RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AUTHORIZING THE EXECUTION OF AN AGREEMENT
WITH THE SAN BERNARDINO-RIVERSIDE COUNTIES DISTRICT
METROPOLITAN OPERA AUDITIONS FOR THE PROMOTION OF ARTS AND
CULTURE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1.
The Mayor of the City of San Bernardino is hereby
authorized and directed to execute on behalf of said City an Agreement with San
Bernardino-Riverside Counties District Metropolitan Opera Auditions, a copy of which is
attached hereto marked Exhibit "A" and incorporated herein by references as fully as
though set forth at length.
SECTION 2.
The authorization to execute the above referenced agreement
is rescinded if the parties to the agreement fail to execute it within sixty (60) days of the
passage of this resolution.

Fine Arts Funding
THIS AGREEMENT is entered into between the CITY OF
SAN BERNARDINO, a municipal corporation, referred to as
"City" and the San Bernardino-Riverside Counties District
Metropolitan Opera Auditions, a non-profit organization,
referred to an "Organization"
The parties agree as follow:
I. Recitals.
A. Organization has requested financial
Assistance from City for fiscal year 2000-01, in order to
assist in defraying the expense of certain concerts,
shows, festivals, or events of activities sponsored by
Organizations as set forth Organization's grant proposal
(hereinafter "the proposal") approved by the Fine Arts
Commission of the City. A copy of said proposal is on
file in the Mayor's Office of Cultural Affairs. The terms
of the proposal are incorporated herein by reference and
shall govern the uses of the funds provided herein. The
financial assistance provided for this agreement is made
on a one-time only basis, and receipt of said funds shall
not imply a continuing obligation of the City beyond the
terms of this Agreement.
B. The expenditure is for valid municipal public
purpose, to wit: for the promotion of art appreciation in
San Bernardino, as more fully set forth in the proposal
submitted by Organization.

Payment. Upon presentation oi a claim to the

budget for the 2000-01 fiscal year, the total sum of
$3,000.00 dollars, to cover the costs per Fine Arts grant
application agreement.
3. Use of Funds. The funds paid to Organization
shall be used solely for the purposes set forth in
Paragraph 1 and in strict compliance with the provisions
set forth in the agreement. No deviation from the
agreement shall be made without the expressed approval of
the City of San Bernardino. Said funds shall be expended
by June 30, 2001, and any unexpended funds shall be
returned to City by Organization.
4. Accounting. Within 20 days after the
completion of the event, the Organization shall submit to
the Mayor's Office, with copy to the Director of Finance,
an accounting of the actual expenditures connected with
said event as it relates to the fund which were provided
by the City. Financial records shall be maintained in
accordance with generally accepted accounting principles
by Organization in such manner as to permit City to
easily trace the expenditures of the funds. All books and
records of Organization are to be kept open for
inspection at any time during the business day by the
City or its officers or agents. Failure to submit the
financial records in accordance with this section will
result in the Organization reimbursing the City.
5. Hold Harmless. Organization covenants and
agrees to defend, indemnify, and hold harmless the City
and its employees and agents from all liabilities and
charges,

expenses (including counsel fees), suits or losses
however occurring, or damages arising or growing out of
6 the use or receipt of the funds paid hereunder and all
operations under this agreement. Payments hereunder are
7 made with the understanding that the City is not involved
in the performance of services or other activities of
Organization. Organization and its employees and agents
are independent contractors and are not employees or
agents of the City in performing said services. The
costs, salary and expenses of the City Attorney and
members of his office in enforcing this agreement on
behalf of the City shall be considered as "counsel fees"
for the purposes of this paragraph.

6. Termination. City shall have the right to
terminate this Agreement and any funding remaining unpaid
hereunder for any reason by mailing a ten-day written
notice to Organization and this agreement shall terminate
ten days after the mailing of such notice. In event this
Agreement is terminated for reasons of improper use of
funds or use of funds for any purpose other than those
authorized, any unexpended portion of funds provided by
City shall be returned to City. In addition, Organization
shall reimburse to City any funds expended which were
used for any purpose other than those authorized under
this Agreement.
7. Assianment. Organization shall not assign
its interest in this Agreement without the prior written
approval of City.
8. Insurance. Organization shall take out and
maintain during the life of this Agreement such public
liability and property damage insurance, naming the City
as additional insured, so as to insure City, its elective
and appointive boards, commissions, officers,

Agents and employees, Organization and its agents
performing act covered by this Agreement from the claims
for property damage for personal injury, including death,
as well as from claims for property damage which may
arise from Organization's or its agents' operation
hereunder, whether such operations be by Organization or
its agent or by anyone directly or indirectly employed by
either Organization or its agents, and the amounts of
such insurance shall be as follows:

(a) Public Liability Insurance. In an amount not
less that $1,000,000 for injuries, including, but not
limited to, death, to any person, and subject to the same
limit for each person, in an amount not less than
$100,000 on account of anyone occurrence.
(b)

(c) Workers Compensation. Organization shall
provide worker compensation insurance in the amount
required by state law if the funds provided hereunder are
to be paid as a salary to any employee of organization.

change or termination in the policy.

