RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO IN SUPPORT OF THE CALIFORNIA MAGLEV
DEMONSTRATION PROJECT.
WHEREAS, Southern California's population is expected to increase by over 6 million
people over the next 20 years - a 43% increase; and
WHEREAS, the region's freeway system is already severely congested; and
WHEREAS, Southern California's future economic viability and quality of life
depends on maintaining the mobility of goods and people; and
WHEREAS, a high-speed rail system, based on state-of-the-art magnetic levitation
(MAGLEV) technology has the ability to effectively transport Southland passengers and cargo
in an environmentally friendly and energy efficient manner at speeds over 200 mph; and
WHEREAS, the Southern California Association of Governments (SCAG) has
included high speed MAGLEV as a vital component of its Regional Transportation Plan (RTP)
for the future and necessary for achieving federal air quality attainment standards; and
WHEREAS, the Southern California Association of Governments (SCAG), along with
the California Business, Transportation, and Housing Agency, and the California High Speeds
Rail Authority, have organized a cooperative effort called the California MAGLEV
Deployment Program to develop and construct a high-speed MAGLEV system for the region;
and
WHEREAS, this program will assist us in addressing the region's growth and mobility
needs and provide a much-needed critical link between our region's airport; and
WHEREAS, the California MAGLEV Deployment Program is competing against six
other projects across the country for almost $1 billion in federal funds that have been
authorized by the U.S. Congress for a demonstration project; and
WHEREAS, the City of San Bernardino will be included in the MAGLEV Project and
anticipates that the MAGLEV Project will eventually extend to the City of San Bernardino.
THEREFORE, BE IT RESOLVED that the Mayor and Common Council of the City
of San Bernardino support the California MAGLEV Deployment Program's effort to obtain
Federal funding from the Federal Railroad Administration (FRA) to complete further
engineering and design work for its proposed high-speed MAGLEV System in Southern
California with an extension to the City of San Bernardino.
