RESOLUTION OF THE CITY COUNCIL OF SAN BERNARDINO AWARDING A
PURCHASE ORDER TO ROBERT H. LOUD FORD FOR FURNISHING AND
DELIVERY OF ONE (1) EACH 1997 FORD 3/4 TON PICK-UP TRUCK WITH
SERVICE BODY TO BE UTILIZED BY THE PUBLIC SERVICES DEPARTMENT OP
THE CITY OF SAN BERNARDINO IN ACCORDANCE WITH BID SPECIFICATION
F-97-09-B.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OP SAN BERNARDINO AS FOLLOWS:
SECTION 1.
That Robert H. Loud Ford is the lowest and
best responsible bidder for the furnishing and delivery of one
(1) each 1997 Ford 3/4 Ton PiCk-Up Truck with Service Body in
accordance with Bid Specification F-97-09-B for the total amount
of $22,343.00; pursuant to this determination, the Finance
Department is hereby authorized and directed to issue a purchase
order for said one (1) 3/4 Ton Pick-Up Truck with Service Body
for said lowest and best responsible bidder; such award shall
only be effective upon issuance of a Purchase Order by the
Finance Department; and all other quotations therefor are hereby
rejected.
SECTION 2.
The authorization to execute the above
referenced purchase order is rescinded if it is not issued
within sixty (60) days of the passage of this resolution.
I HEREBY CERTIFY that the foregoing resolution was duly
adopted by the Mayor and Common Council of the City of San
Bernardino at a joint regular
meeting thereof, held on the

This specification describes the city of San

p~ck-up truck w~th an 8 foot serv~ce body. Un~t
to be new (not used) and of equivalent style,
quality and appointment to be utilized in city
departmental operation. All specifications are
minimum. Bidders are expected to meet or exceed
these specifications in their entirety.
WEIGHT
Manufacturers gross vehicle weight rating to be
a maximum 8,600 pounds.
ENGINB
A. Eight (8) cylinder gasoline powered, with
minimum 350 cubic inch displacement, dry-
pack air filter, and spin-on oil filter
with replaceable element shall be
furnished.
B. To be equipped with electronic fuel
injection, electronic ignition, and
silicone high-tension wires.
C. Engine shall meet all California emission
requirements.

TRANSMISSION
A. Automatic 3 speed m~n~mum, fully automatic
heavy-duty type with auxiliary cooler.
B. Transmission selector is to be column
mounted.
C. A method to drain torque converter is
desired.
COOLING SYSTEM
A. To be heavy duty design closed system with
overflow (largest capacity offered by
manufacturer) , minimum three (3) -row
radiator.
ELECTRrCAL
A. 12 volt, 850 cOld-cranking amp battery,
minimum.
B. Alternator shall be 65 amp m~n~mum
capacity, 32 amp minimum curb idle output
(at manufacturer's recommended idle speed.)
The alternator shall be heavy duty design
and capable of withstanding sustained
operation.
C. Transistorized regulator is required.
D. All units shall include dual electric
windshield wipers (two or more speeds),
dual horns.
E. An AM/FM radio with two (2) speakers to be
of a quality equal to or greater than
automotive grade and be located either in
front dash or doors.
WHEEL BASE
A. To be approximately 132 to 140 inches.
SUSPENSION
A. 4,000 lb. front axle of heavy duty design
with shocks and springs for the best
combination to minimize body roll.
STEERING
A. Shall be power, not power assisted.
BRAKES
A. Must be power front disc brakes, with drum
or disc acceptable on rear.
B. To be equipped with anti lock if available.

B. One (1) each wheel wrench and jack,
compatible with this vehicle, is to be
supplied with each vehicle.
BUMPER
A. To be equipped with a front bumper.
COLOR
A. Standard Dupont No. 508 fleet white.
LIGJI'l'ING
A. Shall meet California Motor Vehicle Code
and also include one (1) strobe warning
light mounted to the truck bed, fully
visible above the cab for 360 degrees and
reinforced to prevent vibration (Target
Tech. No. 851 or equivalent). Mounted to
the driver's side bed rail.
B. Day time running lights (DRL's) are
required.
FUEL TANK
A. Shall have a minimum capacity of 20
gallons.
CAB
A. Standard body style with cloth bench seat,
right and left armrest, dual sunvisors,
seat belts in three (3) positions,
cigarette lighter, ashtray, domelight, two
(2) speed heater/defroster, and glove box.
B. Full instrumentation to include amp-meter,
fuel gauge, oil pressure gauge, water
temperature gauge, and speedometer
(including odometer).
C. Directional signals are to be self
canceling with emergency flashers
incorporated.
D. Factory equipped air conditioning is to be
included.
E. To be equipped with right and left side-
mounted Westcoast type mirrors
approximately 4 1/2 inches x 11 inches in
size. Each mirror is to be reinforced to
prevent vibration.

SERVICB BODY
A. To be Royal body no. 33-HO-15 or
equivalent. Body must include lockable
compartments, all keyed alike.
B. Handles must be recessed and all
compartments must be fullY hinged.
C. The top mounted lid must be able to stay
open without human assistance.
D. The ladder rack is to be mounted inside of
the bed on the curbside and able to
accommodate a 20 foot extension ladder
overthe cab. (It is not to interfere with
the top loading compartment nor protrude
past the rear of the service body.)
E. All painted surfaces to be thoroughly
cleaned of weld splatter, slag, scale, and
other foreign matter prior to painting.
F. All surfaces are to be painted with one (1)
primer and one (1) color coat to match the
truck.
G. The underside of wheel wells are to be
under coated after priming.
H. All lighting attached to the service body
such as: taillights, turn signals,
emergency flashers, and back-up lights are
to meet California Vehicle Code
requirements.
ELECTRONIC
A. Back-up alarm is required.
REAR BUMPER
A. Is to be of the diamond-plate step design
and to be frame (not body) mounted (bolted
is preferable to welded).
B. It is to include a two (2)-inch ball hitch
mounted in the middle of the step of the
bumper.
C. A four (4)-prong trailer-towing plug is to
be mounted and wired into the step bumper.
D. License plate mounting holes are to be
inserted in the bumper with appropriate
lighting to meet California Vehicle codes.

MANUALS
A. Two (2) copies of each, operator, parts,
and service repair manuals shall be
furnished at time of delivery.
WARRANTY
A. Shall have a minimum of three (3) year
bumper-to-bumper including drive train.
B. Bidders shall quote separately an option
for extended warranties and include
information brochures to cover each.
REGISTRATION
The successful bidder is to obtain and include
in the delivery price, all registration
documents and licenses. The City will provide
the necessary application for exempt plates.
DELIVERY
Delivery is to be F.O.B. to the City of San
Bernardino City Yard at 182 S. Sierra Way, San
Bernardino, CA. Attention: Fleet Manager
(909) 384-5220. Three (3) days notice, prior to
delivery, is to be given.
QUESTIONS REGARDING TECHNICAL ASPECTS OF THIS
BID SHOULD BE DIRECTED TO THE FLEET MANAGER
LISTED ABOVE.
