RESOLUTION NO. 2000-101
RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO SUPPORTING EXECUTIVE ORDER 2000-1 CONCERNING
RAVE PARTIES, HIP HOP PARTIES, AND SIMILAR EVENTS, ACTIVITIES, AND
DANCES.
WHEREAS, the frequency of rave parties, hip-hop parties, and similar events has
increased exponentially in recent years; and
WHEREAS, these all-night events are a magnet for individuals involved with illegal
drug use, underage drinking, violence, and other unlawful activities; and
WHEREAS, rave parties, hip-hop parties, and similar events are proven breeding
grounds for activities hazardous to the youth that participate, the communities surrounding the
venues, and society at large; and
WHEREAS, though these events are harmful in many ways, it is recognized that youth
must be provided with safe opportunities to enjoy music and dancing under appropriate adult
supervision; and
WHEREAS, Mayor Judith Valles has issued Executive Order 2000-1, directing
Department Heads to cancel any rave parties, hip-hop parties, and similar events scheduled to
be held in City-owned, operated, and/or supervised facilities, and to refuse to approve or
authorize any requests or applications for these dangerous activities;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
I. The Common Council expresses its support for Executive Order 2000-1, and
joins with Mayor Valles' decision in prohibiting the use of City-owned facilities for rave

20 parties, hip-hop parties, or similar events, activities, and dances.

The Mayor and Common Council call upon the owners and operators of the
City's privately-owned concert and party venues, as responsible and caring civic leaders, to
follow the Mayor and Council's leadership and immediately prohibit the use of their facilities
for these dangerous events.
3. Recognizing the need to provide alternatives to these destructive activities, the
Mayor and Common Council call upon local schools, non-profit organizations, service clubs,

and faith communities to partner with the City to provide safe and enjoyable events for local
youth that encourage a positive, drug-free lifestyle.