9. Obligation. Organization hereby convenants
that it has taken all actions necessary to make the
adherence to the obligations imposed by this agreement a
binding obligation of the organization.
10. Notices. All notices herein required shall be
in writing and delivered in person or sent by certified
mail, postage prepaid addressed as follows:

11. Entire Agreement. This Agreement and any
other documents of instruments attached hereto or
referred to herein integrate all terms and conditions
mentioned herein or incidental hereto, and supersede all
negotiations and prior writing in respect to the subject
matter hereof. In the event of conflict between the terms
conditions or provisions of this Agreement, and any such
document or instrument, the terms and conditions of this
Agreement shall prevail.
12. Non-Discrimination. Organization agrees that
for the term of this Agreement it shall not discriminate
in employment recruitment, hiring, admission practices,
advertising or in an other manner on the basis of race,
color, creed, religion, national origin, sex, physical
handicap, or marital status.

Synopsis: San Bernardino-Riverside Counties District
Metropolitan Opera Auditions
The San Bernardino-Riverside Counties District Metropolitan Opera Auditions,
one of sixteen regional auditions, includes the states of California, Arizona, and
southern Nevada.
The Metropolitan Opera Auditions for the Inland Empire was formed in 1959 and
is one of six local Districts of Metropolitan Opera Council auditions.
These auditions afford our local singers the opportunity to compete and provide
contacts with producers and directors in the vocal concert structure. Several
previous winners have successful careers with various National and International
Opera companies.

AT STURGES CENTER FOR FINE ARTS, 1:30 P.M.
MASTER CLASS TO BE HELD OCTOBER 22, 2000.
THE PURPOSE OF THE NATIONAL COUNCIL OF THE METROPOLITAN OPERA IS TO:
1. Find ex~~ptiona11~ talented opera singers and to assist in
their development. .
2. To discover new talent for the Metropolitan Opere.
3. To search for possible participants in the Young Artist Develop-
ment Program of the Metropoliten Opera/Associetion.
4. To give singers an opportunity to be heard and encouraged
in their careers.
A special aspect of this program is the contacts with prOducers and
directors for programing vocal concerts and appearances with orchestres
and production events thus giving the singers experience in performing
and encouragement for further development and progress.in meeningfu1
careers.

BY JOAN MAYHEW WHO GIVES US A SPECIAL RATE AS A GIFT. WE EXPECT THAT THE
SMALL ADMISSION FEE WILL COVER THE COST OF THE REFRESHMENTS.
THE FORMAT THAT IS USED IN CONDUCTING THESE AUDITIONS IS DICTATEO BY THE
NATIONAL COUNCIL OF THE METROPOLITAN OPERA. THE JUDGES DECIDE WHAT THE SINGERS
WILL SING AND THEY DECIDE WHO THE WINNERS ARE.

pay rent of euditorium at Sturges for the Recital Hall and other
facilities, and at San Bernardino Valley College for the Master Class;
Stage Hands (required by auditorium); anSI,OOD,OOD Insurance for
liability' (required by the City); Accompanists; printing of Letterheads,
envelopes, Programs, BrOChures, Applications; Postage; Office Supplies;
Printing for Singers and Judges; Telephone calls; refreshments for
Reception during Judges deliberations; for our Master Class the
following week; etc.
3.. We need funds for the expenses of the singers who are sent to the
Regional Auditions in Los Angeles, as they are required to stay in the
Hotel for one or two nights due to Regional Schedule, and each District
takes their winners to dinner.
4.. Attached is a listing of many of the singers who have been District
Winners and what they are now doing professionally. Most of the singers
are singing actively, but this list is just the ones who are singing
professionally in opera and concert. ~E ARE PROUD THAT ONE OF OUR
· WINNERS, KEVIN BELL, WAS CHOSEN AS A NATIONAL WINNER AND IS NOW SINGING
ROLES WITH MAJOR OPERA COMPANIES, SUCH AS NEW YORK CITY OPERA, CHICATO
OPERA. DAN HENDRICKS HAS HAD HIS DEBUT WITH NEW YORK CITY OPERA, CHICAGO
LYRIC OPERA, SAN FRANCISCO OPERA, BALTIMORE OPERA, ARIZONA OPERA, AND
OTHERS. PLEASE NOTE THE FINE SUCCESS THAT OTHERS LISTED ARE NOW HAVING.
CAMELIA VOIN PLOSCARIU, ONE OF OUR WINNERS HAS SINCE WON FIRST PLACE
IN THE PALM SPRINGS YOUNG ARTIST OPERA GUILD COMPETITION: SECOND PLACE
IN THE REGIONAL "MET" AUDITIONS: FIRST PLACE IN THE NATIONAL ASSOCIATION
OF TEACHERS OF SINGING YOUNS ARTIST AUDITION: HAS SUNG THE ROLE OF ROSINA
IN"L' ELISIR 0 I AMORE" WITH THE BUCHAREST OPERA: WAS SELECTED A FINALIST
IN THE REGIONAL AUDITIONS IN LOS ANGELES, AND RECEIVED A $4500 SCHOLAR-
SHIP AWARD.
5. We will be holding a Master Class for all singers in the District on
October 22nd, at San Bernardino Valley College with a major Vocal Authority
as a CliniCian, thus giving our singers added assistance in preparing for
the Regional Auditions in Los Angeles. The winners of these Regional
Auditions will go to New York to compete in the National Finals and
Winners Concert on the stage of the Metropolitan Opera House.

