HomeMy WebLinkAbout1999-267 I RESOLUTION NO. 1999-267 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO ACKNOWLEDGING THE 40TH ANNIVERSARY OF THE SISTER CITIES RELATIONSHIP BETWEEN TACHIKAWA, JAPAN, AND THE CITY OF SAN BERNARDINO, CALIFORNIA, AND REAFFIRMING OUR CONTINUED COMMITMENT TO THIS MOST REWARDING SISTER CITIES RELATIONSHIP. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION I. WHEREAS, The City of San Bernardino, California and Tachikawa, Japan entered into a Sister Cities Twinning Agreement in June 1959, and WHEREAS, This year marks the Fortieth Anniversary of this relationship with great pride and joy, and a time to reaffirm out commitment to this relationship, and WHEREAS, Through the forty years, citizens of both cities have continued to build stronger bonds of friendships, enjoying cultural diversity and activities which include sports, arts, student exchange and business connections, and WHEREAS, it is the desire of the City of San Bernardino and all of our citizens to continue to extend the hand of friendship as Sister Cities through the next millennium. PENMAN, City Arney t~ 1999-267 PROFILE OF T ACHIKA W A CITY . . Geographically Tachikawa City is situated in the center of Tokyo, 37.5 km or 43 minutes away from downtown Tokyo by train. The city borders eight cities. Geologically the city stretches on the loamy layer of the Kanto Region. The climate here is sunny yet frosty with little snow in winter. The annual precipitation is 1,400-1,600 mm, close to the national average. Population: 157,903 (as of lan, I, 1997) The number of households: 65,623 (as of lan. I, 1997) Date of the city organization system into operation: December 1, 1940 Area: 24.38 km2 Location: 139. 25' 22" 35 east longitude. 35. 41' 27" north latitude Tachikawa has developed and will develop as the center of Commerce: Major department stores and super markets, and 2,833 small- and middle-size retailers form a commerciai disrricl. The total sales amount to approximately 1,002.3 billion yen in 1995. Transportation:: 27.2 km railroad between Tachikawa and Shinjuku opened in 1890 has evolved into the present railroad system. Today more than 380,000 commuters use Tachikawa Station daily. Housing: Since the consolidation of Sunagawa Town in 1963, there has been increasing demand for housing. Public housing projects have been implemented with the focus on b::lance between natun: and anifJeI. Tachikawa is blessed with nature. Showa Kine n Park with an area of 180 ha, Tamagawa Waterworks dating back to 200 years ago and other preserved forests offer a place of recreation and relaxation for citizens. Medicine: ,'>'lore than 300 hospitals and clinics serve the community. In cooperation with these medical institutions. the city has provided health care services to citizens. Municipal health care programs include free medical checkup for the elderly, seminars on health a~d can:. SportS events have been encouraged to improve health. 1999-267 Experiment: Urban development is underway in Tachikawa, including rezoning and redevelopment of the area around Tachikawa Station. A large-scale business/commerce center, Faret Tachikawa; is the showcase of a multi-functional city embodying an image of the future city. A monorail system will be introduced to improve transportation. Administration and Politics: Tachikawa, with easy access from any part ofTama Region, accommodate government and public offices, including the National/Metropolitan Government Office and the Summary Court. Tachikawa has also played an important role in disaster prevention. In cooperation with the Ground Self Defence Force Base, the Wide-Area Disaster Prevention Center, Tachikawa Police Station, and National Medical Center, measures to deal with natural calamities are to be taken. Welfare: In order to create the healthy environment for citizens to live in, municipal SUPPOI1 is given to improve health care. To help children grow up soundly, nursery schools and after-school day care centers are managed according to the municipal standard. Vocational schools have been established to help the handicapped tind employment and become independent. Subsidies are available to support in-home care. Information: CATV is expected to be the vehicle of communication as society becomes more information- oriented. My TV was founded as the third sector in 1989. As of April, 1990,58 channels are available. Since 1993. the service area has been expanded to provide infonnation to more viewers.
