LOUD FORD FOR FURNISHING AND DELIVERY OF ONE (1) EACH 1997 FORD STENCIL TRUCK TO BE UTILIZED BY THE PUBLIC WORKS DEPARTMENT OF THE CITY OF SAN BERNARDINO IN ACCORDANCE WITH BID SPECIFICATION F-97-09-E. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. That Robert H. Loud Ford is the lowest and best responsible bidder for the furnishing and delivery of one (1) each 1997 Ford stencil Truck in accordance with Bid Specification F-97-09-E for the total amount of $42,686.20; pursuant to this determination, the Finance Department is hereby authorized and directed to issue a purchase order for said one (1) stencil truck to said lowest and best responsible bidder; such award shall only be effective upon issuance of a Purchase Order by the Finance Department; and all other quotations therefor are hereby rejected. SECTION 2. The authorization to execute the above referenced purchase order is rescinded if it is not issued within sixty (60) days of the passage of this resolution. ENGINE Eight (8) cylinder gasoline engine with minimum 400 cubic inch displacement, dry pack air filter, spin on oil filter, and two (2) stage fuel filters. TRANSMISSION Automatic 3 speed heavy duty type with auxiliary cooler, not a part of any other cooling system. WHEEL BASE To be approximately 132 to 140 inches. SUSPENSION 4,000 lb. front axle of heavy duty design with shocks and springs for the best combination to minimize body roll. STEERING Power assist. BRAKES Must be power front disc brakes, with drum or disc acceptable on rear. To be equipped with anti lock if possible. TIRES , WHBBLS Seven (7) wheels, commercial rims and seven (7) six (6) -ply tires LT215/85R16 tubeless type (dual rears). Unit is to include one (1) each, lug wrench and jack to be compatible with this vehicle. BUMPER To be equipped with a front bumper. MIRRORS To be equipped with right and left side mounted Westcoast type mirrors approximately 4 1/2" x 11" in size. Each mirror is to be reinforced to prevent vibration. COLOR Standard fleet white. LIGHTS Shall have two (2) strobe lights, one on either side, visible from 360 degrees, attached to the headboard of flatbed. Day time running lights are required. PUEL TANK Shall have a minimum capacity of 30 gallons. CAB Standard body style with cloth bench seat, right and left armrest, dual sunvisors, seat belts in three (3) positions, AM/PM radio, cigarette lighter, ashtray, domelight, two (2) speed heater/defroster, and glove box. Air conditioning shall be factory installed. Full instrumentation to include Amp-meter, fuel gauge, oil pressure gauge, water temperature gauge, and speedometer (including odometer). Directional signals are to be self canceling with emergency flashers incorporated. Vehicle is to incorporate a dash mounted hour meter hooked into the ignition side of the ignition switch. FLAT BED All steel platform body ten (10) feet long and maximum eight (8) feet wide with solid reinforced metal header even with cab, and expanded steel mesh for rear window protection. 3/16" diamond-plate steel floor with smooth side rails. No externally mounted stake pockets. Floor and side rails integrally forming one piece. Maximum height to upper body edge 30 inches. Body lighting and mud flaps are to be included and shall meet California Motor Vehicle Codes. All components painted white to match cab. Rear step is to be diamond plate to match bed with minimum 15 inch depth--the width of the bed. A lockable tool box mounted forward of the rear axle under the bed on curbside is to be large enough to store paint wands when removed from hoses. TOW HITCH Is to be a 2 inch ball mounted and reinforced appropriately for towing. Also a standard 4- pin lighting plug is to be used. October 30, 1996 97-13 ( Page 4 of 5 BID SPEC: F~97-09'-~ PAINTING EOUIPMENT Two (2) airless pumps, Speed-Flow Model 3000 (no other brands acceptable) mounted on passenger side, driven from the front engine, and safety switch which disengages the pump upon application of brakes or transmission. Two (2) retractable hose reels American (brand) only, mounted below bed level with lockable doors capable of carrying 50 feet of high pressure 1/4 inch hose compatible with water base or oil base paints. (Grayco or other brands not acceptable.) "Hose bins" must have removable panels to allow easy access for repairs. STENCIL RACK A 14 slot stencil rack formatted as 10 slots across and 4 above the 10 to conserve space. slots are to be 90" long by 35" high by 2" wide. MANUALS Two (2) each operator, parts and service repair manuals for truck and equipment shall be furnished at time of delivery. WARRANTY Bidders shall include in their bid price an extended bumper-to-bumper warranty including drive train to cover a full (5) years. REGISTRATION The successful bidder is to obtain and include in the delivery price, all registration documents and licenses. The city will provide the necessary application for exempt plates. DELIVERY Delivery is to be F.O.B. to the city of San Bernardino city Yard at 182 S. Sierra way, San Bernardino, CA. Attention: Fleet Manager (909) 384-5220. Three days notice, prior to delivery, is to be given.