She has been singing in Europe,
She took the course in Graz, Austria and was made a member of the Bavarian
State Opera in Munich, She was a permanent member of the Munich Companv.

ALRTANDRO GUERRERO. Tenor. District winner and Regional Semi-Finalist in 1992.
He sang: Cavaradossi in "Tosca" with North Bay Opera in 1992, Rosolfo in
"La Boheme" with the Boise Opera in 1991.
He sang: Faust with the West Bay Opera in 1991.
He sang: Alfredo in "La Traviata", and Hoffman in "Tales of Hoffman" with
the Marin Opera in 1990.
He sang: Tenor solos in "Messiah" with the Utah Symphony and with Los
Angeles Master Chorale in 1990.
He is now pursuing a solo career in Europe with some coming success.
DANIEL HENDRICK. Tenor. District First Place Winner, Regional Winner in 1966.
He received enthusiastic critic in the Baltimore Business Journal for his role of
Macduff in the opera "Macbeth" by Verdi with Jerome Hines. He has just had
his debut with New York City Opera in "Faust" as Mefistofe1e, Cavaradossi
in "Tosca", and Pinkerton in "Madame Butterfly". He has sung leading Tenor
roles with Vancouver Opera, Colorado Opera, Riverside Opera, Virginia Opera,
Mexico Opera, San Diego Opera, Opera Pacific, and San Francisco Opera. He
has sung concerts with San Diego Chamber Orchestra, Redlands Bowl, Palm
Springs Opera Society, Metropolitan Winners Concert in San Diego, and
performances of the Messiah with orchestra.
Daniel is presently singing Arturo in "Lucia di Lammermoor" with San
Francisco Opera, and returned just in time for a concert in the San
Bernardino Valley Concert Series on December 12, ]995.

MATTHEW BITITIE. Tenor. District First Place Winner in 1987, and Regional Semi-Finalist.
He is now busy singing in opera companies in Germany and France.
DUANE CLENTON CARTER. Baritone. District First Place Winner and Reginal Semi-Finalist.
He has sung leading roles in "Andrea Chenier", "Lucia di Lanunermoor", "Un
Bello in Maschera", with the Riverside Opera.
He has sung one role of Monterone in "Rige1etto" with the Merola Opera in San
Francisco.
He has sung Count Paris in "Romeo et Juliette", Sicerio and Apparition in
"Macbeth". Fiorello and Figero in "Barber of Seville", with the CHICAGO
LYRIC OPERA.
He has sung leading roles with the San Francisco Opera, Philadelphia Opera and
the Ravinia and Tang1ewood Festivals.
WAYNE SHEPPERD. Bass Baritone. District First Place Winner and Regional Semi-Finalist in 1984
and 1986.
He has sung leading roles with the Inland Opera Company of Redlands and San
Bernardino. He is busy singing concert engagement throughout the west.
He is now a regular member of the Los Angeles Music Center Opera Company
where he sings compramario roles for Bass-Baritone.
NIXON FORD-LEVINE. Tenor. District First Place Winner in 1993, Was one of the winners in the
Western Regional Finals.
He has performed for Long Beach Operqa, Euterpe Opera Theater, Southern
California Opera Guild, Opera West and the Carmel Music Society.
His roles include Max in "Der Freischutz", Lemsky in "Eugene OnrgitI; Samson
in "Samson et Delila"; Alfredo in "La Traviata"; Maurizio in "Adriada
Lecouvreur" .
He was a first Place Winner in the Los Angeles Young Artists of the Future
Voice Competition. He was a Finalist in the McAllister Awards Competition of
the Indiana Opera Theater: Miami Opera Association; The Young Musicians
Foundation; the National Association of Negro Musicians William Grant Still
Society,
He received his Master of Music and Bachelor of Music degrees in Vocal Arts
from the University of Southern California, where he was named Outstandini
Vocal Arts Graduate for both de~rees.
He as been accepted by the Tchaikovsky Vocal Competition One of five sent
from this Country to Russia. He was in Moscow in July to compete and
participate in that great event. He went to France in August to fill several guest
engagements.
MEE SUN SUH. Soprano District First Place Winner in 1996, and Regional Finalist in 1996., has
completed work for her degree in Performing Art at UCLA and has been
engaged in singing concerts, programs, and opera roles in local operas. She
will be singing as guest soloist with the Hollywood Bowl Symphony on the
evening of October 10,1998.

