BUSINESS PHILOSOPHY
Business Philosophv
Since its inception, Wackenhut has always been considered among the most
imaginative and innovative contract security agencies. Like many of the clients it
serves, Wackenhut is unique in its organization, service, and response.
The strength of Wackenhut lies in the fact that it has the flexibility to deliver that which
The City Of San Bernardino requires based upon the unique and diverse nature of
your business, while providing personal management involvement, superior supervision
and a well-trained, qualified security force, which places emphasis on both the public
relations and security aspects of its function.
It is our mission to provide clients with the kind of security they require in the most
efficient, cost-effective, and comprehensive manner possible. Because of the way
Wackenhut is structured and organized, the highest degree of service will be provided
to all its clients.
Today, Wackenhut not only enjoys the position of being one of the largest
independently-owned security and investigative services companies in the world, but
has since its founding, been considered one of the most quality-conscious security
companies in existence and a national leader in solving client problems. Wackenhut is
structured and organized in such a manner so that the highest degree of service will be
provided to prestigiOUS clients such as The City Of San Bernardino, and as evidenced
by the information contained in this Proposal, our experience is unusually extensive in
serving them. We are, in fact, a "major project" company currently servicing such
diverse clients as the Nuclear Test Site in Nevada, the Savannah River Site in South
Carolina, and providing security for the entire Alaska Pipeline from Valdez to Prudhoe
Bay. Dedication to excellence prevails. The watchwords at Wackenhut are
"Professionalism with Integrity".
In delivering these services, Wackenhut utilizes a modern business approach and will
provide a security program within the parameters stressed by The City Of San
Bernardino's operating management. The liaison between The City Of San
Bernardino's operation management and Wackenhut management at both the
corporate and field level is, of course, crucial to the success of the security plan.
We are purely a customer driven organization with a mission to provide the most
effective and efficient security team in the most responsible and cost effective manner
possible. Our businesses operate on the fundamental principal that quality problems
are avoided by up-front actions - not fixed after the fact. Customer service is first
undertaking customers' needs and then being the very best at responding to them.

TRAINING
TRAINING
The Wackenhut Corporation offers it Security Officers and clients the most
comprehensive training programs available in the security industry today.
The quality of our professional security services stem from our insistence on
development and administration of meaningful training plans and programs. The
activation of those programs requires a training policy which has the unreserved
endorsement and active support of a company's executive management; a training plan
which is designed to effectively meet the specific needs of the client; lesson outlines
and support material which reflect state-of-the-art; and a professional staff of
instructors who effectively impact the trainees so that they are technically prepared to
handle their assigned duties with performance excellence. The program must also
motivate properly trained employees through superior leadership and first-line
supervision to assure that the end result is a high quality service product.
THE WACKENHUT TRAINING INSTITUTE
The Wackenhut Training Institute (WTI) is the training division of The Wackenhut
Corporation. It was established for the purpose of developing sophisticated training
curricula, lesson plans, audio-visual aids, and platform training expertise to support the
Corporation's operational missions. The Wackenhut Training Institute also offers its
training expertise to proprietary firms, governmental agencies, and competitive
companies on a contractual basis.
Throughout the past 20 years, Wackenhut has been extensively involved in
establishing and maintaining a wide variety of security, safety, and law enforcement
training programs for Wackenhut employees and for client personnel. An estimated
100,000 persons have been trained in various aspects of industrial security, fire
protection, industrial safety; motivation, supervisory, and management techniques; and
secretarial, clerical, and other skills. Training has been provided in formal classroom
sessions, seminars, field exercises, and on-the-job application by WTI instructors using
Wackenhut-developed training and operational manuals, handbooks, audio-visual
presentations, and technical reference data.
Wackenhut's staff of training professionals at its Corporate headquarters is continually
involved in maintaining, updating, and expanding the various training programs. This
staff supports Wackenhut's operations units in their training requirements, but is also
available to our clients, on a contractual basis, for any additional training programs.
The Wackenhut Corporation strives to provide its clients with personnel who will
perform beyond expectations. The new Security Officer is introduced to the job through
an forty (40) hour .class room course" on the duties and responsibilities of the City Of

All required reports are complete, accurate, and timely.
The Account Manager will be responsible for the daily quality control activities, to
include personnel qualifications and performance; suitability, quantity, and quality of
equipment, materials, and supplies; accurate reports, records, budgetary and financial
data in compliance with all contract requirements; and professional and on-time
services. Wackenhut is committed to excellence in the providing of security services
and will provide a high standard of quality assurance. Commitment to quality begins
with making key decisions; investments of time, money and resources uo-front vs.
reaction to problem resolution in the past tense.
In an international corporation such as Wackenhut, a team effort is required if good
service is to result. Managers at the corporate level establish the standards and
guidelines of performance to ensure that required resources are supplied down-line to
the local level of operation. Local management must be able and willing to achieve the
standards that have been established. The Wackenhut Riverside Office is awaiting the
opportunity to exercise the Wackenhut advantages for The City Of San Bernardino.
