SECTION 1.
The Mayor of the City of San Bernardino is hereby authorized
and directed to execute on behalf of said City an Agreernent with CANTO BELLO

CHORALE, a copy of which is attached hereto rnarked Exhibit "A" and incorporated
11 herein by reference as fully as though set forth at length.
12 SECTION 2. The authorization to execute the above referenced agreernent
13 is rescinded ifthe parties to the agreement fail to execute it within sixty (60) days of the
14
passage of this resolution.

AGREEMENT
Fine Arts Fundino
THIS AGREEMENT is entered into between the CITY OF SAN
ERNARDINO, a municipal corporation, referred to as "City" and the
ANTO BELLO CHORALE, a non-profit organization, referred to as
6 "Organization."
7 The parties agree as follows:
8 1. Recitals.
9 A. Organization has requested financial assistance from
10 City for the fiscal year 1998-99, in order to assist in defraying
11 the expense of certain concerts, shows, festivals, or events or
12 activities sponsored by Organization as set forth in Organization's
13 grant proposal (hereinafter "the proposal") approved by the Fine
14 rts Commission of the City. A copy of said proposal is on file in
15 the Mayor's Office of Cultural Affairs. The terms of the proposal
16 are incorporated herein by reference and shall govern the uses of
17 the funds provided herein. The financial assistance provided for
18 in this agreement is made on a one-time only basis, and receipt of
19 said funds shall not imply a continuing obligation of the City
20 beyond the terms of this Agreement.
21 B. The expenditure is for a valid municipal public
22 purpose, to wit: for the promotion of art appreciation in San
23 Bernardino, as more fully set forth in the proposal submitted by
24 Organization.
25 2. Pavment. Upon presentation of a claim to the Mayor's
26 Office, City shall pay to Organization from the

5. Hold Harmless. Organization covenants and agrees to
defend, indemnify, and hold harmless the City and its employees and
agents from all liabilities and charges,

improper use of funds or use of funds for any purpose other than
those authorized, any unexpended portion of the funds provided by
City shall be returned to City.

of Organization.
Organization shall require that all rights of

subrogation under such policy of workers compensation insurance
shall be waived as to City.
City shall be set forth as an
additional named insured in each policy of insurance provided
hereunder.
(d) The Certificate of Insurance furnished to the City shall
require the insurer to notify the City of any change or termination
in the policy.

12. Non-Discrimination. Organization agrees that for the term
of this Agreement it shall not discriminate in employment,
recruitment, hiring, admission practices, advertising or in any
other manner on the basis of race, color, creed, religion, national
origin, sex, physical handicap, or marital status.

REFERENCE V - Summary of Project Description
CANTO BELLO CHORALE
The Canto Bello Chorale is a growing ensemble chorale that provides a consistent
repertory of classical choral works to the community of San Bernardino, as well as the
surrounding Inland Empire communities. The Chorale is constantly striving to increase
its audience base through advertising in the mass media, personal contact and general
mailings.
The Canto Bello Chorale is constantly working to improve its performance
presentation. We hire the Inland Empire Symphony as our accompanying orchestra. We
also have performed with the Inland Empire Symphony as part of the symphony concert
season and hope to again. We also hire top soloists from the Inland Empire because we
feel it is important to give local talent the opportunity to perform. Many of the soloists
that the chorale hires have performed in major performance forums including the Los
Angeles Opera.
The Canto Bello Chorale has increased its efforts in advertising and fund raising
and continues to strive to improve its funding base and its name recognition.
The Chorale proposes to increase its audience base through tailoring its
performances to meet the changing and diversifying tastes of the local community. There
are now several choral organizations in the San Bernardino area and the Chorale proposes
to adjust our focus to capture the audience that is enthused about and will support the
small ensemble works. We will also concentrate this year on more collaboration with
other choral organizations, including San Bernardino Valley College.
We will continue to work in close union with the Inland Empire Symphony and
hire the best soloists available.

