Government Code section 65089.3(a) which requires the county and cities to adopt and implement "a program to analyze the impacts of land use decisions, including an estimate of the costs associated with mitigating these impacts" on the CMP network of roadways; and (b) WHEREAS, the Mayor and Common Council adopted a Land Use/Transportation Analysis Program for the City pursuant to the CMP for the City of San Bernardino by Resolution No. 93-74 on March 22, 1993; and (c) WHEREAS, on August 15, 1995, the City determined that the proposed San Bernardino International Trade Center Specific Plan development on the former Norton Air Force Base would exceed the threshold of 125,000 square feet of office space, 250,000 gross square feet of retail space or 325,000 square feet of industrial space in the City'S Resolution No. 93-74 and thus warranted the preparation of a Traffic Impact Analysis (TIA) Report pursuant to the Congestion Management Plan (CMP); and (d) WHEREAS, the Inland Valley Development Agency (IVDA) prepared a TIA which incorporates forecasts of future ground access traffic demand to and from the Specific Plan area and the airport, to provide a comprehensive portrayal of future ground traffic related to the reuse of the former Norton Air Force Base; and 1 RES 96-51 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 (e) WHEREAS, the Draft TIA includes credit for a total of 46,520 daily vehicle trips from the predevelopment status of the former Norton Air Force Base; and (f) WHEREAS, the Draft TIA Report was made available to the various regional and SUb-regional agencies and to the adjacent jurisdictions for their review during a 21 day review period which began on November 21, 1995 and ended on December 20, 1995 as required by the CMP; and (g) WHEREAS, verbal and written comments were received on the Draft TIA Report and corresponding changes were made to the Draft TIA Report; and (h) WHEREAS, the Mayor and Common Council conducted a noticed public hearing on March 4, 1996 and fully reviewed and considered the Draft TIA Report, the Planning Division staff report and the recommendations of the Planning Division and the Public Works Department. SECTION II. Traffic Imoact Analvsis Reoort NOW, THEREFORE BE IT RESOLVED, FOUND AND DETERMINED BY THE MAYOR AND COMMON COUNCIL THAT: A. The TIA Report for the reuse of the former Norton Air Force Base has been completed in compliance with the regional CMP and the City's Land Use/Transportation Analysis Program and found to be consistent with the regional Comprehensive Transportation Plan model. The TIA Report and all the evidence and information contained therein is attached hereto as Attachment A (Draft TIA Report) and incorporated herein by reference. B. The TIA Report was presented to the Mayor and Common Council 2 RES 96-51 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 C. D. E. G. F. who reviewed and considered the information in the land use decision and traffic impact mitigation process prior to approving the San Bernardino International Trade Center Specific Plan (Specific Plan No. 95-01 and General Plan Amendment No. 95-03). The TIA Report has identified all of the traffic impacts of future on-site development to designated CMP roadways and Freeways, and the appropriate mitigation and fair share contribution toward CMP roadway and Freeway improvements. All of the traffic impacts can be mitigated by the implementation of the mitigation measures as identified in the TIA Report. The Mayor and Common Council have given great weight to the traffic impacts to designated CMP roadways and Freeways, the appropriate mitigation and fair share contribution toward CMP roadway and freeway improvements. The reuse agencies estimated fair share contribution ranges from $25,000,000 to $31,000,000 for CMP roadway improvements and freeway improvements. The reuse aqencies have acknowledged the necessity to obtain funding for the Specific Plan's estimated fair share contribution which shall be made available when traffic counts indicate that the CMP roadway and freeway improvements are required. Such obligation to make fair share contributions toward CMP roadway and freeway improvements shall not become operative as to the reuse agencies until the future employment levels and traffic counts are equal to those that existed immediately prior to the announced base closure of the former 3 RES 96-51 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Norton Air Force Base as a direct result of new development and reuse activities undertaken by the reuse agencies within the former Norton Air Force Base properties. All development activities occurring in areas adjacent to and in proximity to the former Norton Air Force Base properties area shall be monitored by the City to determine the allocable fair share contribution to be made by such adjacent or proximate development to that of the former Norton Air Force base properties. SECTION III. Certification of the Traffic Imoact Analvsis Reoort NOW THEREFORE BE IT RESOLVED, FOUND AND DETERMINED by the Mayor and Common Council that the Traffic Impact Analysis (TIA) for the reuse of Norton Air Force Base is certified.
