The Mayor of the City of San Bernardino is hereby authorized

BERNARDINO VALLEY COMMUNITY CONCERT ASSOCIATION, a copy of which

is attached hereto rnarked Exhibit "A" and incorporated herein by reference as fully as

SECTION 2.
The authorization to execute the above referenced agreernent
15 is rescinded if the parties to the agreernent fail to execute it within sixty (60) days of the
16 passage of this resolution.

AGREEMENT
Fine Arts Fundino
THIS AGREEMENT is entered into between the CITY OF S
BERNARDINO, a municipal corporation, referred to as "City" and
SAN BERNARDINO VALLEY COMMUNITY-CONCERT ASSOCIATION, a non-profi
organization, referred to as "Organization."
The parties agree as follows:
1. Recitals.
A. Organization has requested financial assistance fro
City for the fiscal year 1998-99, in order to assist in defrayin
the expense of certain concerts, shows, festivals, or events 0
activities sponsored by Organization as set forth in Organization'
grant proposal (hereinafter "the proposal") approved by the Fin
Arts Commission of the City. A copy of said proposal is on file i
the Mayor's Office of Cultural Affairs. The terms of the proposa
are incorporated herein by reference and shall govern the uses 0
the funds provided herein. The financial assistance provided fo
in this agreement is made on a one-time only basis, and receipt 0
said funds shall not imply a continuing obligation of the Cit
beyond the terms of this Agreement.
B. The expenditure is for a valid municipal publi
purpose, to wit: for the promotion of art appreciation in Sa
Bernardino, as more fully set forth in the proposal submitted b
Organization.
2. Payment. Upon presentation of a claim to the Mayor'
Office, City shall pay to Organization from the

budget for the 1998-99 fiscal year, the total sum of

3. Use of Funds. The funds paid to Organization shall b
used solely for the purposes set forth in Paragraph 1 and in stric

This Agreement and any documents 0
instruments attached hereto or referred to herein integrate al
terms and conditions mentioned herein or incidental hereto, an

subject matter hereof. In the event of conflict between the terms
conditions or provisions of this Agreement, and any such documen
or instrument, the terms and conditions of this Agreement shal
prevail.
12. Non-Discrimination. Organization agrees that for the ter
of this Agreement it shall not discriminate in employment
recruitment, hiring, admission practices, advertising or in an
other manner on the basis of race, color, creed, religion, nationa

THE SAN BERNARDINO VALLEY COMMUNITY CONCERT ASSOCIATION WILL PRESENT FIVE SUBSCRIP-
TION PAID CONCERTS PLUS TWO FREE "MUSIC EDUCATION" CONCERTS FOR STUDENTS DURING
THE 98/99 SEASON. APPROXIMATELY ONE THOUSAND SENIORS, SPECIAL NEEDS PEOPLE AND
STUDENTS WILL BE ADMITTED FREE TO ALL FIVE CONCERTS. ALSO, APPROXIMATELY THREE
THOUSAND ELEMENTARY SCHOOL CHILDREN (CITY & COUNTY) WILL ATTEND THE TWO "MUSIC ED-
UCATION" CONCERTS.

VII. Need Statement:
THE CONCERT ASSOCIATION IS THE OLDEST PERFORMING ARTS ASSOCIATION IN TIlE VALLEY
AND IS THE ONLY ONE IN THE INLAND EMPIRE PRESENTING WORLD AND NATIONALLY RECOG-
NIZED PROFESSIONAL ARTISTS, CHORAL AND DANCE GROUPS IN CONCERT. OUR PROGRAMS
LIFT THE CULTURAL LEVEL OF THE AREA AND SATISFY THE NEEDS OF PEOPLE TO SEE AND
HEAR THE VERY BEST PERFORMERS WITHOUT TRAVELING TO LARGER METROPOLITAN AREAS.

VIII. Intended Results:
SAN BERNARDINO VALLEY COMMUNITY CONCERT ASSOCIATION INTENDS, ONCE AGAIN, TO PRE-
SENT FIVE CONCERTS OF GREAT MUSIC, CHORAL AND DANCE FOR CITIZENS OF ALL AGES,
ETHNIC GROUPS AND ECONOMIC SITUATIONS. APPROXIMATELY ONE THOUSAND FREE ADMISS-
ION TICKETS WILL BE GIVEN TO SENIORS, SPECIAL NEEDS PEOPLE, STUDENTS AND VARIOUS
ORGANIZATIONS TO ENCOURAGE EXPOSURE TO FINE ENTERTAINMENT.

TO THE UPLIFTING SPIRIT OF THE PERFORMING ARTS. THE CONCERT
ASSOCIATION IS A GREAT COMMUNITY ASSET TO WHICH BUSINESS AND
COMMUNITY LEADERS CAN POINT WITH PRIDE WHEN PROMOTING OUR CITY
TO NEW BUSINESSES. OUR PROGRAMS APPEAL TO ALL SEGMENTS OF SOC-
CIETY, ETHNIC GROUPS AND ECONOMIC LEVELS WHO ENJOY THE VERY
BEST IN CLASSICAL MUSIC, CHORAL MUSIC, AND DANCE.

THS SAN BERNARDINO VALLEY COMMUNITY CONCERT ASSOCIATION IS CELEBRATING ITS
60TH ANNIVERSARY THIS 98/99 SEASON.
DURING THE PAST 60 YEARS, THE ASSOCIATION HAS BROUGHT MANY FAMOUS NATIONAL
AND INTERNATIONAL PERFORMERS TO THE COMMUNITY. ISAAC STERN,VIENNA BOYS CHOIR,
ROBERTA PETERS AND TIlE LOS ANGELES PHILHARMONIC ORCHESTRA PERFORMED FOR US IN
THE EARLY YEARS AND RECENTLY WE HAVE BEEN HORORED TO HAVE SUCH INTERNATIONALLY
KNOWN STARS AS THE SLOVAK SINFONIETTA, THE NEW YORK THEATRE BALLET , THE CENTRAL
BAND OF TIlE ROYAL AIR FORCE AND THIS SEASON WE WILL PRESENT "RHYTHM IN SHOES",
WITH THE VERY POPULAR IRISH STEP DANCE GROUP.
OUR "MUSIC EDUCATION" PERFORMANCES FOR CHILDREN HAVE BEEN AND CONTINUE TO BE
IN GREAT DEMAND IN ORDER FOR YOUNG PEOPLE TO BE EXPOSED TO THE ARTS. THROUGH
LETTERS FROM THE STUDENTS WE FIND THAT MANY OF THEM THINK MUSIC COMES FROM CD
AND AND TAPES AND THEY ARE AMAZED TO FIND REAL PEOPLE BEHIND THAT RECORDED
MUSIC.