REFERENCE VII - Need Statement
CANTO BELLO CHORALE
The Canto Bello Chorale, with additional funding, will be able to reach a wider
audience through increased collaboration with other organizations this year. We will also
be able to increase our advertising efforts which will bring a greater name recognition in
San Bernardino and the surrounding Inland Empire. The increased name recognition will
bring us a greater funding base which will enable the chorale to increase the number of
performances and repertory.
The Canto Bello Chorale, with additional funding, will be able to ensure that we
have a consistent level of expertise in conductor, accompanist and soloists, which in turn
will bring increased recognition of San Bernardino's performing arts community.
We believe a strongly supported choral organization, which hires the resident
symphony, is a necessity. This strong support acts as increased recognition by the City
of San Bernardino to the resident arts community and the community at large, as well as,
the entire Inland Empire.

CANTO BELLO CHORALE
The Canto Bello Chorale anticipates a broader audience base with expanded
collaboration. We also expect to have greater name recognition and more extensive
funding base from the local population. With the requested funding, the Canto Bello
Chorale will be able to increase its advertising budget which will be divided among all
the various media, as well as, provide proper remuneration for our conductor. We will
also be able to ensure that the level of expertise of leadership, accompanist and soloists
will remain high. The Canto Bello Chorale will be able to promote the performing arts
of San Bernardino throughout the surrounding communities of the Inland Empire.

REFERENCE XII - Future Objectives
CANTO BELLO CHORALE
FUTURE OBJECTIVES
The Canto Bello Chorale has a continuing commitment to provide the City
of San Bernardino and the Inland Empire with good choral music. The chorale
leadership understands the constant need for new funding sources to ensure this
continued growth. Some of the following areas were addressed this past season,
however work needs to continue.
The following courses of action will be goals for our 1997/1998 season:
1. Increase the membership of the board of directors and make the board
more community oriented. Chorale officers will serve as additional
members of the board of directors.
(Kick off scheduled for September 1998)
2. Present one or more fundraising concerts which are sponsored by
the chorale. This will bring in income without major expense such as
music and rehearsal times. It will also raise the public awareness of
the chorale through greater diversity of performances.
(Scheduled for October 1998 and March 1999)
3. Make an effort to increase the number of grants applications. This will
take a considerable amount of time for research and paperwork.

4. Begin the process of raising enough initial funds in order to hire, at
least part-time, an administrator who will coordinate the above.

REFERENCE XIII - History/ Background of Organization
CANTO BELLO CHORALE
History of Canto Bello Chorale
The Canto Bello Chorale was founded in Spring 1982 by Director/Conductor
Refugio (Ernie) Gomez and a small group of fifteen singers who wanted to keep
alive the performance of choral works by major composers, as well as, good
choral singing for smaller ensembles. The chorale also presents every year one or
two specialty concerts such as the Mariachi concert and the Broadway/Opera
concert from last year. The Canto Bello Chorale has presented the works of Bach,
Beethoven, Brahms, Durufle, Faure, Handel, Haydn, Mozart, Puccini, Rutter,
Schubert, Bruckner and Vivaldi as well as many others. The Canto Bello Chorale
always strives to bring together the best in soloists and orchestra. We hire the
Inland Ernpire Syrnphony for many of our concerts and also regularly perform on
the symphony's season. Our soloists are area residents who have performed for
many major forums including the Los Angeles Opera. The Canto Bello Chorale
continues to grow as a performing organization. Last season the chorale had 42
members and anticipates continued growth this season. The Canto Bello Chorale
has a continuing commitment to provide the City of San Bernardino and the Inland
Empire with the best in choral performance.
Maestro Refugio Gomez - Director/Conductor
Maestro Refugio (Ernie) Gomez has been the director/conductor of the
Canto Bello Chorale since founding the organization in Spring 1982. Maestro
Gomez earned his Bachelor of Arts and Master of Arts degrees in Music, with a
major in vocal music and piano, and a minor in composition from California State
University, Los Angeles. Maestro Gomez has performed as soloist with the Inland
Empire Symphony for Sinfonia Mexicana concerts. He has performed with the
William Hall Chorale (currently the Master Chorale of Orange County) and since
Summer 1995 has performed with the California State University, Los Angeles'
Schola Cantorum. Maestro Gomez was guest conductor of the Inland Empire
Symphony in 1993.
