BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Director of Parks, Recreation and Community Services Department

10 is hereby authorized and directed to apply for and accept on behalf of said City grants with San

Bernardino County Housing Authority for after-school recreation programs, tutorial and
emichment activities at Johnson Community Hall and Waterman Gardens. A copy of said
application is hereby attached hereto, marked Exhibit "A," and incorporated herein by
14
15 reference as fully as though set forth at length.
16 SECTION 2. The authorization granted hereunder shall expire and be void and of no
17 further effect if the agreement is not executed by both parties and returned to the Office of the
18
City Clerk within 60 days following effective date of the Resolution.

Introduction
The City of San Bernardino Parks, Recreation and Community Services
Department has a long and successful history of working with the Housing
Authority of San Bernardino County and providing services to its residents. The
department is proposing to build from its past successes and provide additional
services to the Housing Authority residents at the 9th Street Public Housing
Project ( Johnson Community Hall) and the Waterman Gardens Public Housing
Project.
The department is proposing to operate After School Child Care for Children,
Youth Sports, Educational and Cultural and Tutorial programs at the 9th Street
Public Housing Project and at the Waterman Gardens Public Housing Project.
Following are the implementation and operating plans for these programs.
Resident Outreach and Involvement
Residents at each location will be fully integrated into the planning and
implementation of these services. At each location, an advisory board will be
established to provide input, suggestions and feedback regarding the
development of grant funded programs. Advisory boards will have a minimum of
five members and will meet at least monthly at the respective sites. The
Advisory Board will also be a conduit to the residents. Information about
services, job opportunities and other activities will be provided to the advisory
board for dissemination in the community.
Qualified residents will be the primary target for employment and volunteer
opportunities associated with these programs as well as other department
programs. A list of these job and volunteer opportunities will be posted at the
respective sites. Postings will be updated routinely as new opportunities arise.
Additionally, door-to-door canvassing will be regularly conducted at both sites to
inform residents about programs, employment and volunteerism. All programs at
these respective sites will be adequately publicized through fliers and posters in
order that residents will be adequately informed about services available.
Experience in Working with Residents
The Parks, Recreation and Community Services Department has been providing
direct service to Housing Authority residents since 1956. The department has
had a lease to operate Johnson Community Hall as a recreation and community
services facility serving the residents of the 9th Street Housing Project. The
department has had over 3 million visitations in that period and expended
approximately $3,5 million to provide program, services and facility
improvements at this site.
Res 1999-50
In 1991, the department was awarded a Housing and Urban Development Youth
Sports Grant in the amount of $25,000. These funds were matched with city
C.D,B,G. funds to provide a total appropriation of $50,000 to provide a Sports
Academy that emphasized anti-drug lifestyles and provide facility renovations at
the Housing Authority owned Johnson Hall. The sports academy also included
two overnight sports camps for youthful residents, These camps were held at
C.S.U.S.B. and featured professional and collegiate athletes, career guidance
and education professionals and workshops on self-esteem and drug abuse.
The department operated an after school child care program at the Waterman
Gardens Public Housing site from 1975 to 1992. Both after-school and summer
playground programs were provided during that period. Programs provided at
this site as well as Johnson Hall included team sports, arts and crafts, teen clubs,
scouting, cooking classes, trips and excursions, drama, movies, and youth
guidance and development programs.
The department also coordinates and administers the summer lunch program
and integrates this service into the daily activities at the respective sites. In
1998, over 2,500 meals were transported and served at Waterman Gardens, and
over 2,300 at Johnson Hall.
Number of Residents to be Served
The department is proposing to serve the following number of residents.
Numbers provided represent individual visitations at each site for the duration of
the grant period.
JOHNSON HALL AND WATERMAN GARDENS
· After School Care: A total of 3,000 youth, ages 6-12 years, of which 80
percent will be HA residents, will participate in after-school activities and
services that may include computer training, arts and crafts, self-improvement
workshops, reading clubs, cooking classes, games and special events.
. Youth Sports: A total of 1,500 boys and girls, 85 percent of which will be HA
residents, will participate in sports programs that consist of flag football,
basketball, tee ball, track and volleyball.
· Educational and Cultural: A series of six educational and culturally enriching
workshops and events will be conducted on-site and attract a total of 1,800
participants. Ninety percent will be HA residents.
. Tutorial: A total of 2,600 participants will be served in homework assistance
and adult education programs. At least 80 percent will be HA residents.

