SAN BERNARDINO PUBLIC WORKS DECEMBER 19. 1997
1.1 SUMMARY OF PROPOSAL
Enclosed please find GARY ENGINEERING INCORPORATED, proposal for [he SAN BERNARDINO PUBLIC
WORKS PROJECT. Our proposal consists of two parts. The first part covers SPENCER & JONES proposal for
the construction with the second portion pertaining to Gary Engineering's work. We have attempted to make both
parts of the proposal as responsive to your request, and the anticipated scope of work as possible.
As the total unit price for each project will vary, due to the different optional design /construction feattues, the
total design cost is to be a percentage of the total and final conswction cos[. The enclosed Engineering Rate
Schedule will dictate the amount charged by units as applicable and thus can be provided on "as-needed" basis on
request..
1.2 PROJECT APPROACH
Gary Engineering proposes to provide an integral part of the San Bernardino Public Works fueling operations. I[ is
our goal to provide superior services responsively. We will directly assist in contractor interface at all times. A
brief discussion of how we propose to address these issues is provided below.
After extensive liaison and field/office investigations of the site(s) involved in this project, we would plan a Q and
A meeting with the SBPW Project Engineer(s) and Spencer & Jones. During these meetings, co-chaired by our
Project Manager, Robert G. Faudoa Jr., we will be prepared to finalize the design and constmction phases for the
project.
Until [ha[ time, we can only make presumptions, and therefore rely by Gary Engineering's Project Proposal /Scope
of Work. Please note that our Project Proposal /Scope of Work is a standard for our office which will be revised to
be project speck once the Project Scope of Work has been finalized.
1.3 FIRM BACKGROUND
GARY ENGINEERING INCORPORATED seeks to assume the responsibility for Construction Design and
Management for the City of San Bernardino Public Work's project. Gary Engineering was founded in 1977
specifically to serve the Oil Industry. Robert G. Faudoa Jc, Project Manager assigned to this project, has been with
Gary Engineering for over eighteen years.
Gary Engineering is experienced in all facets of service station project/construc[ion management, permit
submi[taUacquisitions, and engineering design for projects such as "convenience stores and car washes"; "fuel
facilities and UST/AST replacements"; "station modernization" and "ADA modifications" design. Also:
Our firm will meet all deadlines as required. Our company has established a reputation with our clients in
private industry and government in meeting even the most aggressive schedules. For example, throughout
our twelve years as Architect/Hngineering contractors to the U.S. Navy, we have never missed a submittal
deadline. Understandably, we are proud of our record -one we speculate is raze in the industry.
Our firm's primary disciplines are civil, structural and petroleum engineering. These features are
invaluable when performing field inspections and approvals for our clients or regulatory agencies.
Cnrr firm has performed over 1,200 tank replacements/fuel facilities for major oil companies such as Arco,
Unocal, Chevron, Shell and Texaco.

remaining 35 sites/90 UST's are brought in compliance w/FederaVState regulations.
* In January of 1996 construction was completed for the UST/AST replacement program for the Army
Corps of Engineers, at McClellan Air Force Base, Sacramento. This consisted of the removal of (14)
fourteen UST's and appurtenances and the installation of (10) ten UST's/AST's and associated pumps,
piping, etc.
* Our Project Manager, Robert G. Faudoa Jr., will deal with the day-to-0ay business of design and

• We stress the importance of communications between all parties. Our Designers and Engineers are trained
to stay in frequent communication with responsible parties, certainly throughout the design, and into the
construction phase through completion. All of our project managers and field personnel carry telephone
remotes and will be available 24 hrs. a day, seven days a week for any of our projects.
s We have designed a wide variety of projects for a broad list of clients, many of whom are Fortune500

from simple renovations and modernizations, to "raze and rebuilds", to whole new facilities. A listing of
those projects may be obtained upon request.

RE: Fueling Facility -Central Operations Station
Dear Mr. Faudoa:
The City of San Diego's Equipment Division has approved our proceeding with the design and installation of a
new fueling facility at their Central Operations Station located at 1970 B Street. Since your company is presently
doing design work for us and we are pleased with the results, we are requesting that you provide us with a cost
estimate to provide engineering design services for this project. Your scope of work should include a site
development/grading plan, demolition/ UST removal plan, fuel system drawings, electrical plan, emergency
generator layout specifications, construction cost estimate, and construction inspection as necessary to properly
certify the installation by a registered professional engineer. Additional field inspections and assistance may be
on an hourly basis. Printing and shipping shall be invoiced at cost plus 10%, and tank anchoring, if necessttry,
could be an additional cost.
A memo from the Equipment Division Fleet Manager describing their requirements and plot plans indicating the
proposed general arrangement is enclosed. It appears that funds will be available to begin construction as soon
as the plans and specifications are approved and a contractor is selected.
If you need further information, please call me at 573-1266 or Paul Deschamps at 573-1273,
Sincerely,
Theodore Olson

* One double diesel dispenser.
* One AFS terminal.
* Hack-uo generator capable of sustaining minimal emergency
operation.
I have included a rough drawing of the new fuel island in
relationship to the existing tanks and dispensers (attachment
"A"). Also I have included attachment "B" which depicts the new
fuel island in relationship to the new automated vehicle washer
that is about to commence installation.
I recognize that because of the tight quarters at Central we
will be out of business during the tank replacement. The
process should include the removal of the existing islands, the
overhead canopy and resurfacing of the of the driveway.
Please contact me at 527-7584 if you have any questions.

To Whom It May Concern:
Re: City of San Diego Underground Tank Replacement Program
This letter will serve as a positive reference for the firm of
Gary Engineering and its principals, Robert G. Faudoa, Sr. and
Robert G. Faudoa, Jr.
We have utilized the services of Gary Engineering for the design
and engineering of the underground tanking, piping and gasoline
facilities at two car wash/gasoline stations which we have con-
structed within the past three years. These are located at
Costa Verde Car Wash, 8505 Costa Verde Blvd., San Diego, CA 92122
and Carmel Mountain Ranch Car Wash, 11030 Rancho Carmel Drive,
San Diego, CA 92128. We have also utilized them for concept
layout studies on other sites and currently have them under
contract to do the complete architectural and engineering design
for a new unit which is in the application stage to be constructed
in the Del Mar Highlands area.
We have found Cary Engineering to be knowledgeable, responsive
and thorough. They have an excellent working knowledge of the
construction and mechanical process and are also up-to-date on
new technology in the field. We are pleased with their work
and feel that they are competent and professional in their
approach. We are enthusiastic about using their services for
additional projects.
Sincerely,
~~y~ %~

Gary Engineering has always handled our projects with a high standard of care, maintained
projects on budget and provided good communication regarding project status.