Winners fro~ these District Auditions go to Los Angeles to compete

in the Regional Auditions where they will place according to the decision
of the Regional Judges. The winners of the Regional Auditions go to
New York to competa in the National Auditions and th~ Winners Concart
on the stage of The Metropolitan Opera.
Also our singers can be engaged for local programs and musical events,
and are often engaged for programs in other Southern California Areas.
The training needed for preparation of these auditions and the
experience of singing for the judges and receiving their verbal critiques
are extremely valuable for their continued study.
In addition, the Master Class which is held one week later is part-
icularly valuable for the further development of the singers. The Master
Class Clinician whom I always engage is someone of extended professional
experience and reputation.

HISTORY
XIII. Provide a brief historylbackground of the organization:
The Western Region, one of sixteen, includes the states
Arizona, and Nevada. These states are divided into Districts:
fornie, one in Arizona, and Southern Nevada, Each District is
District Director.
The first'Reqional !\iJditions were held in th 1956-k957 seeson, when the
Region was added to the'Council's National Program. Mario and Ruth Chamlee, who
for many years were on the -roster of principal stars of the.Matropolitan Opera,
were asked to undertake the task of organizing the Region. They asked Miss
Gwendolyn Roberts to work with them to assist in eetting up the structure for
the Auditions.

The first Auditions were held on December 7, 8, 14, 15, 1957, in Hancock
Auditorium of the University of Southern California. The Finals were held in
Santa Barbara at The Music Academy of the West. Hundreds of voices were heard
and many fine voices werE discovered.
The first Winners were Grace Bumbry, Mary Costa, and Alfred Jensen,'
(deceased). The role of winning singers through the years has included some of the
most outstanding singers of our time.
In 1959-1960, Gwendolyn Roberts was asked to form a District for San
Bernardino and Riverside Counties, as well as to continue to serve on the Regional
Auditions. This was done and the Auditions hava been held every year since that
time, in San Bernardino, under her supervision, and many fine singers have been
given the opportunity to be heard in this manner.
Winners from the District are selected to proceed to the Regional Audi-
tions where singers are selected to go further in the National Auditions. A number
of singers from this District have received further recognition: Armando Sierra,
tenor, went to the Region where he won and was selected to go to the Nat~onal
-Audiiions, winning an important Iward: Karen Posten, Soprano, wen on to sing with
the New York City Opera: Mary Heiler, ~ezzo Soprano, won second and third place
awards at the Regional Level; De la Dean, Soprano, won substantial Scholarship
at the Regional Level; Keven Bell,Bass-Baritone, won the Regional Competition and
was sent to the National Auditions, was a winner and sang on the stage of the
Metropolitan Opera ~ouse, had a debut at the New York City Opera and is now singing
a full schedule of leading rgles with a number of opera companies; Alejandro
Guerroro, has sung with the Inland Empire Symphony and with the Western Opera
Theater. Daniel HendriCks, Tenor, had his debut with the New York City Opera
and is now singing leading roles at the San Francisco Opera and major opera companies
around the world. Read more about this in the extra sheet you have been given.

ivities which has been given td you today. we are proudof these singers and many
others who are singing major engagements now. THEIR CAREERS STARTED HERE wITH

Miss Roberts continues to direct the Auditions in this District where
she has secured community assistance and support for administration and for
awards for the singers who are selected to be winners by the Judges who come
from the Los Angeles area to adjuducate the Auditions.
Through the assistance of en excellent committee or enthusiastic
supporters, this program continues to grow to be a major advantaga for our
talented singers. Miss Roberts continues to invite and encourage producers and
conductors to' hear the Auditions and invite our singers to perform on their
presentations.
The Master Class held one week following the Auditions is a unique extra
advantage for the singers and gives them unusual suggestions and information from
fine professional singers and cliniciens.