Staffing
The department uses qualified and well-trained staff hired through the city's civil
service procedures. Depending upon the job title, applicants will be required to
meet minimum levels of age, education and related work experience. Hiring
procedures also include finger printing, background reviews and testing. The
department will provide an intensive orientation to all employees as well as on-
going training.
The department will also recruit, train and assign volunteers as additional support
for programs. These volunteers will have employment opportunities as openings
arise at respective sites as their experience and skill levels qualify them. All
volunteers will be screened, finger printed and background checked to ensure
their suitability. Residents will be specifically targeted for these opportunities.
Program Work Plan
JOHNSON HALL AND WATERMAN GARDENS
· After School Care - This program will be conducted from 2 to 6 p.m.,
Mondays through Fridays, for a total of 20 hours per week.
· Youth Sports - Youth sports training and activities will be conducted 6
t012 hours per week depending upon the sport.
· Tutorial - Homework assistance will be conducted with multiple staff
for two hours per day, Mondays through Fridays (8 hours per week).
Adult training and educational programs such as ESL classes and job
skills classes will be offered from 2 to 8 hours per week depending
upon the interest and demand for such programs.
· Educational and Cultural - Six special events and workshops will be
offered for approximately 3-4 hours each.
Program Descriptions
Educational and Cultural
A series of six educational and culturally sensitive programs would be originated
and conducted at the respective sites for the residents and surrounding
community, Each program would be designed to improve self-esteem, increase
the awareness of at-risk youth and develop the sensitivity and respect for one's
self and others.
Residents would be given an opportunity to provide input and suggestions on the
types of programs that they feel would be beneficial to themselves and their
community. This agency has a high degree of involvement in music, drama,

crafts and the fine and performing arts. All of these resources will be
considered and incorporated into our efforts to provide meaningful and fulfilling
programs at the respective sites.
Tutorial Program
A year-round homework assistance and tutorial program will be made available
for youth and young adult residents twice daily for 2 hours a day, Mondays
through Fridays. Youth participating in the program would be encouraged to
have their teachers outline areas for improvement and provide practice
worksheets to assist tutors who would provide personalized assistance. Parents
would be required to register their children in the program and indicate times and
days they wanted their children to be assisted.
SeNices from San Bernardino Adult Education would be enlisted to provide
classes for adults such as ESL, job skills training, and special interest classes.
Residents participating in Adult Education programs would be offered tutorial
assistance.
Youth Sports
The department operates youth sports leagues year-round. Basketball, flag
football, track and field, t-ball, softball and volleyball are provided in organized
league formats. Rules and regulations that stress participation, sportsmanship,
skill development and fair play above competition guide the leagues operated by
this agency. Parent and adult volunteers will be utilized as support personnel for
these programs. The youth sports program will seNe youngsters from 4 through
12 years of age. Youth will be organized into leagues based on age level.
Competitive opportunities will include games against teams from throughout the
city. Transportation will be furnished through parent volunteers and rented buses
furnished by this department.
After School Care
The after school care programs will be organized in a day camp format and
modeled after the department's S.K.A.M.P. Camp program. Youngsters will be
required to be registered in the program and attend until its daily conclusion
unless authorized to leave early by a parent.
The recreation program is structured to emphasize story time, team sports, arts
and crafts and games. The educational component is structured to emphasize
homework completion and weekly enrichment activities, The youth sports,
tutorial and enrichment programs will be integrated into the after school camp.
Activities are designed to accommodate all ages and skill levels, to provide
maximum enjoyment to all participants. This program will be for all youth, ages
6-12 and operates Monday through Friday from 2-6 p.m.
