HomeMy WebLinkAbout1997-028 1 RESOLUTION NO. 97-28 2 RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING 3 THE DIRECTOR OF PARKS, RECREATION AND COMMUNITY SERVICES DEPARTMENT TO EXECUTE A LETTER OF INTENT WITH COUNTY OF 4 SAN BERNARDINO TO PROVIDE THE YOUTH MENTORING SERVICES. 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF 6 THE CITY OF SAN BERNARDINO AS FOLLOWS: 7 8 SECTION 1. The Director of Parks, Recreation and Community 9 10 Services Department of the City of San Bernardino is hereby authorized and 11 directed to execute a Letter of Intent with the County of San Bernardino to 12 provide the Youth Mentoring services. A copy of said letter is attached hereto, 13 marked Exhibit "A" and incorporated herein by reference as fully as though set 14 forth at length. 15 16 SECTION 2. San Bernardino County Department of Public Health Perinatal and Adolescent Life Section and City of San Bernardino Parks, Recreation and Community Services Department Letter of Intent The purpose of this letter is to integrate and coordinate core mentoring and recreational services to be offered by City of San Bernardino Parks, Recreation and Community Services Department for at-risk youth and their families. Teen pregnancy as well as other high-risk behaviors among youth continues to be a significant problem in the City of San Bernardino. A "high-risk corridor" exists along four zip code areas where inner-city youth are especially vulnerable to the negative-risk behavior of teen pregnancy, drug use, school dropouts and gang violence. Families of these at-risk youth are often lacking in the necessary skills to communicate effectively with their children. Integrated and collaborative services are needed to assist high-risk families and youth toward empowerment and positive education and career achievement that will ultimately reduce the incidence of teen pregnancy in the respective communities. Joint Intervention San Bernardino County Department of Public Health 1. The San Bernardino County Department of Public Health will be the lead agency for the FOCUS Project with multiple agencies as collaborative partners. 2. The PAL Section will be responsible for the general administrative direction of the Project through the activities of the Public Health Program Manager. 3. The Project Coordinator will act as the liaison between FOCUS and the identified community centers and will be responsible for the overall Project planning and development, staff training and general coordination of the Project. - 1 - 97-28 4. The Program Manager will work with the Teen Pregnancy Reduction Project's Evaluation Team to complete an ongoing Needs Assessment of the targeted zip codes for the FOCUS Project. 5. The FOCUS Project Coordinator will be responsible for the attainment of the Projects Goals and Objectives. These goals include the following: A. Develop, coordinate and integrate educational and counseling services at five area community centers. B. Increase knowledge of responsible reproductive behavior, male health related issues and improve communication with at-risk males. C. Increase access skills and opportunities for career/employment success. D. Increase support for growth and positive change with at-risk youth and families. E. Increase knowledge and understanding of positive parenting, family interaction and reduce absentee fatherhood. F. Through a core set of integrated services, at-risk youth and their families will have increased knowledge of at-risk behaviors, life options, improved communication and decision-making skills. To accomplish these goals in the San Bernardino County Health Department will do the following: I. Refer eighty (80) at-risk youth for participation in a mentoring/shadowing program. 2. Enroll fifty (50) at-risk males in an educational module on male role and responsibility in reproductive behavior. 3. Enroll eighty (80) families (240 individuals) for participation in family support programs at three community sites. Public Health staff will be responsible for organizing and maintaining the family-support group. 4. Refer and track fifty (50) at-risk youth to education and career training programs. 5. At least fifty (50) parents of at-risk youth will be referred for participation in parenting seminars: Raising Sexually Healthy Young People: Preventing Teen Pregnancy. 6. Refer fifty (50) at-risk youth for participation in one or more of the following activities to be offered at an area appropriate community sites; recreation after school peer groups, art self-expression, counseling, Education (literacy/parenting), Big and Little Sisters. - 2 - 97-28 The City of San Bernardino Parks, Recreation and Community Services Department will: 1. Recruit, train, assign and monitor eighty (80) mentors during the life of the Project. 2. Provide support services for mentoring to include mentor recognition, excursions, special events, mentor support groups, etc. 3.
