RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AUTHORIZING THE EXECUTION OF ANNUAL
AGREEMENTS WITH THE COUNTY OF SAN BERNARDINO TO PROVIDE
EQUIPMENT AND USER ACCESS INTO THE NATIONAL LAW ENFORCEMENT
TELECOMMUNICATION SYSTEM (NLETS), THE CALIFORNIA LAW
ENFORCEMENT TELECOMMUNICATIONS (CLETS), AND THE SHERIFF'S
CENTRAL NAME INDEX (CNI).
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That the Mayor and Common Council of the City of San Bernardino
authorize the Purchasing Manager to execute an agreement between the City of San
Bernardino and the County of San Bernardino, in an amount not to exceed $8,161.20, for
equipment and user access, into the National Law Enforcement Telecommunication System
(NLETS) and the California Law Enforcement Telecommunication System (CLETS), a copy
of which is attached hereto marked Exhibit "A" and incorporated herein by reference as fully
as though set forth at length.
SECTION 2. That the Mayor and Common Council of the City of San Bernardino
authorize the Purchasing Manager to execute an agreement between the City of San
Bernardino and the County of San Bernardino, in an amount not to exceed $25,716.00, for
equipment and user access into the Sheriffs Central Name Index (CNI), a copy of which is
attached hereto marked Exhibit "B" and incorporated herein by reference as fully as though
set forth at length.
SECTION 3. The authorization to execute the above referenced purchase orders is
rescinded if purchase orders are not issued within ninety (90) days of the passage of this
resolution.

SUBJECT: FIFTH AMENDMENT TO CONTRACT NO. 95.1062 WITH CITY OF SAN
BERNARDINO FOR ACCESS TO THE CALIFORNIA LAW ENFORCEMENT
TELECOMMUNICATIONS SYSTEM (CLETS).
RECOMMENDATION: Approve Fifth Amendment to Contract No. 95-1062 with the City of San
Bernardino for access to CLETS and rnaintenance of related equiprnent in the amount of
$8,161.20.
BACKGROUND INFORMATION: By State mandate, the Sheriff's Department oversees the local
switching center that allows access by local law enforcement agencies to the California Law
Enforcement Telecommunications System (CLETS), a state-wide criminal justice database. In
turn the Department contracts with these agencies to spread the cost of the system among the
agencies using the system.
On December 12, 1995, the Board of Supervisors approved Contract No. 95-1062 for the
Sheriff's Department to provide CLETS access to the City of San Bernardino. This contract is
amended annually to revise the fee schedule to ensure proper remuneration to the County. The
rates for CLETS service are established based upon the actual cost charged to the Sheriff's
Department by third parties, either County ISD or outside vendors, for this service. One
component of the rates is a fee for each transaction. The number of transactions used as a basis
for the current rate is based upon the actual number of transactions for the prior fiscal year. This
contract amendment is for the period of July 1, 2001 through June 30, 2002. This year's contract,
in the amount of $8,161.20 represents an increase of $59.52 over last year's contract. This
increase is due to an increase in the number of transactions being processed by City.
REVIEW BY OTHERS: This contract amendment has been reviewed and approved as to form
by Deputy County Counsel Kevin L. Norris (04/10/01) and has been reviewed by the County
Administrative Office, Mario Lara, Administrative Analyst III (07/31/01).
FINANCIAL IMPACT: Revenue generated by this contract, in the amount of $8,161.20 is
included in the Sheriffs Department Budget for FY01/02.

SUBJECT: FIFTH AMENDMENT TO CONTRACT NO. 95.282 WITH THE CITY OF SAN
BERNARDINO FOR ACCESS TO THE COUNTY'S COMPUTERIZED LAW
ENFORCEMENT DATA FILES.
RECOMMENDATION: Approve Fifth Amendment to Contract No. 95-282 with the City of San
Bernardino for access to the County's computerized law enforcement data files and maintenance
of related equipment, in the amount of $25,716.
BACKGROUND INFORMATION: The County provides teleprocessing services to various cities
throughout the County in order to promote effective regional law enforcement through the
cooperative use and maintenance of the County's computerized law enforcement data files.
On April 25, 1995, the Board of Supervisors approved Contract No. 95-282 for the Sheriffs
Department to provide CNI (Central Name Index) access to the City of San Bernardino. This
contract is amended annually to revise the fee schedule to ensure proper remuneration to the
County. The rates for CNI service are established based upon the actual cost char!;led to the
Sheriff's Department by the County Information Services Department for this service. This
contract amendment, in the amount of $25,716, is for the period of July 1, 2001 through June 30,
2002, and represents a decrease of $144 from last year's contract amount. This decrease is due
to the elimination of one computer terminal by the City.
REVIEW BY OTHERS: This contract amendment has been reviewed and approved as to form
by Deputy County Counsel Kevin L. Norris (04/18/01), and has been reviewed by the County
Administrative Office, Mario Lara, Administrative Analyst III (07/30101).
FINANCIAL IMPACT: Revenue generated by this contract, in the amount of $25,716, is included
in the Sheriff's Department Budget for FY01 102.
